Do not be critical of council members, staff or others in public. Be respectful of each other's time keeping remarks brief, to the point and non -repetitive. Stat. §13D.05 subd. 3c) Action Requested: ✓ Motion ❑ Discussion ❑ Public Hearing Form of Action: ❑ Resolution ❑ Ordinance ❑ Contract/Agreement ❑ Proclamation Policy Issue: The City of Maplewood has received a purchase offer for the City -owned property at 2501 Londin Lane East. Recommended Action: Before the meeting is closed, the City Council must state on the record the specific grounds permitting the meeting to be closed and describe the subject to be discussed. Therefore, it is recommended the City Council introduce the following motion: Pursuant to Minnesota Statutes Section 13D.05, subd. 3c, I hereby motion to close the regular meeting and go into closed session to consider purchase offers or counter offers for City -owned property located at 2501 Londin Lane East. Fiscal Impact: Is There a Fiscal Impact? ✓ No ❑ Yes, the true or estimated cost is $0. Financing source(s): ❑ Adopted Budget ❑ Budget Modification ❑ New Revenue Source ❑ Use of Reserves ✓ Other: Closing the meeting has no fiscal impact. The potential sale of City -owned property would result in the City receiving funds from the sale. This property has historically been used as a fire station. The fire station went dormant several years ago and the building has largely been used for storage. Most recently the building has been leased for storage of a mobile dental trailer. Minnesota State Statute 13D.05 subd. 3c, allows a public body to close a meeting to consider offers made for property the City has for sale and to develop counter offers. Nearly 75% of the city's general fund budgeted expenditures comes in the form of personnel costs. As such, direct improvements in employee productivity yield the highest return on service to residents. Background: The City used the Gallup Organization's Q-12 Employee Engagement Survey. Gallup has studied survey results from more than 35 million employees around the world. Gallup maintains the world's most comprehensive employee engagement database of its kind and can directly link improved engagement, as measured by the Q12 survey, to increased performance. Workshoop Packet Page Number 3 of 5 E2 Gallup's Q12 survey and management strategies tie directly to increases in: Productivity Profitability — Cost avoidance Employee retention The results show the city is doing a good job engaging employees and they feel a connection to the work. Gallup measures employee engagement on a 1-5 point scale. The City of Maplewood scored a 3.86. The recent report "State of the Global Workplace" indicates that 31 percent of employees in the United States and Canada are engaged in their work. By contrast, the City of Maplewood employee survey results indicated 40 percent of employees are engaged in their work. In addition, employees provided direct feedback to open-ended questions. 1. What is the most important action your immediate supervisor could take to positively impact your engagement? 2. Over the next year, what should management concentrate on to improve our organization as a place to work? 3. What do you feel is the major strength of our organization? Responses were varied; but the following themes emerged: • People are an asset to the organization • Employees are committed to the work • Provide greater access to tools and resources to get the job done • Training and development is strong; and people want more • Continue to seek input and suggestions • Greater involvement • Providing clear information and direction • More communication generally • Communication on important issues in the organization • Employees are motivated by: o Autonomy — freedom to make good decisions o Mastery — the ability to get better o Purpose — connection to a larger goal/mission Next steps include sharing the information with supervisors and managers and developing an employee engagement training and development plan.
