(THIS MEETING WAS HELD REMOTELY VIA CONFERENCE CALL) A. CALL TO ORDER A meeting of the Commission was held and called to order at 7:09p.m.by Chairperson Arbuckle . B. ROLL CALL Paul Arbuckle, Chairperson Present Frederick Dahm, Commissioner Absent Tushar Desai, Vice Chairperson Absent John Eads, Commissioner Absent Allan Ige, Commissioner Present Sheryl Sukolsky, Commissioner Present Lue Yang, Commissioner Present Staff Present: Michael Martin, Assistant Community Development Director Elizabeth Hammond, Planner C. APPROVAL OF AGENDA Commissioner Sukolsky moved to approve the agenda as presented. Seconded by Commissioner Yang Ayes – All The motion passed. D. APPROVAL OF MINUTES 1. Approval of January 18, 2022 Planning Commission Meeting Minutes Commissioner Sukolsky moved to approve the January 18, 2022 Planning Commission Meeting Minutes as submitted. Seconded by Commissioner Yang Ayes – Sukolsky, Yang, Ige Abstain - Arbuckle The motion passed. E. PUBLIC HEARING 1. Conditional Use Permit Resolution, Superior Landscape and Irrigation, 2714 and 2730 Highwood Avenue Elizabeth Hammond, Planner, gave the report on the Conditional Use Permit Resolution for Superior Landscape and Irrigation, 2714 and 2730 Highwood Avenue and answered questions of the commission. Chairperson Arbuckle opened the public hearing. February 15, 2022 Planning Commission Meeting Minutes 2 There were no callers for this item. Chairperson Arbuckle closed the public hearing. Commissioner Yang moved to approve a conditional use permit resolution for a proposed landscaping company to operate at 2714 and 2730 Highwood Avenue. Seconded by Commissioner Sukolsky Ayes – All The motion passed. This item will go to the city council on March 14, 2022. 2. Conditional Use Permit Resolution, McCarrons Water Treatment Plant Improvement Project, 1900 Rice Street North Michael Martin, Assistant Community Development Director, gave the report on the Conditional Use Permit Resolution amendment for McCarrons Water Treatment Plant Improvement Project, 1900 Rice Street North and answered questions of the commission. Patrick Shea of St Paul Regional Water Services addressed the commission and answered questions. William Menkhaus of St Paul Regional Water Services addressed the commission and answered questions. Roger Scharf of Jacobs Engineering addressed the commission and answered questions. Eric Schield of Jacobs Engineering addressed the commission and answered questions. Chairperson Arbuckle opened the public hearing. There were no callers for this item. A discussion was held between commission members, staff and representatives of the McCarron’s Water Treatment Plant Improvement Project Chairperson Arbuckle closed the public hearing. Commissioner Sukolsky moved to approve a resolution for a conditional use permit amendment permitting Saint Paul Regional Water Services to construct improvements to its McCarrons Water Treatment Plant at 1900 Rice Street North, with the friendly amendment that the applicant’s proposed solution for tree removal be adopted, which includes a 10ft fence with sound proof fabric installed in Area 1, a berm constructed in Area 2, and a 30 foot buffer for tree removal in Area 3. Seconded by Chairperson Arbuckle Ayes – Sulkolsky, Yang, Arbuckle Nay – Ige The motion passed. This item will go to the city council on February 28, 2022. F.
