Ayes – Kempe, Lamers & Thompson Abstain – Shankar The motion passed. E. NEW BUSINESS 1. Design Review, Building 235, 3M Center i. Elizabeth Hammond, Planner, gave the report on the Design Review for Building 235, 3M Center. ii. Doug Danks, Senior Architect from RSI answered questions of the board. Boardmember Lamers made a motion to approve the plans date-stamped March 15, 2021, for the 3M Center exterior wall improvements at Building 235 with no additions to the 5 bullets provided by staff. All work shall follow the approved plans. The director of community development may approve minor changes. Seconded by Chairperson Kempe. Ayes – All The motion passed. 2. Design Review, Building 231, 3M Center i. Elizabeth Hammond, Planner, gave the report on the Design Review for Building 231, 3M Center. ii. Abbie Zeien and Craig Peterson from BWBR answered questions of the board. Chairperson Kempe moved to approve the design plans date-stamped March 26, 2021,titled 3M Center Building 231 expansion located at the 3M Center Campus, approval is subject to the applicant doing the following: 1. Repeat this review in two years if the city has not issued a building permit for this project. 2. All requirements of the fire marshal and building official must be met. 3. The applicant must obtain a building permit prior to construction. 4. The applicant must meet water quality requirements, and obtain a grading, storm sewer and sanitary sewer permit prior to construction. 5. All requirements of the city’s tree preservation ordinance must be achieved. The applicant will work with the environmental planner to satisfy this requirement. 6. All work shall follow the approved plans. The director of community development may approve minor changes. Seconded by Boardmember Lamers. Assistant Community Development Director, Michael Martin, gave the report on the Design Review for Maplewood Gardens, 410 McKnight Road South. ii. Ken Isaacson, Development Manager from Twin Cities Housing Development Corporation and Larry Prins, Architect answered questions of the board. April 20, 2021 Community Design Review Board Meeting Minutes 2 CDRB Packet Page Number2 of 18 D1 Boardmembers Shankar and Kempe made friendly amendments that are reflected in the motion below in bold and underlined. Boardmember Thompson made a motion to approve the design plans date-stamped March 26, 2021, for the 29-unit apartment complex located at 410 McKnight Road subject to the 11 conditions that are identified in our packet. (changes to the staff conditions are underlined and in bold): 1. Repeat this review in two years if the city has not issued a building permit for this project. 2. All requirements of the fire marshal and building official must be met. 3. The applicant must obtain a building permit prior to construction. 4. Meet all requirements in the engineering report, dated April 13, 2021. 5. Meet all requirements in the environmental report, dated April 13, 2021. 6. The applicant must meet water quality requirements and obtain a grading permit prior to construction. 7. The applicant shall obtain all required permits from the Ramsey-Washington Metro Watershed District. 8. The applicant shall provide a revised site plan showing the removal of the two proposed parking spaces north of the new garage. 9. The applicant is required to meet all signage requirements for this site. This property is allowed to have one monument sign. 10. Prior to the issuance of a building permit, the applicant shall provide the city with a cash escrow or an irrevocable letter of credit for all required exterior improvements. The amount shall be 150 percent of the cost of the work. 11. All work shall follow the approved plans. The director of community development may approve minor changes. 12. The applicant shall use a downspout rain leader color to match the color of the building. 13. The applicant shall work with staff on the fencing to come up with an attractive solution that looks good and also is safe as far as being able to see traffic. Seconded by Boardmember Lamers. Boardmember Thompson announced that he will be moving outside of Maplewood and will therefore be tendering his resignation on the CDRB. 2.Chairperson Kempelet the commission know that he attended the city council meeting on April 12, 2021, to present the Community Design Review Board portion of 2020 Annual Report. He reported that the city council thanked the commission members for their work. I. STAFF PRESENTATIONS None. J. CDRB Packet Page Number5 of 18 E1 COMMUNITY DESIGN REVIEW BOARD STAFF REPORT Meeting Date July 20, 2021 REPORT TO: Melinda Coleman, City Manager REPORT FROM: Michael Martin, AICP, Assistant Community Development Director PRESENTER:Michael Martin, AICP, Assistant Community Development Director AGENDA ITEM: Design Review, Scooters Coffee Drive-Thru, 2730 Stillwater Road East Action Requested: Motion Discussion Public Hearing Form of Action:ResolutionOrdinanceContract/AgreementProclamation Policy Issue: Chris Crotteau, of Barostas, LLC, is requesting city approval to redevelop 2730 Stillwater Avenue Eastinto a Scooters Coffee Drive-Thru location. The applicant would demolish the existing building and construct a new kiosk in its place. The applicant intends to begin construction in September with the store opening somewhere in November or December. A new commercial building in Maplewood requires design review by the Community Design Review Board. Recommended Action: Motion to approve a resolution for design review for project plans date-stamped June 28, 2021, for the building to be constructed at 2730 Stillwater Road East. The city deemed the applicant’s application complete on June 28, 2021. The initial 60-day review deadline for a decision is August 27, 2021. As stated in Minnesota State Statute 15.99, the city is allowed to take an additional 60 days if necessary to complete the review. CDRB Packet Page Number6 of 18 E1 Background: Design Review Site Plan The applicant seeks to redevelop an existing parcel located at the southwest corner of the intersection of Stillwater Road East and Century Avenue. The site consists of a vacant retail building. The site has shared access drives with the adjacent shopping center. No new access points are proposed with this project. The proposed building meets the 30-foot setback requirement from both the Stillwater Road East and Century Avenue rights-of-way. The existing site has paved impervious surfaces within the parking lot setback on all sides of the site. This condition will be maintained on the west, east and northeast sides of the site but on the northwest side – along Stillwater Road East – the parking lot setback will be improved and met. The city does not have any specific drive through requirements. Building Elevations The height of the building is 19 feet – at its highest point. The exterior of the building will be comprised of Hardie-Plank lap siding and Hardie-Reveal panels. The lap siding will be darker in color and the panels lighter on the east, north and south sides of the building. The west side will be comprised of a lighter Hardie-Plank lap siding. The building will be accented by red awnings on all sides of the building. Signage There is a nonconforming freestanding sign near the corner of Stillwater Road East and Century Avenue that the applicant will be able to utilize. City ordinance limits properties to one wall sign for each street frontage the property abuts. This property abuts two streets and thus is allowed to have two wall signs. The applicant’s building elevations show signage on each elevation. This will not be permitted. The new building will be permitted two wall signs. The signs can be located on any elevation the applicant chooses. Landscaping The project is proposed to reduce impervious surfaces by over 4,700 square-feet, replacing paved areas with greenspace, reducing runoff and increasing infiltration. One new tree will be planted along with 32 shrubs. The new plantings will be concentrated to the southeast of the new building. Staff is recommending additional shrubs be included in the greenspace areas along Stillwater Road East and Century Avenue. Parking The city’s zoning ordinance states restaurants and cafes must provide one parking space for every 50 square feet of floor area devoted to patron use. There will be no areas inside of the building dedicated to patron use – this is a drive-thru facility only. The applicant is proposing to provide three parking spaces which is consistent with its other facilities. Staff is comfortable with this parking plan. Lighting The applicant’s submitted photometric plan meets all city requirements. Applicant’s Plans (separate attachment) CDRB Packet Page Number8 of 18 E1, Attachment 1 DESIGN REVIEW RESOLUTION Be it resolved by the City Council of the City of Maplewood, Minnesota, as follows: Section 1. Background. 1.01 Chris Crotteau, of Barostas, LLC, has requested approval of site and design plans for a coffee drive-thru location. 1.02 The property is located at 2730 Stillwater Road East. 1.03 On July 20, 2021, the community design review board reviewed this request. The applicant was provided the opportunity to present information to the community design review board. The community design review board considered all of the comments received and the staff report, which are incorporated by reference into this resolution. Section 2. Site and Building Plan Standards and Findings. 2.01 City ordinance Section 2-290(b) requires that the community design review board make the following findings to approve plans: 1.That the design and location of the proposed development and its relationship to neighboring, existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; that it will not unreasonably interfere with the use and enjoyment of neighboring, existing or proposed developments; and that it will not create traffic hazards or congestion. 2.That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly and attractive development contemplated by this article and the city's comprehensive municipal plan. 3.That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures and colors. Section 3. Community Design Review Board Action. 3.01.1 The above-described site and design plans are hereby approved based on the findings outlined in Section 3 of this resolution. Subject to staff approval, the site must be developed and maintained in substantial conformance with the site and design plans date-stamped June 28, 2021. Approval is subject to the applicant doing the following: 1.Repeat this review in two years if the city has not issued a building permit for this project. 2.All requirements of the fire marshal and building official must be met. 3.Meet all requirements in the engineering report, dated July 9, 2021. CDRB Packet Page Number9 of 18 E1, Attachment 1 4.All signage must meet the City’s sign ordinance and be approved with a separate sign permit. 5.Prior to the issuance of a building permit, the applicant shall submit for staff approval the following items: a.The applicant shall provide the city with a cash escrow or an irrevocable letter of credit for all required exterior improvements. The amount shall be 150 percent of the cost of the work. b.Submit to staff a copy of the executed cross-access easement agreement with the property located at 2720 Stillwater Road East. c.Submit a revised landscape plan which shows additional shrubs on the north and east side of the property, adjacent Century Avenue and Stillwater Road East. d.Submit a trash and recycling dumpster enclosure plan. The enclosure should be designed with enough room for trash and recycling receptacles, elevations to be compatible with the building, and provide screening per the City’s design standards. 6.The applicant shall complete the following before occupying the building: a.Replace any property irons removed because of this construction. b.Provide continuous concrete curb and gutter around the parking lots and driveways. c.Install all required landscaping and an in-ground lawn irrigation system for all landscaped areas. d.Install all required outdoor lighting. 7.If any required work is not done, the city may allow temporary occupancy if: a.The city determines that the work is not essential to public health, safety or welfare. b.The above-required letter of credit or cash escrow is held by the City of Maplewood for all required exterior improvements. The owner or contractor shall complete any unfinished exterior improvements by June 1 of the following year if occupancy of the building is in the fall or winter or within six weeks of occupancy of the building if occupancy is in the spring or summer. 8.All work shall follow the approved plans. We will be demolishing the existing building that dates back to 1950 and building a new Kiosk in its place. If all goes well in the approval/permitting process, the current plan is to begin construction in September with the store opening somewhere in the November-December. Scooter’s Coffee was founded in 1998 and is based in Omaha Nebraska. We are known for gourmet coffee, smoothies, and pastries. The motto is Amazing People, Amazing Drinks, Amazingly Fast. There are currently 330 locations in operation stretching from coast to coast and border to border. Currently there is not a location open in the Twin Cities metro area, with the closest operating store in Rochester Minnesota. If all goes well this will be the first Scooters Coffee in the metro area. This store will be locally owned and operated by an independent franchisee (Barostas, LLC). In order to accommodate the new building, an existing building will be demolished. The applicant is requesting a review of the current design. As the amount of disturbance on this site is less than 0.5 acre, the applicant is not required to meet the City’s stormwater quality, rate control, and other stormwater management requirements. The project is proposed to reduce impervious surfaces by over 4,700 square-feet, replacing paved areas with greenspace, reducing runoff and increasing infiltration. This review does not constitute a final review of the plans, as the applicant will need to submit construction documents for final review. The following are engineering review comments on the design and act as conditions prior to issuing permits. Drainage and Stormwater Management 1)As a portion of this site drains to Minnesota Department of Transportation (MnDot) right- of-way, the project shall be submitted to MnDot for review. All conditions from MnDot shall be met. Grading and Erosion Control 2)The applicant should consider raising the finished floor elevation of the building slightly to better promote drainage around the building. 3)The area beyond the concrete curb-cut draining the drive-thru shall be stabilized to prevent erosion. This could be accomplished with systems such as Scour Stop or other turf reinforcement mats. 4)Inlet protection devices shall be installed on all existing and proposed onsite storm sewer until all exposed soils onsite are stabilized. 5)Adjacent streets and parking areas shall be swept as needed to keep the pavement clear of sediment and construction debris. CDRB Packet Page Number17 of 18 E1, Attachment 7 6)All pedestrian facilities shall be ADA compliant. 7)A copy of the project SWPPP shall be submitted prior to the issuance of a grading permit. 8)The total grading volume (cut/fill) shall be noted on the plans. Sanitary Sewer and Water Service 9)The applicant shall be responsible for paying any SAC and WAC charges related to the improvements proposed with this project. A SAC determination is required for this project. 10)Modifications to the potable water system shall be reviewed and approved by Saint Paul Regional Water Services. All requirements of SPRWS shall be met. Other 11)The plans shall be signed by a professional engineer currently licensed in the State of Minnesota. 12)A cross-access agreement shall be established to accommodate the ingress and egress between this and the adjacent parcel (Knowlan’s). A copy of this agreement shall be provided to the City. 13)The applicant shall satisfy the requirements of all other permitting agencies. Please provide copies of other required permits and approvals. Public Works Permits The following permits are required by the Maplewood Public Works Department for this project.
