A, CALL TO ORDER

A special meeting of the City Council of Maplewood, Minnesota, was held in the
Council Chambers, Municipal Building, and was called to order at 7:02 P.M. by
Mayor Basttan.

Councilmember Zappa moved to waive the Rules of Procedures and add D, Council
Presentations, to the Agenda and added the following items:
1. Maplewood/Telephone Company
2. R.C.L.G. Communications
3. Thursday Night Meeting
4. Adjournment Item E.
Seconded by Mayor Basttan.
Ayes - all.
C, PUBLIC HEARINGS
1. 7:00 P.M., City-Wide Water Main Extensions and Miscellaneous Improvements, Project
90-07: Areas 9, 10 and 11.
a. Mayor Bastian convened the meeting for a public hearing regarding the
construction of City-Wide Water Main Extensions and Miscellaneous
Improvements, City Project 90-07 in Areas 9; Donna Senty Drive, north of
Frost: Area 10, Adele, South of Frost; Walter, Fenton to Gordon; Phalen,
Frost to Sophia; East Shore Drive, Adele to south of Sophia; Sophia, East
Shore Drive to Edward; Frisbie, Frank to English; Frank, Rtpley to
Frisbie: Area 11, Kingston, Gurney to Jackson; Abel, Larpenteur to
Kingston; Beaumont, South of Kingston.
b. Manager McGuire presented the staff report.

c. City Attorney Patrick Kelly explained the legal procedures of the
public hearing.
d. Mayor Bastlan called for persons who wished to be heard for or against
the proposal. The following were heard:
Area 9.
Tim Klein, 1954 Donna Senty Drive, opposed, asked hearing be delayed
until Donna Senty Funk was well enough to attend the meeting
Manuel Marry, 1942 Donna Senty Drive, opposed
Area 10.
Bob Frances, 1740 East Shore Drive, in favor
George Ashton, 1732 Edward, requested something be done with the street
Carl Grill, 1280 Frtsbie, in favor
Beverly Snyder, 1890 Phalen Place, in favor
Ture Etkvar, 1100 Fenton, in favor
Chris Miles, 1280 Frisbie, in favor
Pat Vaughan, 1856 Phalen Place, in favor
Glenn Johnson, 1835 Phalen Place, in favor
Mindy Lou MacRunnel, 1890 Adele, in favor of water, does not want road widened
Virginia Davis, 1050 Frost Avenue, opposed; already has water off of East
Shore Drive

Mrs. Gretchen Francis, 1740 East Shore Drive, opposed

Dan Heller, 29 Kingston, opposed; requested road be resurfaced

e. Mayor Bastian closed the public hearing.
f. Counctlmember Zappa moved to continue discussion or decision of this
project until September 24. 1990.
Seconded by Mayor Bastian.

D, COUNCIL PRESENTATIONS
1. Maplewood - Telephone Company

a. Councilmember Juker commented that a relative tried to call her and
was told by an operator that was not a Maplewood listed.
b. Councilmember Zappa moved to direct staff to notify A,T, ~ T, and U.S.
West to advise employees of where Maplew0od is located.
Seconded by Counctlmember Jul(er.
Ayes - all.
R.C.L.G.
a. Mayor Bastian commented on several charter amendments that were
proposed. R.C.L.G. has requested the cities be polled as to their
opinions.
b. Councilmember Zappa moved that the City support the Charter Amendments
with the exception of the referendum requirements being lowered,
Motion filed for lack of a second.
c. Mayor Bastian moved to direct Councilmembers Rossbach inform the
R,G.L.G. that at this time the MaDlewood Council is undecided regarding
the charter amendments,
Seconded by Counctlmember Juker.
Ayes - Mayor Bastian, Councilmembers
Carlson, Juker and Rossbach.
Nay - Couneilmember Zappa.
