ROLL CALL Commissioners Vice Chair Richard Currie Present Commissioner Bob Cardinal Present Commissioner Margaret Fett Present Commissioner Jason DeMoe Present Commissioner John Gaspar Present Council Member Nikki Villavicencio Present Staff Assistant City Manager, Mike Sable Present B. APPROVAL OF AGENDA Move to add under New Business (Thank you to Pete Boulay, Ramsey County Historical Society, Rush Line Report, Annual Report) Motion by Gaspar, second by DeMoe to approve agenda as amended Ayes - ALL C. APPROVAL OF MINUTES 1. April 2021 Motion by Cardinal, second by Gaspar to approve minutes as presented Ayes - ALL D. NEW BUSINESS 1. Election of Chair and Vice Chair Nominations were made for Chair: Motion by DeMoe to nominate John Gaspar as Chair, second by Cardinal. Nomination by Gaspar to nominate Bob Cardinal as Chair, second by DeMoe Motion by Gaspar to nominate Richard Currie as Chair, second by Currie The members discussed the pros/cons of each alternative. At this point, Gaspar withdrew name from consideration. Members again discussed. Since no candidate emerged with a majority of votes, a coin flip was offered whereby the person who won the coin toss would be chair and the other vice chair. Commissioner Cardinal was nominated first and made the choice “heads” – Commission Gaspar flipped a coin and the result was heads. Commissioner Bob Cardinal was named as Chair and Richard Currie as Vice Chair. 2. New Member Recruitment (Discussion) Directed staff to reach out to Maplewood Area Historical Society to help recruit new member 3. Heritage Preservation Award (Discussion) Commissioners had general discussions of these topics, no action taken. On Agenda for June 2021 meeting 4. Recognition of past Chair Pete Boulay Directed staff to prepare recognition for Pete Boulay’s commitment to the history of Maplewood. E. OLD BUSINESS 1. St. Paul Regional Water Services Update 2. Tour of North Fire Station for June meeting with Steve Lukin F. VISITOR PRESENTATIONS 1. Maplewood Area Historical Society Update G. ADJOURNMENT Motion by Currie, second by DeMoe to adjourn at 8:02pm on Thursday, May 13, 2021. RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings - elected officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: • Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. • Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. • Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. • Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.
