RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY
Following are rules of civility the City of Maplewood expects of everyone appearing at Council Meetings - elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard
and understood in a reasonable manner. We appreciate the fact that when appearing at Council meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other council members or citizens - unless specifically tasked by your colleagues
to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each
other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others
in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

Potential Development Concepts for the St Paul Regional Water Service

Policy Issue:
The Rondo Community Land Trust (RCLT) would like to work with partners to acquire and develop
the property at 1958 Rice Street. The subject site is owned by Saint Paul Regional Water Services
(SPRWS). The RCLT will share their concepts for the site in the hopes of receiving initial City
Council feedback.
Recommended Action:
This item is for discussion purposes, and no action is required.

The City of Maplewood has participated in numerous discussions related to the Rice-Larpenteur
corridor and future development in the area. The RCLT concepts will allow for further discussion
and feedback from the Council related to 1958 Rice Street.
Background:
The 13.26-acre site at 1958 Rice Street is owned by SPRWS and is the current location of the Rice
Street Community Gardens. Originally, SPRWS purchased the site for an expansion project;
however, they are now evaluating their land holdings and current operations to determine future
needs at the subject site and whether the site or a portion of the site can be sold for development.

In 2018, the City worked with the Rice Larpenteur Alliance partners to create the Rice-Larpenteur
Vision Plan. As a part of that plan, the site at the corner of Rice Street and Roselawn Avenue was
envisioned as a mixed-use development area made up of the following components:
-Mixed used residential multi-story buildings.
-Public open spaces connected to residential developments.
-Mixed commercial buildings with shared parking opportunities along Rice Street.
-Extension of the Trout Brook Regional trail north to connect into the Rice Street Garden site.
In April 2023, the RCLT attended a City Council workshop to introduce their organization and share
their hopes of engaging with others to further create a vision for the site. Since that time, the RCLT
has successfully received grant funding to engage a consultant team and partners to assist with
conducting outreach and developing concepts for the site.

planned events both large and small, partnerships, commissions, social media and surveys.
Recommended Action:
Discuss strengths of existing community outreach; identify opportunities for more targeted
engagement.

The City of Maplewood engages with community members on a daily basis, through direct service,
planned events both large and small, partnerships, commissions, social media and surveys.
Background:
Each week Maplewood staff have several hundred community engagement opportunities. These
occur in all departments, but especially public safety, code enforcement, parks, public works crews,
at our reception desks and in our boards and commissions.
In addition, Maplewood participates in or organizes more than 100 community events, large and
small, in all corners of the community annually.
We partner with groups such as the YMCA, Salvation Army, and school districts 622 & 623 to reach
a variety of diverse community members.

We collaborate with the St. Paul Area Chamber and White Bear Area Chamber to stay connected
with the business community.
We are seeking to evaluate our strengths and identify opportunities to engage with more impact and
action.
