E.NEW BUSINESS 1.Menard Inc., 2280 Maplewood Drive a.Design Review and Lot Division Resolution i.Assistant Community Development Director, Michael Martin gave the report on the Design Review and Lot Division Resolution and answered questions of the board. ii.Applicant, Nicholas Brenner, Menard Inc.,5101 Menard Drive, Eau Claire, Wisconsin, addressed and answered questions of the board. The board had several concerns regarding the presentation of the applicant regarding building elevations, changes in the plans and building products being proposed. January 21, 2020 Community Design Review Board Meeting Minutes 1 The board requested the applicant make substantial architectural improvements to the building, the board prefers the building materials be made of brick and not concrete masonry, show the building variation in all facades, the building should have some articulation to break up the large expanses and long runs of the walls, show more architectural detailing in the base and cornice, board members prefer the green metal panels be improved with a different material, show revised elevations along County Road B and Maplewood Drive. Boardmember Ledvina moved to table the proposal for Menard Inc. for the Design Review and Lot Division Resolution until the next CDRB meeting. Seconded by Boardmember Thompson.Ayes –All The motion to tablepassed. 2.St. John’s Hospital Comprehensive Sign Plan, 1575 Beam Avenue East i.Assistant Community Development Director, Michael Martin gave the report on St. John’s Hospital Comprehensive Sign Plan, 1575 Beam Avenue East. ii.Representing St John’s Hospital, 1575 Beam Avenue, Maplewood, Laura Keithahn, addressed the board. iii.President, Spectrum Sign Systems, Rick Ferraro, 8786 W. 35W Service DriveNE, Blaine, addressed and answered questions of the board. Boardmember Ledvina moved to table the Comprehensive Sign Plan for St. John’s Hospital, 1575 Beam Avenue East to eliminate the cabinet signsand use channel lettering. J.ADJOURNMENT The meeting was adjourned by Chairperson Kempeat7:25 p.m. January 21, 2020 Community Design Review Board Meeting Minutes 3 COMMUNITY DESIGN REVIEW BOARDSTAFF REPORT Meeting Date February 24, 2020 REPORT TO: Melinda Coleman, City Manager REPORT FROM: Jane Adade, Planner PRESENTER: Michael Martin, AICP, Assistant Community Development Director AGENDA ITEM: Comprehensive Sign Plan, St. John’s Hospital, 1575 Beam Avenue Action Requested: Motion Discussion Public Hearing Form of Action: Resolution Ordinance Contract/Agreement Proclamation Policy Issue: Spectrum Signs on behalf of St. John’s Hospital is requesting city approval to amend the comprehensive sign plan for the St. John’s Hospital campus at 1575 Beam Avenue East, as part of a system-wide program. This amendment will replace four (4) existing individual channel lettered wall signs with new individual channel letter sets that combine the name “M Health Fairview” with “St. John’s Hospital”. The Community Design Review Board reviewed this request at its January 21, 2020 meeting and tabled this item until its February meeting directing the applicant to “eliminate the cabinet signs and use channel lettering.” Recommended Action: Motion to approve an amendment to the comprehensive sign plan for the St. John’s Hospital at 1575 Beam Avenue with the following conditions: 1. The design of signs not shown on the plans shall be submitted to staff for approval. Monument Sign: Five monument signs not exceeding 200 square feet and 20 feet in height are allowed. 2. All signs shall follow the approved design and color scheme. Wall Sign: Four wall signs are allowed. Two wall signs not exceeding 300 square feet and 20 feet in height are allowed on the south elevation and two wall signs not exceeding 60 square feet and 5 feet in height are allowed on the northwest elevation. Signs shall comprise of individual channel letters and mounted on raceways. 3. Sign placements shall comply with those shown on the approved site plan. 4. Staff may approve minor changes to this sign plan. Major changes may only be approved by the community design review board. 5. All illuminated signs shall comply with the city’s outdoor lighting requirements. 6. One door sign is allowed. The door sign shall not cover more 20 percent of the door surface. 7. All directional information wall signs shall not exceed 120 square feet and 5 feet in height. 8.All directional freestanding signs with the exception of the emergency directional sign along Hazelwood Street shall not exceed 18 square feet and 6 feet in height. 9. The emergency directional sign along Hazelwood Street shall not exceed 60 square feet and 10 feet in height. Fiscal Impact: Is There a Fiscal Impact?NoYes, the true or estimated cost is $0. The city deemed the applicant’s application complete on December 4, 2019. The initial 60-day review deadline for a decision is February 2, 2020. As stated in Minnesota State Statute 15.99, the city is allowed to take an additional 60 days if necessary to complete the review. The city extended the 60-day deadline to April 2, 2020. Background On July 28, 1998, the city’s design review board approved a comprehensive sign plan for the St. John’s Hospital. On January 9, 2006, staff approved minor revisions to the comprehensive sign plan for St. John’s Hospital. On January 21, 2020, the city’s design review board reviewed changes to the comprehensive sign plan submitted for St. John’s Hospital and tabled the request. Discussion Existing Comprehensive Sign Plan The city’s sign ordinance requires all large campuses consisting of buildings and land of ten or more acres to have an approved comprehensive sign plan. The city’s design review board originally approved a comprehensive sign plan for the St. John’s Hospital at 1575 Beam Avenue on July 28, 1998. On January 9, 2006, staff approved minor revisions to the sign plan which added two 28 square foot wall signs on the south elevation, one new 65 square foot freestanding sign not exceeding 14 feet in height to replace the existing freestanding sign along Kennard Street and a new 141 square foot freestanding sign not to exceed 20 feet high. Proposed Comprehensive Sign Plan Amendment The applicant is seeking approval of a comprehensive sign plan amendment to replace four (4) individual channel letter set wall signs with four (4) new individual channel letter set. The proposed sign layouts, fonts and color scheme reflect a new branding being rolled out at 10 hospitals and 60 primary care clinics including the Southdale Hospital in Edina (photos attached). The applicant appeared before the city’s design board on January 21, 2020 and proposed replacement of the four (4) existing individual lettered wall signs with cabinet signs as shown in the images below. The proposal included four (4) cabinet wall signs ranging from 45 square feet to 300 square feet. The board tabled the request and required the applicant to revise the plans maintaining the wall signs as individual channel letters. The details of the new revision includes: (i) Replacement of the two existing 439.9 square foot individual lettered wall signs on the southeast and southwest elevations with two individual channel lettered wall signs that measures less than 300 square foot signs mounted on raceway. (ii) Replacement of the existing 37.3 square foot individual lettered wall sign on the main entrance with a 54 square foot individual channel lettered wall sign which is 4 feet in height with a 5-inch deep face illuminated logo. (iii) Replacement of the existing 42 square foot individual lettered wall sign on the northwest elevation with a 60 square foot individual channel lettered wall sign measuring 5 feet with a 5-inch deep face illuminated logo. All four signs will be LED face illuminated. The applicant also proposes to remove two (2) directional information signs, and reface and retrofit all existing freestanding signs. In addition, all other wall cabinet signs will be refaced and retrofitted with LED lighting. The city deemed the applicant’s application complete on January 9, 2020. The initial 60-day review deadline for a decision is March 9, 2020. As stated in Minnesota State Statute 15.99, the city is allowed to take an additional 60 days if necessary to complete the review. Background: Menard Inc., is requesting approval to tear down its existing building and build a new207,170- square-footstore in its place. In addition, Menards is proposing to purchase six residential properties to the south of its existing store, remove the houses, and incorporate the land into its new store site. Menard Inc.’s existing site is located at 2280 Maplewood Drive. The six residential properties are located at 1115, 1127, 1133, 1137, 1143 and 1155 County Road B East. Design Review Site Plan The applicant’s revised site plan eliminates the previously proposed access drive from the southwestcorner of the site and the parking spaces along the south property line. In addition, the revised site plan relocates the outdoor warehouse so that it meets the conditions laid out in the previous report. The site plan also indicatesall ordinance-required landscaped buffers adjacent to residential properties are in place. The stormwater pond near the warehouse has been reduced in size and moved to the west. A new stormwaterpond will now be located on the northeast corner of the site which works to set the storage yard entrance further back from Maplewood Drive. The revised site plan addresses the concerns detailed in the January 21, 2020 staff report. Building Elevations At the January 21, 2020 CDRB meeting the following motion has adopted: The board requested the applicant make substantial architectural improvements to the building, the board prefers the building materials be made of brick and not concrete masonry, showthe building variation in all facades, the building should have some articulation to break up the large expanses and long runs of the walls, show more architectural detailing in the base and cornice, board members prefer the green metal panels be improvedwith a different material, show revised elevations along County Road B and Maplewood Drive. As a response to this motion, the applicant’s submitted revised building elevations that now consist of a “mountain red” brick accent wall for the bottom approximately 14 feet of the front, left and rear elevations. Above the brick is an almost three foot “emerald green” metal accent panel that remains on the front elevation but has now also been added to the left and rear elevations. Above the green band remains the tan split face block for another approximate 13 feet. To address the left elevation, which prominently faces Highway 36, the applicant is now proposing brick columns that frame building articulations. There is a discrepancy between the elevations submitted electronically and the hard copies sent in by the applicant. The hard copies show the columns with “sienna” Belgian edgers while the electronic plan shows brick. Staff is making its recommendations based on the plans using the brick material. Also, the proposed placement of the sign helps improve the left elevation. Signage is not approved as part of this review, but because of the size of this site and the proposed signage by the applicant a comprehensive sign plan will be required which will be up for review by the CDRB at a later date. The rear warehouse elevation that faces County Road B East has been reduced in length and for the first six feet of the elevation a “sienna” colored Belgian edger will be utilized. This same material would be used for four columns. The remaining back of the elevation remained concrete block. Asa reminder, city ordinance states that new buildings shall be: “in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly and attractive development contemplated by this article and the city's comprehensive municipal plan;” and, “the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures and colors.” Staff appreciates the architectural additions that have been made to the elevations especially on the left elevation facing Highway 36. Staff also finds the color variations proposed for the main building to be attractive. However, the main sticking point will remain with the use of concrete block on the outward facing elevations of the main and warehouse buildings. This is a significant redevelopment project with the new buildings being very visiblefrom three sides. Staff maintains, and concurs with the CDRB, that the proposed use of concrete block is not appropriate as proposed. Staff will maintain that the applicant be required to replace all concrete block with a brick façade. Staff is also incorporating the CDRB’s direction to have the green metal banding and metal panels from the entrances be replaced with a superior building material. The entrances on the front elevation will also be required to replace the proposed block on the piers with a stone, wood or brick material. Landscaping As discussed earlier in this report, the revised site plan now displays the elimination of a drive and parking on the south property line and increased buffer areas around the proposed warehouse in the southeast corner. Because of this the number of existing trees to remain on site has increased from eight to 81. Also additional trees have been added to the south and east of the proposed warehouse. The number of overall plantings has increased. The most significant aspect of this increase are the addition of 16 Colorado Blue Spruce trees along the south boundary line facing County Road B East. The applicant has submitted landscape renderings for the areas along County Road B East – these have been attached to the report. Parking The applicant’s revised site plan meets the staff condition of providing at least 420 parking spaces. The applicant would provide 421 spaces thus requiring a waiver of 615 spaces. The applicant shall provide the city with a cash escrow or an irrevocable letter of credit for all required exterior improvements. The amount shall be 150 percent of the cost of the work. d.A revised landscaping plan detailingany trees needing to be removed due to grading within the Maplewood Drive right-of-way being replaced by the requirements of the Maplewood City Engineer. e.Revised building elevations with the following revisions: 1.All concrete block proposed on the main building and warehouse is required to be replaced with a brick façade. If any required work is not done, the city may allow temporary occupancy if: a.The city determines that the work is not essential to the public health, safety or welfare. b.The above-required letter of credit or cash escrow is held by the City of Maplewood for all required exterior improvements.
