A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the
Council Chambers, Municipal Building, and was called to order at 7:02 P.M., by
Mayor Basttan.

Mayor Bastian moved t~ waive the Rules of Procedures and add Item D, Council
Presentations, to the agenda - 1, Her%rage Center,
Seconded by Councilmember Zappa.

C. PUBLIC HEARING
1. 7:00 P.M., City Wide Water Main Extensions and Miscellaneous Improvements,
Project 90-07, Areas 3, 6, 7 and g.
a. Mayor Bastian convened the meeting for a public hearing regarding the
construction of City Wide Water Main Extensions and Miscellaneous
Improvements, City Project 90-07 in Area 3 - Radatz, Southlawn to White
Bear Avenue; Area 6 Brooks, Barclay to Hazelwood; Area 7 Van Dyke,
County Road B to Cope; Hazel, County Road B to Cope; Castle, Hazel to
Ariel; Area 8 - Gervais, White Bear to Ariel; Castle, German to ariel.
b. Manager McGuire presented the staff report.
c. City Attorney Pat Kelly explained the legal procedures of the public
hearing.
d. Director of Public Works Haider presented the specifics of the
proposal.
e. Mayor Bastian called for persons who wished to be heard for or against
the proposal. The following were heard:

Charles Themmes, 1928 Castle, opposed. Mr. Themmes stated his neighbor,
Keith Helsen, 1930 Castle, was also opposed.
Lyle Pichelman and Wanda Hage, 2255 Hazel, in favor

Maria McGraw, 1958 Gervais, opposed
Mrs. Hardenbrook, 1970 Gervais, opposed
Mr. Gordon Grant, 2134 Arcade St., in Area 4, stated his area public
hearing is schedule for September 20, 1990, and he will not be in town and
wanted to go on record that he is in favor of the proposal.
f. Mayor Basttan closed the public hearing.
g. Counctlmember Zappa moved to continue discussion and decision of the
proposed Dro~ect until the Meeting of September 24. 1990.
Seconded by Councilmember Rossbach.

COUNCIL PRESENTATIONS

a. Councilmember Zappa moved to direct Staff to investigate what can be
done with Heritage House and if ther~ iS a deed restriction.
