Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other's time keeping remarks brief, to the point and non -repetitive.) CALL TO ORDER A meeting of the Parks and Recreation Commission was held in the City Hall Council Chambers and called to order by Chair Molstad at 6:05 p.m. B. ROLL CALL Commissioners Craig Brannon, Commissioner Absent Terri Mallet, Commissioner Present Dorothy Molstad, Chair Present Karen Poppa, Commissioner Present Kimii Porter, Commissioner Present Bruce Roman, Vice Chair Absent Nikki Villavicencio, Commissioner Present Staff Audra Robbins, Parks and Recreation Manager Present C. APPROVAL OF THE AGENDA Commissioner Poppa made a motion to approve the agenda. Seconded by Commissioner Mallet Ayes — All The motion passed. D. APPROVAL OF MINUTES 1. December 18, 2019 Commissioner Poppa made a motion to approve the December 18, 2019 Parks and Recreation Commission minutes. Seconded by Commissioner Mallet The motion passed. Ayes — Commissioners Mallet, Molstad, Poppa and Porter Abstain — Commissioner Villavicencio — Not present at the last meeting. E. NEW BUSINESS 1. 2020 Parks & Recreation Commission Goal Setting Wednesday, January 15, 2020 Parks and Recreation Commission Meeting Minutes D1 Audra Robbins, Parks and Recreation Manager, led a discussion on setting goals for 2020. F. UNFINISHED BUSINESS G. VISITOR PRESENTATIONS H. COMMISSION PRESENTATIONS 1. Nature Center Programs Chair Molstad spoke about the upcoming Fur Trade program at the Nature Center and the new snowshoes that were purchased for use by visitors and groups. 2. Dance Recital Commissioner Mallet mentioned that she attended the fall dance recital and that she really enjoyed it. I. STAFF PRESENTATIONS 1. Harvest Park Master Plan Open House Audra Robbins, Parks and Recreation Manager, gave a reminder about the upcoming Community Open House to discuss the Harvest Park Master Plan. 2. Programming Update Audra Robbins, Parks and Recreation Manager, spoke about upcoming recreation programming. J. ADJOURNMENT Commissioner Porter made a motion to adjourn the meeting. LHBcorp.com OPEN HOUSE MEETING NOTES HARVEST PARK MASTER PLAN MAPLEWOOD, MN JANUARY 21, 2020 City staff, Ramsey County (Rush Line) staff, and the city's consultant, LHB, held a public open house for the Harvest Park Master Plan. Participants were encouraged to review three concepts for the park and provide post -it notes on the boards, comment cards, and speak to staff and consultants with the questions and ideas. Staff from Ramsey County, representing the Rush Line project, also were present to provide an overview of that project and answer questions from the public. There were 18 members of the public in attendance, as noted on the sign -in sheet. Staff also received emails or had meetings with residents who couldn't attend the meeting, and those notes also appear below. Sometimes the whole park gets used for tournaments • I like the reduced parking lot and two small playgrounds • Preferred concept balance of athletic fields and other "active" uses. Also, like the local trail network • Prime location for natural plantings passive space for pollinators and other "yard" wildlife hill area • Soccer fields (that could accommodate other sports — Lacrosse, youth football) basketball, volleyball, softball, t -ball, fun parks, zip line play, rock walls (adults, too) ex. C the best. Especially pickle ball, maybe 2 B courts? Shocked to learn of the huge parking ramp! Be magnet for crime. Please have plenty of lighting for the park and walkways. More parking by the fields on north end and less on the south end. No 2 story ramp. Love new fun playgrounds for big kids, adults, too. Zip line, rock wall, splash pad. Keep older kids/adults having fun, too. Keep kids/adults off drugs. Love trails for bike, rollerblading, with sports equipment. Love pickleball, volleyball, tennis, bocce. Make Maplewood a city people want to live in. Like the idea of additional parking for tournaments or city party. Wonder how much crime a park and ride brings the city. Who pays for extra patrol? Can we find out before Maplewood Mall park and ride crime vs. today? Make Maplewood Nicer. • Email o Do not think that the existing parking lot should be reduced based on traffic they see on weekends and evenings in the summer. F2 Harvest Park Master Plan Open House January 21, 2020 o It's important that whatever concept goes forward that it have ample open space for informal recreation — specifically Hmong volleyball and flag football groups that currently use the park o Like the repurposing of the tennis courts and moving the playground closer to busy park areas —see too many unsupervised children up on the hill while parents are watching sports activities o Without water and other resources, the urban ag isn't viable and that space is better served with low impact activities that cater to the new senior housing o Concerns about overall safety and bathrooms near the parking structure (worry about issues if they are not provided) and worry about traffic issues/safety for pedestrians and cyclists at the Vento Trail Crossing rver [�TiiTiir Upper HOCKEY • BAS Maplewood r PARKS AND RECREATION�,,,�qt-,-- This league teaches the basic floor hockey skills and promotes cooperation and the value of sportsmanship. Participants will play every position during the season. Volunteer parents needed for each team to assist in game play and substitutions.
