RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY
Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings - elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard and
understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or
others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

A meeting of the Parks and Recreation Commission was called to order by Chairperson
Mallet at 6:00 p.m.

Commissioner Harris made a motion to approve the agenda.

Audra Robbins, Parks and Recreation Manager, swore in and introduced the new

2. Ellen Paulseth – 2023-2027 Capital Improvement Plan
Ellen Paulseth, Finance Director, gave a presentation on the Capital
Improvement Plan for the City and how that works with/impacts the Parks and
Natural Resources Department. Commission asked of staff regarding the plan.

I. STAFF PRESENTATIONS
1. Eagle Scout Project Update
Audra Robbins, Parks and Recreation Manager, updated the commission on the
progress of the bird feeder Eagle Scout project.
2. Trunk or Treat
Audra gave another update on the event taking place at City Hall on Saturday
10/29 and told them we will be having a department vehicle decorated.
3. Goat Update
Audra discussed the goats at City Hall for the second portion of the invasive
species management with goats.
4. Campus Reseeding
Update on another reseeding at City Hall for the campus pollinator project.
5. Pop Up Skills Bike Update
Gave a brief update on the pop up bike skills course at 4 Seasons. Provided
feedback from the event to the council and answered commission questions.
6. EAB Class
Informed the commission of the upcoming EAB class taking place on Saturday
November 12.
7. 4H School Out Classes
Audra discussed the 4H school out classes at the Nature Center again with the
commission. Noted that 4H had their own scholarships available for those in
need.

overview of existing trails, sidewalks, etc. in Maplewood as well as future connections and
maintenance. Public Works Director Steve Love will join us to lead the discussion.

to discussing trails and connectivity within Maplewood.

Two task forces were formed consisting of residents, stakeholders, and other parties to help develop
a new model of service for the Parks & Recreation Programming and Nature Center services in
Maplewood.
Background
At the June 22, 2020 City Council Meeting, direction was given to staff to develop two Task Forces
of residents, stakeholders, and other parties to help develop a new model of service for both the
Nature Center and for Parks & Recreation Programming in the City of Maplewood.
On July 13, 2020, the City Council passed a resolution for formation of the Parks & Recreation
Programming and Nature Center Task Forces.

On August 24, 2020, the City Council appointed residents and stakeholders to the two Task Forces.
Staff included Audra Robbins, Neil Breneman, and Mike Sable.
The Task Forces met seven (7) times since and completed a report for the City Council with
recommendations. Recommendations included short-, medium-, and long-term implementation
timelines.
At the January 25, 2021 city council meeting, the task forces presented their findings and
recommendations.
Since that time, staff has been engaged at all levels of the community and with outside partners to
begin implementation where appropriate. The following information is an update on those activities.
