RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY
Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings - elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard and
understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or
others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

A.CALL TO ORDER
A meeting of the Parks and Recreation Commission was called to order by Chairperson
Mallet at 6:00 p.m.

Commissioner Harris made a motion to approve the October 19, 2022 Parks and
Recreation Commission minutes.

Parks and Recreation Commission Meeting Minutes
1.Maplewood Connectivity Discussion
Steve Love, Public Works Director, gave a presentation regarding the
connectivity and trails within the city. Mr. Love gave an overview of the
cartegraph inventory management system and how the city tracks and manages
all the trails, sidewalks, roads etc. Commission questions were answered.
2.Programming Update
Neil Breneman, Recreation Program Supervisor, updated the commission on
recreation and nature programming, department events, partnership updates and
facility information for 2022. Specific discussion regarding partnerships ISD622
Community Ed, Ramsey County 4H, RevSports, YMCA and Friends of
Maplewood Nature.

1.Wakefield Skating Loop
Audra Robbins, Parks and Recreation Manager, updated the commission on the
addition to the skating loop at Wakefield.

The meeting was adjourned at Chairperson Mallet at 7:23 p.m.

For 2022, the Parks and Recreation Commission identified the following goals and made a point to
tie them to the Strategic Priorities created by the City Council. The PRC acknowledges that
successful completion of these goals may be affected by budgetary constraints and the state of the
COVID -19 Pandemic.
1.Continue to implement the outcomes of the Parks & Recreation System Master Plan and stay on
top of park improvement plans
2.Continue to find new ways to engage the residents of Maplewood in community processes
3.Offer special events and programming at a variety of parks and make arts & culture a priority
4.Ensure we meet the programming needs of the actively aging community and offer inclusive,
wellness-based activities in our parks
5.Hold a meeting dedicated to review the implementation progress of the Nature Center and Pro-
gramming Task Force recommendations and receive regular updates as well
6.Value the youth perspective and recruit/appoint a student PRC member
7.Receive quarterly updates from the MCC/YMCA, as well as updates from community groups and
partners to look for ways that we can work together
8.Hold a meeting dedicated to connectivity and trails
9.Explore the idea of consistent signage that utilizes technology in our parks
10.Explore the idea of offering recreation programming in the future through the Parks and Natural
Resources Department

Through January, visit any of our parks, preserves or open spaces and capture an amazing nature shot. Submit it for a cool prize and a chance for your photo to be featured in Maplewood Living.
We will have two age categories: 12 & under and 13+, each winnerwill receive a $30 gift card (donated by the Friends of Maplewood Nature)

• Only nature photos without people will be considered
• Photo must be taken between January 1-31, 2023
• Photo must be taken in a Maplewood Park or Preserve
By submitting a photo, you are authorizing the City of Maplewood
to use it in its publications and marketing materials
Look for gnomes while enjoying a FREE, self-guided walk on the Nature
Center trails.
* Take a picture of your favorite gnome and submit it for a prize drawing!
Prizes include: Tickets for two to Snake Discovery and $5 Dairy Queen gi cards.
* Humans do not need to be in the photos. By submi ng a photo, you give permission for its
publica on, including the people pictured.
* Photos may be submi ed to maplewoodnature@gmail.com .
* All ages may enter. You may submit as many photos as you like, but there will be only one entry per
person.
* Winners will be contacted via email or Facebook Messenger in early March.
