Seconded by Commissioner EdwardsAyes –Broadnax, Edwards, Redmond Abstain –Bryan The motion passed. b.2023 Work Plan and Environmental Priorities Environmental Planner Finwall presented items theENR Commission would likely review in 2023 and 2024 including: An update on the yearly Trash and Recycling Report from the City’s contracted haulers and to begin reviewing goals and objectives for a Trash and Recycling Contract Request for Proposals,to be released in 2024. The ENR Commission reviewed Strategic Priorities, ENR Commission duties and responsibilities, 2040 Comprehensive Plan (Natural Resources and Sustainability Chapters), Climate Adaptation Plan, and Green Step Cities and Gold Leaf programsto determine the 2023 environmental priorities. Seconded by Commissioner Edwards Ayes – All The motion passed. 4.APPROVAL OF MINUTES a.April 17, 2023 The April 17, 2023, minutes were tabled to the June meeting. 5.NEW BUSINESS a.Clean Energy for All Final Report Commission Redmond presented the Clean Energy of All Final Report. The report outlines next steps the City could take to help reduce the energy burden for underrepresented and low income households including: 1) energy efficiency cost share grants; 2) efficient fuel switching and electrification; 3) community solar for low income households; 4) community action solar projects. 1 Agenda Item 4.b. e Commission gave the following feedback on the report: Th The library used to loan out blower door tests for people to test their housing’s energy efficiency at no cost. To begin the City could undertake a pilot project with its energy partners. b.2023 Work Plan and Environmental PrioritiesImplementation Plan Environmental Planner Finwall presented the report. The Commission gave the following feedback on the report: Consider using a survey to gauge stakeholder thoughts on Climate Mitigation planning. Using QRcodes is an easy way for residents to access the information. c.2022 ENR Commission Annual Report Environmental Planner Finwall presented the draft annual report. Any feedback received at the Commission meeting will be included in the final report. Commissioner Bryan will present the final report to the City Council on June 12. Recommended Action: Review the Gold Leaf Pilot Project Update, including details on Climate Mitigation Planning and the Green Building Code, and offer comment and feedback. No Yes, the true or estimated cost is Financing source(s): Adopted Budget Budget Modification New Revenue Source Use of Reserves Other: Strategic Plan Relevance: Community InclusivenessFinancial & Asset MgmtEnvironmental Stewardship Integrated CommunicationOperational EffectivenessTargeted Redevelopment Taking climate actions that will reduce greenhouse gas emissions and help the City become a more climate-resilient community: 1) aligns with the City’s energy and climate goals as outlined in the Comprehensive Plan – Sustainability Chapter and the Climate Adaptation Plan; 2) will involve education and outreach to ensure community inclusiveness and integrated communication; 3) will help the city reduce waste and save money. Background: Gold Leaf Pilot Project Maplewood has been participating in the GreenStep Cities program since 2010. The City has achieved the Step 5 award, the highest award given for implementing and measuring sustainability best practices. GreenStep Cities is now launching their next generation of voluntary, challenge, and assistance programs to help communities focus on pathways to take local climate actions. The Gold Leaf program takes the shape of a nature-themed badge. Participants receive a leaf token of achievement for completing any of the selected 43 climate actions under the categories of mitigation, planning, adaptation, and community. The Minnesota Pollution Control Agency (MPCA) is coordinating the pilot project. Maplewood and ten other cities and tribal governments are participating in the nine-month pilot project, ending September 2023. Participants commit to working on and reporting at least two new climate actions during the pilot period such as community renewable energy projects, completion of a climate action plan (climate adaptation and mitigation strategies), resilient tree-planting program, local food buying campaign, climate action budget, and many more opportunities. The Environmental and Natural Resources (ENR) Commission and the Green Team reviewed the 43 climate actions and are recommending the City take the next step in its Climate Action planning with the following: Climate Mitigation Planning: The Climate Mitigation Plan will serve as a compliment to the Climate Adaptation Plan by guiding the City toward reduced emissions. The first phase of the project will include outreach and education this summer and fall, followed by the creation of a draft plan with Maplewood stakeholders. Green Building Code: The Green Building Code was adopted in 2013. All City-funded buildings must follow the code, which includes additional energy efficiency strategies and other green building elements. The ENR Commission recommends reviewing the Green Building Code to ensure it is meeting the City’s sustainability goals and adding EV charging station requirements and other green building initiatives. The MPCA has coordinated internships for pilot project cities with the University of Minnesota environmental studies undergraduate students. Taylor Mathison is working with Maplewood on its climate action projects, and will be present at the June 22 ENR Commission meeting to discuss her role and work to date. Climate Mitigation Planning The first phase of the project will include outreach and education this summer and fall, followed by the creation of a draft plan with Maplewood stakeholders. Commissioner Redmond has offered to assist the City in creating a draft survey and outreach materials through his energy and climate planning company paleBLUEdot, LLC. Those materials are attached for review. Taylor Mathison will be discussing those materials and various outreach opportunities available for the City to gather input into the draft Climate Mitigation Plan. Green Building Code The base document for the Green Building Code is the 2012 International Green Construction Code. Any municipality can adopt this code, and sections of the code can be applied or exempt, depending on the municipality’s goals. To begin the ENR Commission will review the site development and land use sections of the code to determine the feasibility of adding EV charging stations and other renewable energy requirements in the code. Taylor Mathison researched cities with green framework codes and requirements for EV charging stations and renewables. Over the coming months, the City of Maplewood will be developing it’s first Climate Action Plan to identify goals, strategies, and actions to reduce greenhouse gas (GHG) emissions community-wide as well as within City operations. This plan will be a companion plan document to the Climate Adaptation Plan which the City developed in 2021. We have launched an online survey to collect input from residents and businesses. This survey is to help us identify perceptions, needs, opportunities, priorities, and issues for the City to address in the Climate Action Plan. To help us better understand the comments we receive we ask for you to identify if you live or work in the City of Maplewood, however, all are welcome to take this survey whether or not you live or work in the city. This ordinance applies to the regulations of "green building" within the City of Maplewood, Ramsey County, Minnesota. This section focuses on residential, commercial and industrial buildings in the City of Maplewood. This section applies to City of Maplewood owned and financed buildings as determined by the city manager and approved by the city council. Other buildings within the City of Maplewood are not subject to the code provisions of this section unless the building owner or representative accepts these provisions as a volunteer commitment. The City of Maplewood shall establish an incentive plan for private property choosing the voluntary commitment. (b)Purpose and intent. It is the goal of the City of Maplewood to provide green building program provisions consistent with the scope of a green construction code. This green building program is intended to safeguard the environment, public health, safety and general welfare through the establishment of requirements to reduce the negative impacts and increase the positive impacts of the built environment on the natural environment and building occupants. The green building program is not intended to abridge or supersede safety, health or environmental requirements under other applicable codes or ordinances. (c)Base documents. (1)ICC 700-2008 National Green Building Standards. This standard applies to detached one- and two- family dwellings and multiple single-family dwellings (townhouses) not more than three stories in height above grade plane with a separate means of egress, their accessory structures, and the site or lot upon which these buildings are located. This standard shall also be used for subdivisions, building sites, alterations, additions, renovations, mixed-use residential buildings, and historic buildings, where applicable. (2)2012 International Green Construction Code. The provisions of this code shall apply to the design, construction, addition, alteration, change of occupancy, relocation, replacement, repair, equipment, building site, maintenance, removal and demolition, of every building or structure or any appurtenances connected or attached to such buildings or structures and to the site on which the building is located.
