CALL TO ORDER A meeting of the Environmental and Natural Resources Commission was called to order at 7:04 p.m. by Chair Redmond. 2. ROLL CALL Keith Buttleman, Commissioner Present Joe Gould, Commissioner Present Mollie Miller, Vice Chair Present Candace Okeson, Commissioner Present Ann Palzer, Commissioner Present Ted Redmond, Chair Present Tom Sinn, Commissioner Present Staff Present Shann Finwall, Environmental Planner 3. APPROVAL OF AGENDA Commissioner Buttleman moved to approve the agenda as submitted. Seconded by Commissioner Miller. Ayes – All The motion passed. 4. APPROVAL OF MINUTES Commissioner Palzer moved to approve the March 18, 2019, Environmental and Natural Resources Commission meeting minutes as submitted. Seconded by Commissioner Miller. Ayes – Chair Redmond, Commissioner’s Buttleman, Gould, Miller, Palzer, & Sinn Abstention – Commissioner Okeson The motion passed. 5. NEW BUSINESS a. New Member Orientation i. Environmental Planner, Shann Finwall gave the report on the new member orientation to the commission. Staff welcomed the newest commission member Joe Gould. No action was required. April 15, 2019 1 Environmental and Natural Resources Commission Meeting Minutes 6. UNFINISHED BUSINESS a. Maplewood Residential Curbside Trash and Recycling Request for Proposals. i. Environmental Planner, Shann Finwall gave the report on the Maplewood Residential Curbside Trash and Recycling Request for Proposals and answered questions of the commission. The Commission gave the following feedback on the RFP:  Pay As You Throw: Ensure the Pay As You Throw pricing structure is equitable and achieves the goal of reducing waste and increasing recycling.  Purchase of Recycling Carts: New recycling carts should include recycled content, similar to the trash carts which are manufactured with 50 percent post-consumer waste.  Recycling: Ensure the City collects the same or more materials under in the new recycling contract.  Recycling Cart Size: The City should maintain the current option of offering any size recycling cart for one fee, no added cost for larger recycling carts.  Annual Report: The City should continue to require annual reports for the trash and recycling programs. The reports should include total fuel used by type to assist the City with its greenhouse gas emission reductions and include the final disposition by volume of recycling (residual rate).  Collection Zones: RFP respondents will have the option to propose changes to the collection zone map and collection days schedule to Monday through Thursday if this option will provide better value to City residents. Better value should be defined as cost and environmental impact.  Fuel Use: Proposals should include the estimated fuel use by type per year.  Revenue: The City should consider setting aside a small amount of revenue from the trash and recycling to fund improvements to the program and other sustainability initiatives. No action was required. 7. VISITOR PRESENTATIONS None present. 8. COMMISSION PRESENTATIONS a. Commissioner Buttleman discussed attending the Environmental Commissioner Conference in Bloomington on April 13, 2019. Commissioners from cities across the state were in attendance. Commissioner Buttleman presented the City of Maplewood’s outreach for the Re-Energize Maplewood! energy programs. 9. STAFF PRESENTATIONS a. Maplewood Spring Clean Up – Saturday, May 11, 2019, Aldrich Arena, 8 am to 1 p.m. b. Waterfest – Saturday, June 1, 2019, 11 a.m. to 4 p.m., Lake Phalen, St. Paul. c. Maplewood Nature Center Programs. The Commission announced upcoming Nature Center programs. For more information visit www.maplewoodnaturecenter.com. 10.
