RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY
Following are rules of civility the City of Maplewood expects of everyone appearing at Council Meetings - elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard
and understood in a reasonable manner. We appreciate the fact that when appearing at Council meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other council members or citizens - unless specifically tasked by your colleagues
to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each
other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others
in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

Bio: Isaac Muhammad is an Auditor with the State of Minnesota.
He is also the founder and executive director of the Legacy Center
for Peace and Transparency, an independent, nonprofit research
organization dedicated to building transparency, peace, and
democratic society in Somalia. Before joining the state of
Minnesota, Isaac worked at the United States Department of Veterans Affairs, the US Bank, and
the Wells Fargo Bank in different capacities.
Isaac holds a master’s in Business Administration from Hamline University, a Bachelor’s in
Accounting from Metropolitan State University in Saint Paul, Minnesota, and is currently pursuing
his Doctoral degree in public administration at the University of Illinois at Springfield. He served
on the Board of Alumni Relations at Metropolitan State University. In an attempt to strengthen
policy-making processes, fight political corruption, and bring peace and stability to a nation marred
by civil war, clan warlords, religious extremism, and widespread corruption, Isaac ran for a Federal
Parliamentary Seat in his native Federal Republic of Somalia during the 2016 elections.
Relevant Professional Experience: Isaac is versed in developing and managing multiple complex
projects and providing leadership and management oversight in the public and private sectors. His
professional experience includes Auditor with the State of Minnesota, June ‘13 –Present. Founder
and Executive Director of Legacy Center for Peace and Transparency Sep ‘15 – Present and
worked with the United States Department of Veterans Affairs, US Bank and Wells Fargo in
different capacities.
Research Interests: Organizational leadership, Good governance, policy analysis and program
evaluation, pathways for building a capable public administration in post-conflict countries, post-
conflict development and transition to democracy in Africa, and the role of nonprofit organizations
in war-torn countries.

I came from a traditional farm and livestock-tending family that consisted of seventeen members
and lived in a small village in Somalia. My entire family was unable to read or write any language,
even our own. A nomad single mother raised me. From this backdrop, it would be naive and
preposterous to imagine someone in my shoes earning a degree in this developed Western
Hemisphere and becoming successful. Unlike my parents and many of my siblings, I had the
opportunity to attend school—thanks to Somalia’s revolutionary military government, which
implemented a literacy policy forcing parents to send their kids to school.
I was equally motivated to become a skilled and talented leader as I was to become an excellent
student. Although making time for both has always been challenging, I have always found time
for my passions. Public Administration, as a field, has captivated me from my early days. I was
naturally drawn to the public service field, starting from a very young age, but unfortunately,
Somalia's civil war broke out right after high school. The civil war destroyed everything, killed
thousands, and displaced many. Luckily, I was one of the few that were fortunate enough to find
themselves in the "Land of Opportunity." However, it was not easy to adapt to American culture,
lifestyle, laws, and norms. I found myself in an unfamiliar environment in a country where my
language is not spoken. Because of these new limitations and barriers, I gravitated more toward
computer technology for employment purposes, and I later moved to business and accounting. I
completed my undergraduate degree in accounting at Metropolitan State University in 2012 and
received my MBA from Hamline University in 2014. I did this while I was the only breadwinner
for my family; my wife had back-to-back sets of twins in 2009 and 2011. They are now eleven and
nine, respectively.
My initial public service interest in the United States was further propelled after accepting a
position with the United States Department of Veterans Affairs during my undergraduate studies
and my current position with the Minnesota Department of Revenue. The public service experience
I obtained through these organizations immediately captured my interest, and I became eager to
learn more about it. This interest led me to found the Legacy Center for Peace and Transparency,
a nonprofit organization focused on promoting peace and good governance, defending civil and
political rights, and strengthening democratic values and practices in Somalia. After almost two
decades of being away from Somalia, I returned in 2015, leading the Legacy Center in researching
corruption and its effects in Somalia. This research's results were unveiled on March 5, 2016, at
the Metropolitan State University, Saint Paul. In an attempt to influence policy-making processes,
fight political corruption, and work on bringing peace and stability to a nation marred by civil war,
clan warlords, religious extremism, and widespread corruption, I ran in the 2016 election for a seat
in the Somali Federal Parliament. This experience has further propelled my commitment to public
service. Because of my passion for available service and academic excellence, I served on
the Board of Alumni Associations of the Metropolitan State University.
I have lived in the beautiful city of Maplewood over a decade and I want to make sure we build an
authentic and organic relationship with the community color and provide resourceful information
to all. As a black immigrant, I know what it means to be a low income and genuinely relate to our
low-income community's needs. I have learned that High housing costs leave low-income families

with a little leftover for other essential expenses, leading to difficult budget trade-offs. Affordable
housing increases the amount that families can put towards different critical household needs and
savings for the future.
Housing instability can seriously jeopardize children's performance and success in school and
contribute to long-lasting achievement gaps. Quality affordable housing helps create a stable
environment for children, contributing to improved educational outcomes. Furthermore, creating
business opportunities in our city will increase our revenue growth and create economic stability,
strengthen security, and increase our property values.
I will be honored to serve on any board or commission, but I am particularly interested in the
Housing and Economic Development Commission.
