The City Council must adopt the final 2023 tax levy by December 30, 2022. The Council may decrease the proposed tax levy prior to final adoption, but may not increase the proposed levy after the September filing with the County. Recommended Action: No action is required. Staff requests direction on the policy decisions outlined in the presentation and attachments. Fiscal Impact: Is There a Fiscal Impact? Background: A detailed budget proposal document describing the City ManagerÓs 2023 proposed budget and tax levy will be provided at the next meeting. No Yes, the true or estimated cost is $0.00 Financing source(s): Adopted Budget Budget Modification New Revenue Source Use of Reserves Other: N/A Strategic Plan Relevance: Community InclusivenessFinancial & Asset MgmtEnvironmental Stewardship Integrated Communication Operational Effectiveness Targeted Redevelopment The single-family housing program would support neighborhood investment, affordable housing, and home-ownership opportunities in Maplewood. Background: The Maplewood City Council, Economic Development Authority, and Housing and Economic Development Commission completed a strategic plan for economic development in Maplewood in 2020. One of the strategies identified as a high priority is addressing the gaps in the city’s housing stock and making progress on the housing goals and policies identified in the city’s 2040 Comprehensive Plan. One of the potential housing programs that have been identified is a single- family home acquisition, rehabilitation, and resale program. The proposed program would be consistent with several goals and policies in the city’s 2040 Comprehensive Plan, including: Workshop Packet Page Number 20 of 21 E2 Pursue opportunities to upgrade, enhance, and maintain the existing housing stock as part of efforts to revitalize existing neighborhoods and to promote redevelopment in various areas of the city. Partner with agencies and community organizations to implement aesthetic and quality of life improvements at distressed housing sites. Advocate that housing in Maplewood will accommodate all racial and ethnic groups in the purchase, sale, rental, and location of housing in the city. Promote housing development that respects the natural environment of Maplewood while striving to meet the need for a variety of housing types and costs. Promote sustainable housing that is energy efficient, and utilizes green building and operation techniques. Improve the availability of affordable housing for both homeowners and renters. The city council has allocated $350,000 to support launching a single-family housing program and is interested in partnering with Ramsey County, and its implementation of a new county-wide HRA levy, to build a rehabilitation program to support the city’s housing goals. University of Minnesota – Resilient Communities Project The city is partnering with the University of Minnesota Resilient Communities Project to research and develop a single-family housing program for Maplewood. The Resilient Communities Project (RCP) partners with local government agencies in Minnesota on locally defined projects that advance community sustainability, equity, or resilience. Research and technical assistance are provided by graduate and professional students and faculty at the University of Minnesota from a variety of departments and disciplines. We have been matched with faculty and students from a couple of courses at the Humphrey School of Public Affairs. The courses are conducting background research, engaging stakeholders, outlining policy considerations, and developing program recommendations and best practices for implementation of a program in Maplewood. Student Presentations In May 2022, the city council received the presentation from the first graduate student group. Their presentation included background research, potential partners, identifying additional funding sources, and program options for the council’s feedback and discussion. They also explored equity and sustainability considerations for the potential program. The summer capstone course is wrapping up their work on the project and will be present at the meeting to present their findings. Their project goals and objective included addressing long-term financing models, advancing development of a partnership model, recommending a method to track vacant homes, and further development of the equity considerations of the program. Next Steps The student deliverables for the project will be used by the city to develop the policies and program criteria so that the city can successfully implement a single-family rehabilitation program.
