Environmental Planner, Shann Finwall gave the report on Solid Waste Management Ordinance and Standards and answered questions of the Commission. The Commission discussed the following details regarding the proposed ordinance amendments: December 16, 2019 1 Environmental and Natural Resources Commission Meeting Minut�iqR Packet Page Number 1 of 56 • Hours of collection — 6 a.m. to 6 p.m., instead of as stated in the contract. • Multi-family recycling — requiring that all multi-family properties have recycling through the City's contractor and allowing for recycling dumpsters in addition to carts. • Payment of fees —adding language that details how the recycling fee is added to residential water bills. • Small business and church recycling —allowing for recycling dumpsters in addition to carts, adding language that details how small businesses and churches can opt into the City's recycling program. • Organics —adding language about food scrap recycling. • Licensing —amending the auto liability coverage amounts. The ordinance amendments will come back to the ENR Commission in January for final review. b. 2019 Annual Reports i. Environmental Planner, Shann Finwall gave the report on the 2019 Annual Reports. 1. Environmental and Natural Resources Commission 2. Sustainability 3. Solid Waste The Commission offered comment and feedback on the reports. The final reports will be included with the overall Community Development Department, which will be available during the State of the City event on January 15 and presented to the City Council on January 27, 2020. 6. Environmental Planner, Shann Finwall discussed the 2020 Work Plan and Environmental Priorities with the ENR Commission. The Commission discussed the following: • Work Plan o Climate Adaptation Plan —The grant through the MPCA only covers the climate adaptation piece of the plan. The City needs to establish a means for completing the Climate Mitigation process. • Environmental Priorities o Partner with the Nature Center on the Pollinators by the Yard program. o More community engagement in environmental issues. o Work session with Nature Center and City Council to discuss Environmental Priorities. o Review how meetings are held. Suggest every other month holding a work session instead of a formal meeting. 6. UNFINISHED BUSINESS a. Solid Waste Management Ordinance and Standards i. Environmental Planner, Shann Finwall gave the report on the Solid Waste Management Ordinance and Standards and answered questions of the commission. The Commission discussed the following: "Ar, • Can the City require that all small businesses and churches be covered by our residential recycling program? o That was not written into the new 5-1/2 year contract with Tennis Sanitation. Also, Tennis does not have the capacity to take that on at this time. They will be offering recycling dumpsters in addition to 95 gallon recycling carts to small businesses and churches. We will work with Tennis to promote that new opportunity, with the goal of opting into the recycling program as many small businesses and churches as we can. • Why do we limit opting into the recycling program to small business and churches? o It would allow for other non-profit organizations. But we can't accommodate large businesses in the residential program. Commissioner Redmond moved to approve the Solid Waste Management Ordinance and Standards as amended. Recommended Action: Review the 2019 Recycling Collection Year End Report and 2020 Recycling Collection Work Plan. Offer comment and feedback on the City's recycling program and 2020 Recycling Collection Work Plan. The City's residential recycling program creates operational effectiveness by protecting the public health and safety, and promoting city cleanliness and livability. It is also an important component to the City's green infrastructure - which purpose is to achieve a reduction in waste generated by using best management practices to protect air quality, water quality, and natural resources. Background 2020-2025 Recycling Collection Contract The new recycling collection contract with Tennis Sanitation began on January 1, 2020, and ends June 30, 2025. ENR Packet Page Number 9 of 56 Recvclinq Collection Annual Review The Contract requires that the City schedule an annual meeting with the Contractor. The objectives of the annual meeting include (but are not limited to): • Review Contractor's annual report, including trends in Maplewood's Recycling recovery rates and participation rates. • Efforts the Contractor has made to expand Recyclable Materials markets. • Review Contractor's performance based on feedback from residents to the City's Environment and Natural Resources Commission, City Council, and City staff. • Review Contractor's recommendations for improvement in the City's Recycling program, including enhanced public education and other opportunities as contained within the annual work plan for the upcoming year. • Review City staff recommendations for Contractor's service improvements. • Discuss other opportunities for improvement within the remaining years under the current contract. Recvclinq Collection Year End Report The Contract outlines requirements of the year end reports as follows: • Total quantities of Recyclable Materials collected, by material type (in tons). • Net quantities of Recyclable Materials marketed, by material type (in tons). • Log of all resident addresses where education tags were left because of non-targeted materials set out for Recycling. • Log of all complaints, including the nature of the complaints, to include the following: names, addresses, and contact numbers of the complainants; the date and time received; the Contractor's response; and the date and time of the response. • Log of resident addresses that consistently do not set our Recyclables. • Gallons of fuel or mileage of vehicles traveled for the City's greenhouse gas assessment. Recycling Collection Yearly Work Plan The Contractor shall submit an annual work plan proposal no later than November 1 for the upcoming calendar year to outline key priorities for system improvements. Public education tools shall be itemized and approximate timelines described. Other service improvements may also be included in the work plan. The City shall review and approve the work plan. The annual work plan shall be incorporated by reference as an amendment to the Contract. Tennis Sanitation Annual Review Recycling Collection 2019 Year End Report The Recycling Collection Year End Report (Attachment 1) summarizes implementation strategies taken by Tennis Sanitation and the City in 2019 to improve service. These strategies include: • multi-family recycling education; • customer service satisfaction; • promotion of small business and church recycling; • collection of linens and shoes; 2 ENR Packet Page Number 10 of 56 • recycling composite study; • environmental impact analysis; and • educational tags. The report also summarizes materials collected. Annual net tons of recycling collected Single family 2979.18 tons 2961.30 tons Multi-family 312.59 tons 239.36 tons Businesses/Churches 32.44 tons 24.69 tons Recycling Collection 2019 Work Plan Summary The 2019 Recycling Collection Work Plan detailed items needed for the new recycling contract transition including counts of multi-family and single family households, cart sizes, and cart counts; overall recycling collection routes; a list of small business and church opt in accounts; and a list of walk up service accounts. These items were supplied to the City by Tennis Sanitation during the City's Request for Proposal process in 2019. For the City's annual greenhouse gas assessment, Tennis Sanitation will now supply the City with the average gallons of fuel used per truck route annually. Recycling collection at events including the Fourth of July Light It Up event. Attending events on behalf of the City such as the Touch A Truck event. Recycling Collection Draft 2020 Work Plan The 2020 Draft Recycling Collection Work Plan (Attachment 2) includes recommendations for improvement to the City's recycling collection program including multi-family and business recycling dumpster roll outs, promotion of Ramsey County BizRecycling grants to improve multi-family and business recycling, identifying multi-family properties that do not have recycling through the City's recycling program, improvements to the City facility recycling program, and community outreach opportunities. The report contains summaries of recycling data for both single family and multi-family dwellings. Including but not limited to: inquiries, composite study information, environmental impact report, fun facts and a market report, along with a report summary. Also included is seven years of comparison data to help measure the success of the recycling program. The data in this report has been utilized over the years to assist us in understanding past, present and future progress of the recycling program as well as helping us develop future strategies to enhance the recycling programs already in place. This data includes: • Net tonnage of all residential and multi-family dwellings combined • Break-out of single family tonnage and set-out rates (yellow) • Break-out of multi-family tonnage (blue) • Separate measurement of weights for cardboard and linens (bottom of APPENDIX A) • Break-out of single family recycling materials by type and weight (yellow) and Multi-family (blue) • Break-out of combined tonnages (green) • Inquiries tracked per month (bottom of APPENDIX A) • Also business volume, parks and cardboard are included The data is compiled from recyclable materials collected from our drivers on designated Maplewood routes. Loads are weighed; weights are then compiled over a month's period of time. Weights are broken out based on a composite ratio of the entire load. 71 Maplewood recycling year-end report 2019 page 3 ENR Packet Page Number 15 of 56 RECYCLING DATA(SINGLE FAMILY) The Single Family Data in APPENDIX A (yellow)was compiled from the single family homes after taking out the multi-family weights. From this data we are able to illustrate the weight per home (in lbs.) per month. We also have tracked the number of residents ("Not-outs")that do not place their recycling out on a weekly basis. From this data we are able to illustrate the weight per unit (in lbs.) per month. To assist us in providing accurate data, we compile weights on a quarterly basis. This weight is then used to provide us with a fair average of weight generated by each multi-family unit. Our drivers then documented the number of carts dumped at each location on a weekly basis (see APPENDIX D). These weights are then added at the end of each month to provide us with a net total. From the report we are able to calculate the weight per unit per month. On a quarterly basis we use one truck to collect all multi-family dwellings. The total weight is then divided by the number of carts emptied to get an average weight per cart. This data is then entered into a multi-family spreadsheet. This year the most common calls were comprised of what additional items they could recycle. We did this by keeping all loads from an entire week from the City of Maplewood and process it though our MRF (Material Recovery Facility). Once the material is unloaded from the trucks it is sorted into each category, as listed below. Each of the categories were then weighed and documented. The results of the composite study were then entered back into the monthly reports in which you receive monthly. As of 2018, we have taken a look at all of the past data that we have collected and have tested a single load of material from the City of Maplewood. The single load of material has consistent ratios which are comparable to the weeks' worth of material previously processed. Why do a composite study? Having a good understanding of the recycling composition provides us with data that may assist us in adjusting the recycling program to fit the needs of the Residents. With ongoing changes in the economy, cultural and even changes in the home, we can develop more available markets, increase processing technologies to handle more items and enhance educational materials to instruct residents on proper recycling procedures. We have seen some fluctuation with the metal and plastic commodities, but remain in an overall low. The cardboard and paper markets continued their plateau from autumn of 2018 with no relief in sight. The market trends are driven by China's regulations and their decisions to accept fewer products from the United States.Though the domestic markets we utilize are strong at this time, there are changes on the horizon regarding volume of material they are able to accept, as well as quality of the products. This in turn will add to the cost of sorting the recycling material to new standards for end markets. The glass market continues to be limited because there is only one processor available to sort glass. Their newest technology sorts broken glass using computerized optical sorters and a complex but innovative blower system. 90%of the broken glass is now being processed into post-consumer food and beverage containers. STORAGE OF EXTRA RECYCLABLE MATERIALS: During the 2019 calendar year our recycling facility had sorted all recyclable r materials within 45 days of processing to recycling markets with the exception of milk cartons and "rare type" plastics. Milk cartons are baled and stored until there is enough volume to meet the vendors minimum shipping requirements and "rare type" plastics are stored until a larger enough quantity is available to k1;' make a mill size bale. Each section of this report reflects the various ways data was collected, entered and calculated to contribute in meeting our combined goals. In the report we have illustrated the composition of recyclables and itemized volumes of recyclables from both single family and multi-family dwellings as they relate to each break-out of each separate commodity. We also provide information on how the City's recycling efforts will impact our environment. This year, Maplewood's participation rate was 95% participation rate. Both single family tonnages as well as multi-family recycling volumes have remained steady and consistent with other Municipalities. In 2020, we will maintain the comprehensive recycling program we offer with the additional types of plastics, metals and linens. Together with the support of The City of Maplewood we will maintain these high standards of recycling for the single family and multi-family dwellings. Background 2020-2025 Trash and Yard Waste Collection Contract The new trash and yard waste collection Contract with Republic Services began on January 1, 2020, and ends June 30, 2025. ENR Packet Page Number 45 of 56 Trash and Yard Waste Collection Annual Review The Contract requires that the City schedule an annual meeting with the Contractor. The objectives of the annual meeting include (but are not limited to): • Review Contractor's annual report. • Review Contractor's performance based on feedback from residents to the City's Environmental and Natural Resources Commission, City Council, and City staff. • Review Contractor's recommendations for improvement in the City's trash and yard waste collection program, including enhanced public education and other opportunities as contained within the annual work plan for the upcoming year. • Review City staff recommendations for Contractor's service improvements. • Discuss the Pay as You Throw (PAYT) pricing schedule, including careful review of the actual number of Trash carts by size from the previous Agreement year, Trash cart switches by Trash cart size, and agree upon the details of PAYT price increments for the next Agreement year. (Note: The City and the Contractor will meet annually in August to create a PAYT price schedule for each subsequent year.) • Discuss other opportunities for improvement with the remaining years under the current Agreement. Trash and Yard Waste Collection Five Year Implementation Plan The Contract outlines details for the City and the Contractor to develop an overall implementation plan that identifies all tasks and assignments not yet specified in the Agreement. The implementation plan shall include all future major activities, including (but not limited to): • Means to maintain adequate Trash cart inventory records, including addressing the potential use of the RFID tag cart identification system. • Possible Organic Waste collections. • Details of the PAYT schedule for each future Agreement year. • Improvements in routing (including possible Collection Service Area consolidation or other changes in the day certain schedule and service areas). Trash and Yard Waste Collection Year End Report The Contract outlines requirements of the year end reports as follows: • Trash cart size / Collection service level, including weekly and every other week (EOW). • Total quantities of Trash collected (in tons). • Total quantities of Yard Waste collected (in tons). • Total quantities of Bulky Items collected (in tons or item counts) separated into regular Bulky Item collection and Fall Clean up Campaign collection of Bulky Items. • Revisions to any counts of eligible households served. • Number of Trash cart switches, repairs, replacements, and trash cart purchases needed. • Service log of all resident addresses where education tags were left because of prohibited materials set out for Trash Collection or other forms of non-compliance. • Log of all complaints, including the nature of the complaints, to include the following: names, addresses, and contact numbers of the complainants; the date and time received; the Contractor's response; and the date and time of the response. • National call center details including number of calls, speed to answer, call abandonment, average call handle time. 2 ENR Packet Page Number 46 of 56 • Safety and accident reports. • Residents with walk-up service. • Total number of households served by: o Single-Family Dwellings served. o Dwellings within homeowners' associations (e.g., townhomes, manufactured home, or other planned unit developments). o Route by day. • Customer service improvements based on the net promoter scores. • Gallons of fuel or mileage of vehicles traveled for the City's greenhouse gas assessment. Trash and Yard Waste Yearly Work Plan The Contractor shall submit an annual work plan proposal no later than November 1 for the upcoming calendar year to outline key priorities for system improvements. Items to be included in the annual work plan are any proposed amendments to the "five—year" implementation schedule as outlined above, customer service improvements based on the net promoter scores, household audits (as needed), discussions regarding the feasibility of on call walk up service, and proposed improvements to the Spring Clean Up and Fall Clean Up Campaign. Public education tools shall be itemized and approximate timelines described. Other service improvements may also be included in the annual work plan. The City shall review and approve the work plan during the Annual Performance Review outlined below. The annual work plan shall be incorporated by reference as amendments to this Agreement. Republic Services Annual Review 2019 Trash and Yard Waste Collection Year End Report The Trash and Yard Waste Year End Report (Attachment 1) summarizes implementation strategies taken by Republic Services and the City in 2019 to improve service. The City of Maplewood supplies the trash carts in four different sizes (20, 32, 65, and 95 gallon). Republic Services manages the trash carts. Trash is collected at the curb weekly on one of five day-certain trash routes. Republic Services offers yard waste collection on a subscription basis, and bulky item collection on a per item fee basis. The contract between the City of Maplewood and Republic Services requires that services provided by Republic Services be reviewed annually by the Environmental and Natural Resources Commission and City Council. Sustainable Cart Management No cart management was in place when the City first organized its trash hauling and purchased the trash carts in 2012. In 2016 the City began reinvesting in its cart inventory to ensure an adequate number of carts for the residential trash program. However, there was no formal process in place to determine the number of carts needed yearly. In 2019 Republic Services designed an Excel spreadsheet tool that assists the City with the },- cart purchases. The tool identifies carts in use and in storage. The spreadsheet will include formulas to determine the number and size of carts to purchase :¢s yearly based on the average number of cart exchanges for each size cart and the current number in storage. The new contract also outlines a process and timeline for Republic Services to notify the City of the number and size of carts that need to be purchased yearly. 1 ENR Packet Page Number 50 of 56 Residential Organics Collection Pilot Project Summary The City partnered with the University of Minnesota and Republic Services to conduct a curbside organics collection pilot program in 2018. One hundred and twenty-six (126) households participated in the program. The $rganics households were given counter top compost bins, compostable bags, and educational materials to start their curbside collection of �p organics on September 19, 2018. In 2019 Republic Services summarized the organics pilot project during an Environmental and Natural Resources Commission meeting. Recommendations from the project include: • Strong feedback system to encourage careful source separation. Example - energy usage feedback that households receive comparing their usage to similar neighbors/neighborhoods. • Manufacturers should be encouraged to minimize packaging, make them compostable, or have packaging be easier to separate from food. • Strong interest of study participants to have access to curbside organics recycling. The county and the city should work together to pilot curbside collection programs in the area. • Raise awareness towards the environmental, social, economic, and public health benefits of reducing food waste at home. • Consider the effect on food waste reduction when organics curbside collection programs are available. • Targeted awareness on households with children. • Co-collection is more straightforward and more convenient than other forms of organics separation. • Explore alternative ways to encourage proper source separation —central source separation of materials on behalf of households. Fall Clean Up Campaign *. ARM Republic Services assisted the City with its seventh annual Fall Clean Up Campaign in October 2019. The Campaign offered reduced price curbside bulky item t � ¢ , collection and an educational component focusing on 1 reducing, reusing, and recycling. In 2019, 178 bulky items were collected during the Campaign (refer to the __.. 2019 Maplewood Year-End Trash Service Report - attached). =- ` 2 ENR Packet Page Number 51 of 56 New Trash Hauling Contract Transition In 2019 Republic Services worked with the City of Maplewood to rectify accounts and other details needed for the new trash hauling contract including: • Trash hauling customer names, addresses, e-mails, telephone numbers, trash cart size, and special collection notes. • Yard waste customer names, addresses, e-mails, telephone numbers, and special collection notes. • List of addresses where walk up trash and/or yard waste collection is offered and any special collection notes. • List of customer names, addresses, and dates the customer opted out of the City's trash program. • List of development names and addresses plus individual customer names, addresses, and size of carts for town homes/man ufactured homes that have opted into the City's trash program. Carts a. Sustainable Trash Cart Management Plan: Republic Services will provide monthly reports on the City of Maplewood's trash carts. The reports will include the number and size of trash carts in use and in storage, and the number of trash cart warranties and credits outstanding with the cart manufacturer. Twice a year Republic Services will provide the number and size of trash carts to be ordered by the city to ensure adequate inventory. b. Yard Waste Carts: Republic Services will conduct a yard waste cart audit to determine the number and size of yard waste carts in use. Residents with 65 gallon yard waste carts will be given the opportunity to switch to a 95 gallon yard waste cart per the new trash and yard waste collection contract. 2. Bulky Items a. Fall Clean Up Campaign: Republic Services will assist the City with the annual Fall Clean Up Campaign. The Campaign will allow residents to dispose and recycle bulky items curbside at a 20 percent discount over contracted prices throughout the month of October. Republic Services will work with the City on options for expanding the Campaign. Examples include increased education on reducing, reusing, and recycling; increasing the types of bulky items collected; and allowing residents without trash service through Republic Services (some townhomes and manufactured homes) to participate in the Fall Clean Up Campaign by pre-paying for the bulky item collection. b. Spring Clean Up: As part of the new trash and yard waste collection contract, Republic Services will be assisting the City with its annual Spring Clean Up at no cost. The Spring Clean Up will allow residents to drop off bulky items for disposal and recycling at a discounted price. In 2020, the Spring Clean Up was originally scheduled for Saturday, April 18, 2020, from 8 am to 1 pm at Aldrich Arena (1850 White Bear Avenue). That date was postponed, and is now rescheduled for Saturday, September 12, 2020. 3. Pay As you Throw Schedule: Republic Services will be working with the City to implement the Pay As You Throw pricing schedule (PAYT). City policy provides that the price increments between trash service levels for the total price of collection (including disposal, all taxes, and any City cart fee) increase each year after the first agreement year. The City's PAYT policy goal is for price increments to be at least fifty percent (50%) by agreement year five (1/1/2024 through 12/31/2024). To create the PAYT schedule, the City shall propose adjustments to the trash disposal fee portion of the rates only. The new contract outlines that the City will meet with Republic Services in August each year to create the PAYT price schedule for the next year. 6. City Facilities: As part of the new trash and yard waste collection contract, Republic Services collects trash and organics at City facilities at no cost. Republic Services and the City will identify the number and size of existing trash and organics containers at City facilities. This list will be used to right-size the number and size of containers to ensure adequate collection of trash and organics at City facilities. 7. Community Outreach: Republic Services will work with the City on community outreach opportunities. One opportunity in 2020 is Birthday Patrols. Republic Services could participate with the City's police and fire vehicles in a Birthday Patrol for kids that are homebound and not able to have a normal birthday.
