CALL TO ORDER A meeting of the Commission was held at Fire Station #2 and was called to order at 6:10 PM by Chairperson Bryson. B. APPROVAL OF AGENDA Agenda was moved to be approved as submitted, was seconded, and the motion passed. Ayes - All D. APPROVAL OF MINUTES 1. Approval of the April 18, 2018 Police Advisory Commission Minutes st Minutes were moved to be approved with addition of PowerPoint presentation from the 21 Century Policing event attended by some of the commissioners, was seconded, and the motion passed. Ayes All July 19, 2018 Police Advisory Commission Meeting Minutes E.NEW BUSINESS 1. NCS Maplewood Community Livability Report 2018 This report was added to the agenda as it was thought that it could hold some answers to questions which were posed during the last meeting. The Police D Community Safety Survey will not continue. survey is more comprehensive and skillfully constructed and administered research methods are important particularly if you are going to use the responses for action. To use this survey every 3 to 4 years is typical; it allows for time to respond to the feedback and then gauge if the communication and policies are reaching residents. There is a cost associated with the survey but it is not prohibitive. This survey casts a fairly wide net; we could do a follow up survey with deeper specific issues if desired. We would need to keep in mind questions like hat are we trying to accomplish and then leverage a survey around that. The index/appendices which were not included in document distributed will be forthcoming from the City Manager. Suggested to use this survey, but find/use other ways to gather thoughts and opinions from the community as well, such as through community events, etc. 2. Began as a project under former Chief Schnell through a grant from the St. Paul Foundation. Was initiated, and surveys were distributed, before the Use of Force Workgroup started. 3. Potential Changes to PAC Resolution/Activity This comes about because all of the items and requirements set forth by the resolution are taking up a lot of time for the meetings. The formalities are ultimately hindering the ability to effect change in the community what does the group want to do as an entity, and how can we do these things? Recommendation to bring a facilitator in to help the group figure out what their role is and what that looks like. This would occur before the next quarterly PAC meeting. The facilitator used for the Use of Force Workgroup meetings is desired as he knows the background of the commission. Motion for the group to meet using the facilitator for one session (TBD) in order to determine what kind of body this will become in the future, with recommendation made to the council. Pre-work to be done before this meeting to bring everyone up to speed and see where everyone is at so that the meeting is efficient. Ayes all F. UNFINISHED BUSINESS None. G. COMMISSION PRESENTATIONS 1. Update from Committee on New Member Training Commissioners Schoenborn, Hatlestad, and Lilja met after the last meeting to find documentation and activities for the new members for an orientation. A Google document was created and the July 19, 2018 Police Advisory Commission Meeting Minutes link to this document will be distributed to the group, which allows for feedback to be all in one place. Link will be distributed via email very soon. H. STAFF PRESENTATIONS Two community outreach events are occurring next week: Karen Community Picnic on July 24 at Mississippi Street Apartments; and Kids, Cuts, & Cops on July 25 at Maple Pond Apartments.
