Do not be critical of council members, staff or others in public. Be respectful of each other's time keeping remarks brief, to the point and non -repetitive. Maplewood's CCC has been working in conjunction with other CCC's and the Minnesota State Demographic Center, which is heading up our state's count. The goals are to promote overall Census awareness, changes for 2020 and outreach among hard to count populations (young children, people living in poverty, communities of color). Maplewood's CCC is focused on these issues to reverse a four -point decline in Census mail back rates during the last Census (88% in 2000 to 84% 2010). The Census count impacts our representation in Congress and federal funding for critical programs, including education and transportation. The commissioners provided feedback to staff and those comments are included in this report. Council can determine if there are changes or improvements to the recruitment and/or interview process. The Commission Appointment Process might be enhanced to recruit minorities or others that better represent the demographic profile of Maplewood. Background: Staff met with all 6 of the City Advisory Boards over the year. This included, Parks and Recreation, Environmental and Natural Resources, Historic Preservation, Housing and Economic Development, Planning Commission and Community Design Review Board. City Council asked staff to seek feedback on the interview process for the Advisory Commissions. Following is a summary of the feedback received: Workshop Packet Page Number 30 of 31 E2 1 -Give the candidates a preview of what will be coming- that they will be at the podium in front of the Council, the cameras will be broadcasting over the internet and public access channel. Tell them that there will be a time limit and the nature of the questions. 2- The Council could take turns bringing in the candidates and to welcome them and wish them well. 3 -Thank the candidates for submitting the application and resume and perhaps make one of the questions more specific to their application. Get to know them a bit better. 4- It might be helpful to have a commissioner sit in on the interviews. Not to vote, but possibly provide input. Perhaps allow a commissioner to ask a question? In the past, Commissioners also interviewed the candidates and recommended finalists to the City Council. 5 -The Commissioner could sit on the side of the dais. Might make it less intimidating. 6- Is it possible to give preference to certain candidates (such as women) to make sure there is a diverse representation on the commissions? 7- Many thought that it is ok to not give too much information to the candidates, such as the questions because appointees need to be able to think quickly. 8- Some thought it might be good to give them one question ahead of time. Perhaps a question relating to the work of the commission they are applying for. 9- Some mentioned that the staff liaison should try and meet with a new commissioner or at least call them to help prepare them for the first meeting and roles and responsibilities. The Chair of the Commission could also play a part in the orientation. No action is required unless the Council would like to discuss for further consideration.
