MINUTES
CITY OF MAPLEWOOD
ENVIRONMENTAL AND NATURAL RESOURCES COMMISSION
Monday, May 15, 2023
7:00 P.M.
1. CALL TO ORDER
Acting Chair Redmond called a meeting of the Environmental and Natural Resources
Commission to order at 7:05 p.m.

3. APPROVAL OF AGENDA
Commissioner Miller moved to approve the May 15, 2023, Environmental and Natural
Resources Commission agenda.
Seconded by Commissioner Edwards Ayes – All
The motion passed.
4. APPROVAL OF MINUTES
a. April 17, 2023
The April 17, 2023, minutes were tabled to the June meeting.
5. NEW BUSINESS
a. Clean Energy for All Final Report
Commission Redmond presented the Clean Energy of All Final Report. The
report outlines next steps the City could take to help reduce the energy burden
for underrepresented and low income households including: 1) energy efficiency
cost share grants; 2) efficient fuel switching and electrification; 3) community
solar for low income households; 4) community action solar projects.

The Commission gave the following feedback on the report:
The library used to loan out blower door tests for people to test their
housing’s energy efficiency at no cost.
To begin the City could undertake a pilot project with its energy partners.
b. 2023 Work Plan and Environmental Priorities Implementation Plan
Environmental Planner Finwall presented the report.
The Commission gave the following feedback on the report:
Consider using a survey to gauge stakeholder thoughts on Climate
Mitigation planning.
Using QR codes is an easy way for residents to access the information.
c. 2022 ENR Commission Annual Report
Environmental Planner Finwall presented the draft annual report. Any feedback
received at the Commission meeting will be included in the final report.
Commissioner Bryan will present the final report to the City Council on June 12.
The Commission suggested checking the dates on two of the Commission
member terms to make sure they are accurate.

9. STAFF PRESENTATIONS
Environmental Planner Finwall updated the ENR Commission on the following:
a. May 20, 2023 – Arbor Day Event from 9:30 a.m. to noon
b. June 3, 2023 – Waterfest at Phalen Regional Park from 11 a.m. to 4 p.m.
c. June 12, 2023, City Council Meeting – Trash and Recycling Yearly Report and
ENR Commission Annual Report
d. Reschedule June 19, 2023, ENR Commission Meeting Due to Juneteenth
Holiday

10. ADJOURNMENT
Commissioner Miller made a motion to adjourn the meeting.
Seconded by Commissioner Lates Ayes – All
The motion passed.
Acting Chair Redmond adjourned the meeting at 8:11 p.m.
