CALL TO ORDER A special meeting of the Village Council of Maplewood, Minnesota was held in the Council Chambers, Municipal Administration Building and was called to order at 7 :36 P.M. by Mayor Axdahl. ROLL CALL: Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Patricia Olson, Councilwoman Present Donald J. Wiegert, Councilman Present Due to the fact that this special meeting had been inadvertently been called on a Holy Day, the public hearing will be held and any testimony will be given but that they will be continued until the next meeting, April 2, 1970. B. PUBLIC HEARINGS 1. Fifth Street from Carlton Street to Ferndale Street. a. Mayor Axdahl convened the meeting for the public hearing regarding the proposed construction of street, curb and gutter, water main, sanitary sewer , drainage facilities and sewer and water service connections and appurtenances on Fifth Street from Carlton Street to Ferndale Street. The Clerk was instructed to read the notice of hearing along with the publication dates. b. Engineering Administrator McMahon explained the specifics of the proposed improvements. The total estimated cost of said improvement is $43,890.00. C. Mr. Paulson, one of the signers-of the petition requested that his name be removed from the petition. Even with the removal of Mr. Paulson's name there is still 35 percent of the footage needed to request a public hearing. C. Mayor Axdahl called for formal objections. The following objectors were heard; Earl Paulson, 595 Ferndale Avenue: Martha Wiegand, 585 Ferndale Avenue; Carol Johnson, 665 Ferndale Avenue; June Anderson, 670 Ferndale Avenue; Harold Pearl, 657 Ferndale; Harold Funke, 2705 E. Fifth Street, James Kelly, 592 Farrell; Mrs. Thompson, 643 Ferndale D. Singerhouse, 2706 E. Fifth Street; Robert Schwartz, 649 Ferndale Allan Brennan, 626 Ferndale; Francis Lindbom, 543 Ferndale; Donald Junek, 570 Ferndale; Occupant, 621 Ferndale. - 1 - 3 -26 e. Councilman Greavu moved that the proposed street improvement on Fifth Street from Carlton Street to Ferndale Street be denied. seconded by Councilman Wiegert. Ayes - all. 2. Water mprovement - Carlton Street from Fifth Street to Conway Street and Conwc;y Street from Carlton Street to approximately 600 feet east. a. Mayor Axdahl convened the meeting for a public hearing on the proposed water main construction -on Carlton Street from Fifth Street to Cr.;,nway Street and Conway Street from Carlton Street to approxi- mately 600 feet east. The Clerk was instructed to read the notice of hearing along with the publication dates. b Manager Miller stated that since the previous proposed improvement was denied, there was no purpose for the proposed water improvement and recommended that this proposed improvement be denied. C. Councilman Greavu moved that the proposed water main construction on Carlton S'reet from Fift Street to Conway Street and Conway Street from Car ton Street to approximately 600 feet east be denied. Seconded by Councilwoman Olson. Ayes - all. 3. Drainage Area No. 2 of Larpenteur Avenue Storm Sewer Service System. a. Mayor Axdahl convened the meeting for a public hearing for the construction of Drainage Area No. 2 of Larpenteur Avenue Storm Sewer Service System (General boundaries of said area being: Larpenteur Avenue on the south; Clarence Street on the west; Prosperity Road on the east; and the Sault Ste. Marie Railroad Tracks on the north) by storm sewer mains. The Clerk was in- structed to read the notice of hearing along with the publication dates. b. Engineering Administrator McMahon explained the specifis of the proposed improvement. Total estimated cost is $125,000.00. Assessment policy at this time is $.02 a square foot residential and $04 per square foor commercial. Fifty per cent of the total cost of the project is assessed to the property owners. C. Mayor AxdahI called for resident in favor of the proposed project: Leonard Pietraszewski, 1910 Prosperity Road was in favor. d. Councilwoman Olson moved that this hearing be continued until April 2, 1970 the next regu ar meeting of the Council. Seconded by Councilman Haugan. Ayes - all. Manager Miller stated there is a meeting Saturday, March 28, 1970 at the North High School regarding the zoo.
