Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. CALL TO ORDER A meeting of the Parks and Recreation Commission was called to order by Chairperson Lee-Her at 6:00 p.m. B. APPROVAL OF THE AGENDA Commissioner Barton made a motion to approve the agenda. Seconded by Commissioner Porter. Ayes – All The motion passed. D. APPROVAL OF MINUTES 1. July 19, 2023 Commissioner Barton made a motion to approve the July 19, 2023 Parks and Recreation Commission minutes. Seconded by Commissioner Porter. Ayes – All The motion passed. E. NEW BUSINESS 1. Parks and Natural Resources Programming Update Neil Breneman, Recreation Supervisor, provided an update on recreation and nature programming along with events and facilities and rental updates. Wednesday, September 20, 2023 Parks and Recreation Commission Meeting Minutes 2. Student Parks and Rec Commission Members Audra Robbins, Parks and Natural Resources Manager, discussed ways to engage youth in civic involvement with one option being a student commission member. Commission discussed various attributes of the possible position. 3. Parks and Rec Commission Bus Tour Review Audra Robbins and the commission discussed the bus tour and feedback from the experience. F. UNFINISHED BUSINESS 1. Sunset Ridge Playground Replacement Audra Robbins provided the commission feedback from the neighborhood meeting for the playground replacement. Master Plan Chapter 2 Discussion Audra and commission discussed a section of the Parks System Master Plan regarding changing trends and demographics. 2. Department Updates Audra Robbins discussed some of the upcoming events happening in the City with the Trunk or Treat and Fire Open House along with an update on the volunteer program in the Parks and Natural Resources Department with the Volunteer Open House upcoming. Completion Date 12/31/2025 Department Parks and Recreation Type Other Description The Wakeeld Community Building and parking lot were designed and constructed to have rooftop solar and an electric vehicle charging station installed at a future date. Installation of these items will help the City meet its Climate and Energy Goals. Project costs are estimated at $50,000 to $100,000 depending on the systems. Completion Date 12/31/2024 Department Parks and Recreation Type Other Description Creation and implementation of the Hazelwood Park Master Plan.  Hazelwood Park is a 50-acre park located at 1663 Co. Road C. This park is reaching its effective life cycle and many of the amenities are in poor condition. In addition, one of the major recommendations in the Parks System Master Plan is to ll the need for destination or "signature" parks.  Hazelwood is home to Maplewood's largest soccer complex and is the site for the City's largest community celebration on the Fourth of July.  Staff will work with residents to develop a master plan for this park in 2024 with construction to begin in 2024. Key features will include a new playground, upgraded parking, natural resources restoration, eld enhancements, picnic shelter/community gathering facility with restrooms. Staff will partner with the Watershed to address water quality issues within the park and surrounding areas. $50,000 for the master plan. Completion Date 12/31/2026 Department Parks and Recreation Type Other Description Planning and construction of picnic shelters at Western Hills, Pleasantview, and Vista Hills Parks.  One of the outcomes of the Parks System Master Plan Process was that residents voiced a need for gathering places for families and celebrations.  There is a noted absence of these facilities in certain areas of Maplewood, including in the Western Hills, Playcrest, Highland and Vista Hills  neighborhoods. Many of the shelters that exist are in need of replacement.This proposal lls that need by adding picnic shelters complete with accessible amenities, and electricity/solar in these underserved areas of the City. Start Date 01/01/2025 Est. Completion Date 12/31/2025 Department Parks and Recreation Type Other Description Repairs, storage, and exhibit renovation at the Maplewood Nature Center site. The timetable for the improvements is tentative and subject to change.  Maplewood Nature Center Visitor Center was built in 1978, added onto in 1994, and had major repairs and maintenance in 2017. A Master Plan  to guide improvements and programming was completed in 2019. Improvements needed include: 1) Add storage shed, 2) x bridges, 3) replace observation decks, 4) repair or replace boardwalk (reaches useful life of 20 years old in 2019), 5) repair or replace patio, 6) install ADA door opener, and 7) replacing indoor exhibits (20 years old in 2024). Maintenance of these is already incorporated into the annual operating budget. Completion Date 12/31/2027 Department Parks and Recreation Type Other Description Improvements at Fish Creek Open Space.  Maplewood acquired the 70-acre Fish Creek site in 2013 and constructed trails in 2016. Partner Great River Greening (GRG) conducted woodland and prairie restoration in 2012-2015. Maplewood and Ramsey County are discussing the possibility of this site becoming part of the Regional Park System. The next projects at the site, in partnership with Ramsey County, are installing a parking lot, shelter, and a rustic trail along the creek. Completion Date 12/31/2025 Department Parks and Recreation Type Other Description Goodrich Park improvements.  One of the major recommendations in the Parks System Plan is to ll the need for destination or "signature" parks. Reinvestment in four centrally-located parks and connecting them with trails was recommended. One of these signature parks has been identied as Goodrich Park and it is envisioned as a major destination for community gathering in Maplewood. A universally accessible playground was added in 2018 and future improvements will include additional parking, natural resources restoration, ball eld upgrades, and a picnic shelter. It will also include a new or renovated concessions building complete with accessible restrooms and storage. Completion Date 12/31/2027 Department Parks and Recreation Type Other Description Provide funding for open space improvements.  Maplewood’s Neighborhood Preserve system includes 15 preserves. Seven of the sites have maintained trails and nine sites have received restoration or active management. The Parks System Master Plan calls for adding trails where appropriate and restoring sites to native vegetation. In 2019, restoration at Prairie Farm preserve was completed (funded by $62,000 grant) and enhancements at Priory Preserve were completed in 2022 (entry, boardwalk, sitting area, restoration). Trails will be constructed at Joy Park (2023), Spoon Lake (2024), and Prairie Farm (2025, short section). Restoration projects are planned for  2023, 2024 and 2027. This proposal will provide the City with resources to continue updating and/or replacing basketball and tennis courts, elds, fences and  aging playgrounds to accomplish that goal. Completion Date 12/31/2024 Department Parks and Recreation Type Other Description The City invested in many improvements through the CIP process, charitable gambling funds, and donations: a) water infrastructure, b) two ADA accessible beds; c) an additional 12 in-ground plots; d) an additional three raised bed plots; e) four fruit gardens; f) three pollinator gardens; g) sidewalk and concrete pad; h) bench/arbor; i) Little Free Library; and j) two large wood compost bins. Other improvements that were planned for the Edgerton Community Garden include: low maintenance paths, additional raised and ADA beds, community garden identication and plot signs, screens for portable bathroom and trash and recycling containers and permanent fences around all or most of the perimeter with two 8 foot-wide gates. This park is reaching its effective life cycle, and many of the amenities are in poor condition. Staff worked with residents to develop a master plan for this park in 2020 and begin implementation of that plan starting in 2023. The plan will likely include a re-conguration of the ball elds, a picnic shelter, new playground, new internal trails, and additional amenities.
