A. CALL TO ORDER
A meeting of the Commission was held at Fire Station #2 and was called to order at 6:12 PM by
Chairperson Bryson.

E. NEW BUSINESS
1. Greeting/Commissioner Thoughts Roundtable
Commissioner Langdon shared information that John J. College worked with the Hennepin and
Ramsey COffices, the family of Philando Castile, as well as others, to develop a

toolkit. Not just for responding to but preventing officer-involved fatalities. Available on college
website.
2. 2018 Community Info Report
The 2018 Community Information Report was finalized and published online today. Any thoughts
on what to do different next year, please let us know.

data. Chief Nadeau mentioned the residence of those arrested. He also mentioned that the
department focused more on victimology this year. Not really analyzing, more summarizing the
data. Remaining strong in 2018 was the proportion of non-discretionary arrests when having
discretion to arrest, the demographics are more representational of city. Retail crime continues to
drive crime data in Maplewood. Mary noticed that businesses, apartments, and schools were the
highest location types for assaults she wondered if there were ways to act proactively with this
info. Chief said that the department has been implementing proactive, problem-solving and hot
spots policing, with assistance of Street Crimes Unit and Retail Crime officer. Mary also inquired
if other departments have begun to collect this data in response to our 2017 report, which created
after the 2017 report
with hopes of encouraging other departments to follow suit, however t
reports published.
F. UNFINISHED BUSINESS
1. New Member Packet for the Onboarding Process
Commander Shortreed mentioned that the intention of this packet is for it to be utilized as a
resource for new members. Commissioner Fogarty requested a timeline and process be included
in the packet of information so that new commissioners know what to do. Chairperson Bryson
suggests that the process portion be part of a different discussion. Commissioners Schoenborn
and Fogarty will produce a paragraph for context to the process. It will be sent to Cassie for
Police Department review and then will be voted on by the commission at the next meeting.
2. Police Department 2019 Strategic Plan / Strategic Topics to Consider during 2019
Chief Nadeau noted that we included input from our stakeholders for the 2019 plan, including
volunteers of the PAC. The department has quarterly reviews where progress on tasks get
scored.
Community Outreach Event (COE) opportunities are posted on our online calendar. The Battle of
the Badges, and Tip a Cop events are both taking place on April 18th. Chief said that we can let
commissioners know about events like this so that they can also attend. Mary requested any
FYIs be sent with ample time to plan. Anne mentioned to the group that she saw the police
department doing an event and she just stopped by as she happened upon it, but agrees
planning ahead is helpful. Chief suggested a standing agenda item be Upcoming Events the
group liked this idea. Anne asked if commissioners could suggest events for the police
department to participate in Commander Shortreed advised that it would be good, particularly if
there is an interest by the organizers in having us.
3. Amended Resolution / PAC Update to City Council
The council presentation will no longer occur on April 22nd, but the new date is undetermined.

G. COMMISSION PRESENTATIONS
None.
H. STAFF PRESENTATIONS
Chief Nadeau mentioned the department is working on creating a Public Safety C
Academy. Info will be upcoming, and the opportunity to participate is available to commissioners.
The Public Safety Department presentation to the City Council during the workshop session
starting at 5:15 PM will occur on March 25th. It was requested commissioners attend.
Additionally, the police department will be swearing in newly-hired officers at the April 22nd City
Council meeting at 7:30 PM. Please attend this as well.
