CALL TO ORDER A meeting of the Commission was held at Fire Station #2 and was called to order at 6:04 PM by Chairperson Bryson. B. Approval of the Police Advisory Commission Minutes Minutes were moved to be approved with an amendment made, was seconded, and the motion passed. Ayes All E. NEW BUSINESS 1. Greeting/Commissioner Thoughts Roundtable September 25, 2019 Police Advisory Commission Meeting Minutes We know the needs to fill the gap from where the Use of Force Workgroup was to where we want to be with the new information from these other groups that were observed. City Manager Coleman gave a synopsis of the history of the group and how we got here, andto 2. Review Multicultural Advisory Committee (MAC) Proposal Lieutenant Busack provided additional information regarding the research of similar groups in other cities. He noted that there are not as many of these types of groups in Ramsey County as there are in Hennepin and Anoka Counties. Notables of the other groups observed: Meetings take place in the police department. The groups are integrated and members of the committee and personnel had identifiable relationships. This allowed for more comfortable discourse and planning and was less rule-driven than a commission. Recruiting of persons representative to the community many are recruited, whenever needed. Questions asked/comments made by commissioners and answers by PD personnel: Who leads the meetings? Police Department Thoughts on an embedded social worker? They are a great resource. They are the go- to person to handle many of the logistics. What impact did having that kind of resource (social worker) have on the work of the group? Are you exploring models to do it with a designated position? That would be great, but not likely feasible, but we could still function just fine without one. Non-profit organizations could assist in place of a social worker. Recommend researching these groups? Longevity. These groups have been established for 10+ years. Personnel, as well as members, spoke very highly of it. The dialogue witnessed made it evident that it was functioning successfully. Additionally, awards have been received by these groups as well. g it in a way that there are tangible outcomes to be achieved. The police department recruits, but members of the group can also suggest persons or groups of interest; this includes bringing in speakers as well. Who can be a member? connection to the city (worship, school, work, etc.). of the group? There are no member terms. Recommendation to have 15 members so a higher turnout to meetings is likely. If members leave, we could recruit as needed. There is no formal on-boarding, but some general rules of behavior are set for the meetings. With new members, the flow and relationships can shift... The meetings are less formal and more on-topic agenda. They also take summers off. Before doing so, they have an annual end-of-year party. September 25, 2019 Police Advisory Commission Meeting Minutes Mayor Abrams commented that the research project was enlightening and the report was helpful. been invaluable (including the Use of Force Workgroup). Has helped with transparency and building community relationships. The policy manual prologue was a very important product from the Use of Force Workgroup. Lack of action that comes from meetings/this group can also be very frustrating. Commissioner Fogarty said that she likes the informality and potential for dialogue from other perspectives/communities. Likes the potential for relationship building, and the items listed in the missions/core principles for the JCPP and Columbia Heights MAC models (pages 7 & 8 in the proposal). She likes that the structure and mission can be flexible and changed easily if desired. Chairperson Bryson asked the other commissioners if the group was comfortable moving forward, going to the council with a recommendation. A motion was put on the floor: The group supports the recommendation to move to a MAC, and agrees to be a part of the city council workshop session and give feedback / answers questions of the council (if you are able to attend). Motion was moved to be approved, was seconded, and the motion passed. Ayes All F. UNFINISHED BUSINESS None. G. COMMISSION PRESENTATIONS None. September 25, 2019 Police Advisory Commission Meeting Minutes H. STAFF PRESENTATIONS The department was awarded grant money to fund a dedicated auto theft detective for 2 years, who will focus on motor vehicle thefts, and thefts relating to motor vehicles. Sergeant Paul Bartz retired recently. I. ADJOURNMENT Chairperson Bryson adjourned the meeting at 7:42 PM.
