An analysis of projected debt is included in the presentation, indicating the City’s ability to accomplish the recommended projects within the framework of the City’s existing debt policy. Background The Capital Improvement Plan (CIP) is an annually prepared document that coordinates the planning, financing, and timing of major equipment purchases and construction projects. Following presentations to the various Commissions, the City Council will be asked to adopt the CIP at a City Council Meeting. Adopting the CIP does not commit the Council to the proposed projects nor implement the assumptions made during the preparation. This is, however, the basis for the 2022 Budget as we continue with its preparation.
