CALL TO ORDER A meeting of the Commission was held at Fire Station #2 and was called to order at 6:08 PM by Police Chief/Public Safety Director Scott Nadeau. B. No amendments recommended. Ayes - All The motion passed. D. INTRODUCTIONS Introductions by members. E. UNFINISHED BUSINESS None. F. NEW BUSINESS 1. Chair and Co-Chair Selection October 12, 2017 Police Advisory Commission Meeting Minutes Anne Bryson volunteered for the position of Chair, and Carey Hall volunteered for the position of Co-Chair. No othervolunteers ornominations Bryson and Hallappointedto the positions. 2. Meeting Schedule A light meal will be provided at future meetings. The commission will meet on the third Thursday of the first month of every quarter. For 2018 this thththth will be January 18, April 19, July 19, & October 18 at 6:00 8:00 PM. The location could change from time to time, but Fire Station #2 will be the primary place. 3. Purpose of Police Advisory Commission A handout concerning Open Meeting Law was distributed and briefly discussed. Per the Resolution, certain data is to be reported to the commission. The department will look to the commission for their thoughts and input on activities and issues involving the police department. 4. Input into 2018 Police Department Training a. Mandated Training i. One (1) day of POST-mandated firearms qualification. There are also 4-6 days throughout the year of department-mandated in-service training. ii. In addition to the above core training, additional POST-mandated training is forthcoming requiring that over a 3 year period, an officer receives 16 hours of training in various topics. iii. The departments 2018 training plan is currently being created. There is a push for department-mandated training: 40 hour course in CIT, Emergency Medical Training, Pursuit Intervention Tactics, Community Policing, and Problem Oriented Policing. b. Optional Training i. Position-specific training is being identified. ii. Force-on-force training already occurs 2x a year. iii. Data is and will continue to be used to identify trends and adjust training accordingly. iv. Hands-on, force-on-force & scenario-based training (trained actors, etc.) currently takes place, not just classroom learning. Police Department staff answered questions of the commission. 5. Bias Crime Trends in Maplewood Commander Kvam presented a short PowerPoint on the matter, and staff answered questions of the commission. G. COMMISSION PRESENTATIONS None. H. STAFF PRESENTATIONS 1. Introduction to the Police Department October 12, 2017 Police Advisory Commission Meeting Minutes Commander Kvam presented a PowerPoint on the organizational structure of the department, and staff answered questions of the commission. Identified future meeting topics: use of force; search and seizure; investigations; and other topics of interest; Department Strategic Plan for 2018; first Training Plan for 2018; department demographics (handout); and a short explanation on recruiting efforts and hiring practices. Roundtable of any topics commissioners would like to see at future meetings: Steve: How does the department handle protests? Anne: How does the department plan to diversify its workforce? Chief Nadeau briefly addressed this and said it would be a good future topic. Carey: Organizational health: how does the department make sure that employees remain invested in the programs and their job? Chief Nadeau briefly addressed this; to name a few one-on-one meetings, surveys, and reliance on first-line supervisors keeping their finger on the pulse. Identified topics for next time: i.
