It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. MINUTES MAPLEWOOD PARKS AND RECREATION COMMISSION 6:00p.m., December 16, 2020 Held Remotely via Conference Call Wednesday, December 16, 2020 Parks and Recreation Commission Meeting Minutes A.CALL TO ORDER A meeting of the Parks and Recreation Commission was held remotely via Zoom and called to order by Chairperson Molstad at 6:02 p.m. B.ROLL CALL Commissioners Craig Brannon, Commissioner Present Terri Mallet, Commissioner Present Dorothy Molstad, Chair Present Karen Poppa, Commissioner Present Kimii Porter, Commissioner Absent Bruce Roman, Vice Chair Absent Nikki Villavicencio, Commissioner Present Staff Audra Robbins, Parks and Recreation Manager Present Neil Breneman, Recreation Supervisor Present Bill Knutson, City Council Liaison Present C.APPROVAL OF THE AGENDA Commissioner Mallet made a motion to approve the agenda. Seconded by Commissioner Poppa.Ayes – All The motion passed. D.APPROVAL OF MINUTES 1.October 21, 2020 Commissioner Villavicencio made a motion to approve the October 21, 2020 Parks and Recreation Commission minutes. Seconded by Commissioner Brannon Ayes – All D1 Wednesday, December 16, 2020 Parks and Recreation Commission Meeting Minutes E.NEW BUSINESS 1.Nature Center Task Force Update Audra Robbins, Parks and Recreation Manager, gave an update on the progress being made with the Nature Center Task Force. 2.Parks and Recreation Programming Task Force Update Neil Breneman, Recreation Supervisor, gave an update on the progress being made with the Parks and Recreation Programming Task Force. F.UNFINISHED BUSINESS G.VISITOR PRESENTATIONS H.COMMISSION PRESENTATIONS 1.Commissioner Villavicencio Farewell Audra Robbins, Parks and Recreation Manager, congratulated Nikki on her recent election to the City Council and thanked her for her service on the Parks and Recreation Commission. I.STAFF PRESENTATIONS 1.New Natural Resources Coordinator Audra Robbins, Parks and Recreation Manager, announced that Carole Gernes, a former naturalist at the Maplewood Nature Center is the new Natural Resources Coordinator. 2.Nature Center Trail Improvements Audra Robbins, Parks and Recreation Manager, gave an update on the progress of the improvements to the Nature Center trail improvements. 3.Tree Planting Audra Robbins, Parks and Recreation Manager, gave an update on the status of the 38 trees that were planted using funds from the grant. 4.New Roof on Hazelwood Building Audra Robbins, Parks and Recreation Manager, shared that the roof has been replaced on the building and shelter at Hazelwood Park. 5.Warming Houses/Skating Rinks Audra Robbins, Parks and Recreation Manager, gave an update on the status of the ice making at the rinks throughout Maplewood. Neil Breneman, Recreation Supervisor, shared that the warming houses are scheduled to reopen on January 10, 2021. 6.Giving Tree Audra Robbins, Parks and Recreation Manager, shared information about the giving tree organized by the Police Department to provide gifts for 97 children and senior citizens in the community. The gifts were delivered by Public Safety staff. D1 PARKS & RECREATION COMMISSION STAFF REPORT Meeting Date February 17, 2021 REPORT TO: Parks and Recreation Commission REPORT FROM: Audra Robbins, Parks and Recreation Manager PRESENTER: Audra Robbins AGENDA ITEM: 2021 Parks and Recreation Commission Goal Setting Action Requested: ☐ Motion Discussion ☐ Public Hearing Form of Action: ☐Resolution ☐ Ordinance ☐ Contract/Agreement ☐ Proclamation Policy Issue: In compliance with Article II, Section 21.20 of the Maplewood City Ordinance, the Maplewood Parks and Recreation Commission is required to submit an Annual Commission Report. In addition to this report, the Parks and Recreation Commission will provide a list of 2021 goals to the City Council. Recommended Action: Staff recommends the Parks and Recreation Commission brainstorm a list of 2021 goals to be finalized with the annual report at the February meeting. The Parks Commission sets goals for the upcoming year to ensure the needs of the community are being met. Background Staff is asking the Parks and Recreation Commission to brainstorm a list of potential goals for 2021. After this list is complete, we will discuss the goals further at the March Parks and Recreation Commission meeting for final approval. The commission provides recommendations to the City Council on all issues of park acquisition, development, open space, trails and leisure programs. Began the Harvest Park Master Planning Process 10.Recruited and appointed a student PRC member 11.In addition, the Parks and Recreation Commission weighed in on: 1.General open space updates 2.Maplewood Nature Center updates 3.Recreation programming updates 2019 Goals and Accomplishments It was an exciting year for projects and programming in the Parks and Recreation Department. The Commission feels that the progress made through park facility replacement and maintenance, the new accessible playground at Wakefield, completing the Nature Center Master plan and innovative programming and community events offered all accomplish significant goals identified in the Parks System Master Plan. In 2020, the Parks and Recreation Commission identified the following goals and made a point to tie them to the Strategic Priorities created by the City Council: 1.Continue to implement the outcomes of the Parks & Recreation System Master Plan and stay on top of park improvement plans 2.Continue to find new ways to engage the residents of Maplewood in community processes 3.Offer special events and programming at a variety of parks and make arts & culture a priority 4.Ensure we meet the programming needs of the actively aging community and offer inclusive, wellness-based activities in our parks 5.Bus tour with commissioners of Maplewood parks and preserves to showcase projects/improvements 6.Value the youth perspective and recruit/appoint a student PRC member 7.Receive annual updates from the MCC/YMCA, community groups and partners and look for ways that we can work together. 8.Have one meeting dedicated to connectivity and trails 9.Explore the idea of consistent signage that utilizes technology in our parks 2020 Parks and Recreation Goals
