St. Paul Regional Water Project - Discussion i. Reviewed Project ii. Motion to adopt language asking for greater partnership with SHPO approved. Thursday, March 18, 2021 Heritage Preservation Commission Meeting Minutes The St. Paul Regional Water Service Building (Draft) The St. Paul Water Service Building at 1900 Rice Street was constructed in 1921-22. It is described as a “handsome example of a utilitarian building with classical features.” (Page 41 of Maplewood Historic Context Study, 2014) Is in discussion for replacement for a new building. On February 25, 2021 a reporter from the St. Paul Pioneer Press contacted the members of the Maplewood Heritage Preservation Commission to ask about plans to demolish the St Paul Water Services Plant and replace it with a modern facility. This project was unknown to the HPC. According to the web page https://www.stpaul.gov/departments/saint-paul-regional-water- services/mccarrons-plant-improvements the St. Paul Regional Water Services (SPRWS) is collaborating with the State Historic Preservation Office (SHPO) to document the history of the facility. The Water Treatment Plant building was also included in the 1983 Historic Sites Survey of St. Paul and Ramsey County: Ramsey County Historical Society. The HPC recommends that in coordination with SHPO to: 1. Preserve or reconstruct any significant architectural features on the building. 2. Preserve any artifacts or significant historic equipment. 3. Prepare on-site interpretive signage that describes the demolished buildings for future generations. 4. Prepare a written book, pamphlet or record that includes photos of the demolished buildings, a detailed description of the water treatment processes and why they were important when they were installed, a chronology of building construction and equipment installation and detailed drawings. Some of the history is already recorded in pamphlets published by the SPRWS. 2. North Fire Station Demolition – Documentation (Hazelwood Station) i. Commission discussed North Fire Station project 3.
