CALL TO ORDER A meeting of the Commission was held at the Police Department and was called to order at 6:03 PM by Chairperson Bryson. B. APPROVAL OF AGENDA Agenda was moved to be approved as submitted, was seconded, and the motion passed. Ayes - All D. APPROVAL OF MINUTES 1. Approval of the January 18, 2018 Police Advisory Commission Minutes Minutes were moved to be approved as submitted, was seconded, and the motion passed. Ayes All E. NEW BUSINESS st 1. Synopsis of 21 Century Policing Event by Attendees Members who attended the event discussed takeaways which they thought were noteworthy; including the New Orleans (LA) Courageous). The PowerPoint presentation has been obtained and will be distributed. 2. Discussion of Communication and Response to Media Requests April 18, 2018 Police Advisory Commission Meeting Minutes **Members agreed that: 1) No one (1) person of the group will speak on behalf of the group. The chairperson or co-chair would issue astatement. 2) If choosing to make a statement, the group could convene and create a statement as a group, or go through communications department for assistance. The agreed upon items were moved to be approved, was seconded, and the motion passed. Ayes All as this creates a meeting of the quorum and is therefore deemed public. A quorum is considered at least half of the commission; as there are nine (9) members appointed to the police advisory commission, five (5) members would make a quorum. Four (4) or less commissioners could be involved in a meeting or email exchange and it would not be a quorum. City employees are able to email the group on behalf of commissioners. Commissioners may send questions, information, and requests to the Chairperson and Cassie. The Chairperson can approve the request of information being shared with the rest of the group and Cassie can distribute it. Cassie will now send emails to the Chairperson and blind copy the rest of the group so as to remove the possibility of someone inadvertently replying all. 3. Discussion of New Member Orientation There was concern that reviewing all of the material from the Use of Force workgroup was overwhelming for the new members. Which of that material is most important to review? New members were encouraged to schedule a ride-along. It was also suggested that new members sit down with a member or two who were also in the Use of Force workgroup in order to help them walk through the material. This could be a Sub-Taskforce. Members can reach out to the Chief or Cassie to coordinate any resources from the police department if needed. **Commissioners Schoenborn, Lilja, and Hatlestad volunteered - Taskforce. These three for the new members. They are also to identify for the new members the process of the Use of Force workgroup, and how the workgroup resolved the issues encountered regarding the more involved discussions and decisions. Creation of the Sub-Taskforce was moved to be approved, was seconded, and the motion passed. Ayes All 4. Presentation of Q1-2018 Data Required by the Resolution Commander Kvam presented a PowerPoint on the matter, and staff answered questions of the commission. F. UNFINISHED BUSINESS 1. Discussion of 2017 Maplewood Police Enforcement Action Report Chief Nadeau presented a short PowerPoint highlighting some of the points detailed in the enforcement action report. A discussion amongst members and staff ensued. G. STAFF PRESENTATIONS April 18, 2018 Police Advisory Commission Meeting Minutes H.COMMISSIONCOMMENTS Items added to the July 19, 2018 agenda: 1. Identify ways to diversify the commission. Also adding an honorary seat that could go to a high school student. 2. Identify ways to present to the public humanizing stories about our police officers. 3. Identifying other data that should be provided to the community, which would assist with explanations and contextualizing. Such as: whether arrests were discretionary or non- discretionary, and if the arrestee was a resident or a non-resident. 4. Councilmember Smith suggested the commission think about getting a report to the city council after the July PAC meeting. I. ADJOURNMENT Chairperson Bryson adjourned the meeting at 8:18 PM.
