CALL TO ORDER A meeting of the Commission was held at Fire Station #2 and was called to order at 6:08 PM by Chairperson Bryson. B. Approval of the Police Advisory Commission Minutes Minutes were moved to be approved, was seconded, and the motion passed. Ayes All E. NEW BUSINESS 1. Greeting/Commissioner Thoughts Roundtable May 7, 2019 Police Advisory Commission Meeting Minutes Commissioner Schoenborn requested an update regarding what was happening with the Myth. Chief Nadeau provided an update to the commission. Updates are being provided to the City Council. The Myth is required to create an Operational Action Plan to address public safety concerns, with a due date to the Council in early June. 2. 2018 Use of Force Summary Report Chief Nadeau briefly discussed the intent and purpose for compiling the 2018 Use of Force Summary report was to further our priority of increased transparency and communication with the community. Training Unit leader, Lt. Bierdeman, also answered questions of the commission. Avenues of how to potentially showcase to the community the important details which common knowledge around use of force were discussed. The commission had positive things to say about the report. 3. 2018 Maplewood Public Safety Department Annual Report Chief Nadeau spoke about the fact that a report of this nature was first of its kind for both the Maplewood Fire and Police Departments, so it was exciting to figure out how to create a combined Public Safety report. Creating this report and combining the departments was an effort to continue our work toward acting more like a public safety department than separate departments with separate missions. The commission had positive things to say about the report. 4. Meeting Frequency Commissioners agreed that meeting quarterly is too infrequent to keep any momentum. Many suggested to meet every other month and that special or sub-group meetings could occur during the off-month if needed. The group could meet more frequently in the summer time with more community outreach events occurring, as long as the meetings stay productive. If they do not, then the frequency can slow down. There was again Mayor Abrams raised concerns about the utility of the commissions structure. This resulted in a lengthy discussion about the role and structure of the group and how the rules and formal structure of a commission is creating many limitations for the group, particularly for relationship-building. It was recommended that a less formal structure, such as a committee, would allow for . Many in these communities may be uncomfortable with, and therefore reluctant to be involved in, a group obligated to adhere to open meeting laws, etc. Some frustration was expressed by commissioners about potentially changing gears again after all of the work which has been done since November in creating an updated framework for the commission. The frustration was acknowledged by staff, but after further discussion it was agreed that the work done thus far was not for nothing. Members of staff ultimately suggested there should be more of an action or task-oriented plan than just a framework, which is what the amended resolution is. After discussion, it was agreed that no meetings of the commission will occur over the summer. Instead, this time will be used by staff to get input from stakeholders cture should resemble to best assist its overall goals to support law enforcement; to act as a bridge between law enforcement and the community; and to be leaders in the community. Melinda will bring the gathered information about different group structures to the commission for their thoughts, and everything will be brought to the Council in the fall (September) for their input. STAFF PRESENTATIONS st ist you received had events which had been set-up by May 1 website has a calendar (https://maplewoodmn.gov/calendar.aspx?CID=55&showPastEvents=false) that houses all Public Safety Department community outreach events and is up-to-date.
