A. CALL TO ORDER
A meeting of the Commission was held at Fire Station #2 and was called to order at 6:08 PM by
Chairperson Bryson.

1. Greeting/Commissioner Thoughts Roundtable

Commissioner Langdon is in his 3 process of interviewing for police officer candidates. He
wanted to note that many candidates who were not selected in past processes have returned

showing that they want to be on our force. He also noted that many of the candidates are talking
about community engagement, the solving. Chief
Nadeau mentioned that he wasworried bythe dip in applications for police officersnationwide,
but we have good numbers compared to others in metro. He is glad that citizens are getting
involved in the process to help with interviews.
Commissioner Hall brought up an incident which occurred the night before around the area of the
mall; she was wondering how dealing with and alerting the community went. There was a brief
discussion on the tactical/use of force options available and what was used. Chair Bryson was
curious about how the police department could provide the positive spin in situations like this.
Chief Nadeau noted that it was a serious critical incident that could have resulted in We could
have used deadly force but we took great measures to deescalate and it lead to an ideal
resolution. Not only to provide the community with faith that department is well trained and
equipped for these situations, but to counterbalance any of the negative stories that make their
way through the grapevine. It was suggested that the PAC could be more in the front of
championing this, doing it which could be viewed as
arrogant.
2. Draft of Amended Resolution
Much of our most recent discussions have been regarding what the PAC c/should look like, so
some changes were made to the charter to make it more reflective of what the group wants to be
involved in what our purpose is and how we operate to get things done. Including: less data
review; the ability to approach potential new commissioners to increase its diversity (but still going
through the council); etc. This new resolution will need to go before the
city council for its review and approval. Please send any changes to the resolution to Cassie,
with expectation of final review and approval by the PAC at the March meeting.
Councilmember Smith recommended that the purpose and role of the commission be placed
directly in the resolution so that the City Council is very clear that the PAC has a reason and what
that reason is.
He further recommended that persons from the PAC attend the meeting to address any questions
from the council should they arise. Another meeting (council workshop) could occur sometime in
April (likely April 22) updating the council on what the PAC is up to and what its plan is. Included
in this would include strategic topics.
3. Strategic Topics to Consider during 2019
Submitted by Schoenborn: Wellness/work-life balance.
Hall: 1.) Department morale, culture, perception: Data employee retention; complaints (officer v
officer issues regarding targeted enforcement; policy violations); and resolution regarding
citizen complaints against officers, and how Body Worn Cameras are involved... 2.) Community
(non-discretionary enforcement).
Fogarty: 1.) Creating a welcoming and inclusive work environment; cultural awareness and
competence; biasning in general, but specific to item #1 as well... 3.) Community
engagement being supportive and involved in the
Langdon: 1.) Community outreach, specific to youth as well: evaluate from the community what
we could get involved in? 2.) perception on police image - military equipment in
policing assessing new equipment (uniform items; vehicles, etc.) how is this done (if it is).

Many of these suggested items are in the 2019 strategic plan.
should be reviewed before the March meeting and the discussion on topics for the PAC to
consider for 2019 will continuethen.Also, members of Public Safety will be presenting their
strategic plans at the March 25 city council workshop, and it would be beneficial to attend.

F. UNFINISHED BUSINESS
1. Sample of a New Member Packet for the Onboarding Process
Please review and if there is anything else to add, let Cassie know. We will discuss at the March
meeting what the group would like to do with the onboarding packet.
G. COMMISSION PRESENTATIONS
None.
H. STAFF PRESENTATIONS
March 25 council workshop will have an update from the Public Safety Department encouraged
to attend.
Expect that the April 22 city council workshop will include the presentation of the amended
resolution and its upcoming strategies. We will be swearing-in our newest officers at the regular
council meeting that follows.
Det. Fritze is now Violent Crimes Enforcement Team officer, which has been unfilled since
September 2018.
Commissioner Sylvia Neblett was appointed to council so she is no longer on the commission.
