RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY
Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings - elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard and
understood in a reasonable manner. We appreciate the fact that when appearing at Comm ission meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or
others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

A.CALL TO ORDER
A meeting of the Parks and Recreation Commission was called to order by Chairperson
Mallet at 6:00 p.m.

Monica Barton, Commissioner Absent
Terri Mallet, Chair Present
Mark Harris, Commissioner Present

Audra Robbins, Parks and Recreation Manager Present
C.APPROVAL OF THE AGENDA
Commissioner Harris made a motion to approve the agenda.
Seconded by Commissioner Brannon.Ayes – All
The motion passed.
D.APPROVAL OF MINUTES
1.September 20, 2023
Commissioner Porter made a motion to approve the September 20, 2023 Parks
and Recreation Commission minutes.
Seconded by Commissioner DeMoe. Ayes – Mallet, Porter, DeMoe
Abstained – Brannon and Harris
The motion passed.

Parks and Recreation Commission Meeting Minutes
Joe Rueb, Finance Director, provided an update on the Capital Improvement
plan for the Parks and Natural Resources Department. Mr. Rueb explained the
planning process, financing sources and discussed how it is scheduled.
F.UNFINISHED BUSINESS:
1.Student Parks and Rec Commission Members
Audra Robbins recapped the discussion at last month’s meeting about Student
Parks and Rec Commission Members and provided information on other cities
similar programs. Commission members discussed ideas about the program,
requirements, desires etc and passed the following motions outlining the
program.
Commissioner Harris made a motion that being a Maplewood resident is priority
#1 for prospective student members.
Seconded by Commissioner DeMoe. Ayes – All
The motion passed.
Commissioner DeMoe made a motion to for student members to be sophomores,
juniors or seniors and to be accepted on a one year term.
Seconded by Commissioner Mallet. Ayes – All
The motion passed.
Commissioner Harris made a motion to approve the discussed
questions/information requests for the student commission member application.
Seconded by Commissioner Porter. Ayes – All
The motion passed.
G.VISITOR PRESENTATIONS
1.Student Visitor
A student from North Central University attended the meeting as part of a
Sociology class requirement. She provided feedback to the commission on the
student commission member discussion.

Audra Robbins updated the commission on the LEAP award for the Prairie Farm
Preserve.
2.Department Updates
Audra Robbins discussed the 4H schools out class that was taking place the next
two days and the upcoming class on Dec 4. Audra also reminded the
commission about the Volunteer Open House scheduled for Nov 2.

Commissioner Brannon made a motion to adjourn.
Seconded by Commissioner Harris.Ayes – All
The motion passed.
The meeting was adjourned at 7:00 p.m.
