Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings - elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard and
understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or
others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

A meeting of the Parks and Recreation Commission was held remotely via Zoom and
called to order by Chairperson Molstad at 6:00 p.m.

Audra Robbins, Parks and Recreation Manager, led a discussion on finalizing the
goals for 2021.
Commissioner Brannon made a motion to accept the 2021 Parks and Recreation
Commission Goals.

Audra Robbins, Parks and Recreation Manager, shared information regarding
the two new commissioners who will be joining the commission and that
meetings might return to being held in person at some point during the summer.
She also gave an update on summer part-time employees and volunteer
opportunities.

Policy Issue:
Mollie Miller, Maplewood resident and Environmental and Natural Resources Commissioner,
obtained a grant from the Minnesota State Horticultural Society – Garden in a Box program for
raised garden beds for Karen families living in the Mississippi Apartments. Commissioner Miller is
seeking approval to place 16 of the raised garden beds at the Mississippi play area.
Recommended Action:
Review and discuss the proposal to place 16 garden beds at the Mississippi play area.

Allowing the 16 raised garden beds to be placed in the Mississippi play area will promote
community inclusiveness by reducing food insecurity issues experienced by the Karen families;
encouraging the use of the Mississippi play area by the Karen families; and helping to bridge the
cultural divide between the families and the City.
Background
The Maplewood Comprehensive Plan and Park Master Plan encourages and promotes local food,
including community gardens. The City Code permits community gardens under one acre in any
zoning district as a permitted use. The use of the Mississippi play area for the 16 garden beds
will help the City achieve those goals.

ENR Commissioner Miller works with the Roseville School District at the Edgerton Elementary
School in Maplewood. She helps coordinate resources for the Karen families that live in the
Mississippi Apartments as part of her position at the school. Many of the families are new
immigrants to the United States from Burma. Commissioner Miller reports that they are
experiencing food insecurity including transportation, access, and financial resources to obtain food.
The Garden in a Box program is open to nonprofits, community organizations, and schools. The
preferred characteristics of grant recipients are youth and low-income families to help them learn
about the benefits of growing vegetables and gain easy/affordable access to healthy foods. The
grant outlines that the gardens should be in place for three years. The gardens are 3’ in diameter,
placed right over the grass and filled with soil and compost. They are temporary and can be
removed at any time. Refer to attached picture of the raised garden beds. The grant also covers
plants, seeds, and replacement soil/compost for three years. If the grantee does not maintain the
gardens, the Minnesota Horticultural Society has volunteers that will do that.
ENR Commissioner Miller was originally proposing to place the raised gardens on the Mississippi
Apartment property or within the right-of-way. Since the grant approval, those two locations are no
longer feasible. The property owners do not want the raised garden beds on their property. The
City has concerns about the placement of the raised garden beds over utilities, without the adjacent
property owner’s approval.
ENR Commissioner Miller is now requesting that the raised garden beds be placed in the
Mississippi play area. Refer to the attached map of the proposed location. ENR Commissioner
Miller will be present at the May 19 Parks and Recreation Commission to present the Garden in a
Box proposal.
