i.Assistant Community Development Director, Michael Martin gave the report on the Design

Review of the Townhome Buildings within Towns of New Century 3Addition, New
Century Boulevard and answered questions of the board.
ii.Scott Hintermeister, Custom One Homes, 652 Bielenberg Drive, Suite 103, Woodbury,
addressed and answered questions of the board.
Boardmember Shankarmoved to approvethe design plans date-stamped June 3, 2019, for 12

townhomes built within three buildings within Towns of New Century 3Addition, New Century
Boulevard. Approval is subject to the applicant doing the following:
1.Repeat this review in two years if the city has not issued a building permit for this project.
2.All requirements of the fire marshal and building official must be met.
3.Before getting a buildingpermit for the townhomes, the property owner shall:
a.Submit a site plan for staff approval showing that:
i.Detailed locations of each unitwithinthe parcel.
ii.The townhomes are set back to comply with the city council’s direction in the PUD
approval.
b.Submit a landscape plan for staff approval for the new buildings showing that:
i.Landscaping is consistent with existing buildings as approved by the CDRB on
May 23, 2000.
ii.Deciduous, over-story trees must be 2½ inches in caliper, balled and burlapped.
c.Revise the building elevations to include material colors
4.Submit the grading, drainage, utility and erosion control plans to the city engineer for
approval.
5.Obtain approval of the water main layout by the St. Paul Regional Water Board. The
applicant should also provide any utility easements that may be required.
6.Provide any fire hydrants on the plans as may be required by the Maplewood Fire Marshal.
7.All parking areas and drives must have continuous concrete curbing.
8.All landscaped areas shall be sodded, except for areas that would have landscape mulch. All
damaged boulevards must be sodded.
9.All landscaped areas shall have an automatic in-ground irrigation system.
10.If any required work is not done, the city may allow temporary occupancy if:

a.The city determines that the work is not essential to the public health, safety or welfare.
b.The above-required letter of credit or cash escrow is held by the City of Maplewood for all
required exterior improvements. The owner or contractor shall complete any unfinished
exterior improvements by June 1 of the following year if occupancy of the building is in the
fall or winter or within six weeks of occupancy of the building if occupancy is in the spring
or summer.
11.All work shall follow the approved plans. The director of community development may
approve minor changes.

Policy Issue:
Peter Leahyof LSEArchitects, on behalf of ISD 623, is seeking approval for a building addition at
Harambee Elementary School which is located at 30 County Road B East.This project will consist
of a new main entrance vestibule in the center of the building and a 9,228 square footbuilding
addition which will serve as space for new classrooms. In order to proceed with this project the
applicant needs to receive design review approval.
Recommended Motion:
Motionto approve the design plansdate-stamped August 13, 2019for the building addition at
Harambee Elementary School located at 30 County Road B East. Approval is subject to the
applicant doing the following:
1.Repeatthis review in two years if the city has not issued a building permit for this project.
2.All requirements of the fire marshal and building official must be met.
3.The city engineer requires that a grading and erosion control permit is applied for and issued
for allland disturbance and site grading associated with the project.
4.The applicant is required to meet the city’s tree preservation ordinance. Before a building
permit is issued, the applicant must submit for staff approval a landscape plan that details
trees to be removed and location of replacement trees.
5.Prior to the issuance of a building permit, the applicant shall provide the city with cash
escrow or an irrevocable letter of credit in the amount of 150 percent of the cost ofthe
exterior landscaping, including the rain garden.
6.Prior to the issuance of a building or grading permit, the applicant must receive approval
from the watershed district for this project.
7.The applicant shall complete the following before occupying the building:
a.Replace any property irons removed because of this construction.
b.Provide continuous concrete curb and gutter around the parking lot and driveways.
c.Install all required landscaping and an in-ground lawn irrigation system for all
landscaped areas.
d.Install all required outdoor lighting.
e.Install all required sidewalks.
8.If any required work is not done, the city may allow temporary occupancy if:
a.The city determines that the work is not essential to the public health, safety or welfare.

The city deemed the applicant’s application complete on August 13, 2019. The initial 60-day review
deadline for a decision is October 12, 2019. As stated in Minnesota State Statute 15.99, the city is
allowed to take an additional 60 days if necessary to complete the review.
Background
Site Plan
The applicant is proposing a 9,228 square foot addition to the northeast corner of the existing
building. The building addition will require the shifting of an existing rain garden and drive lane
further north and the elimination of24 parking spaces.The applicant is working with the watershed
district to ensure the new rain garden is fully restored. This project will also require the applicant to
meet all of the city’s stormwater management requirements. The parking lot that is losing the 24
spaces is typically not used on a day-to-day basis. The property will still have 149 parking spaces
throughout the site, exceeding code requirements.
Architectural
For the building addition, the applicant is proposing touse face brick,metal coping and metal
panels. The face brick and metal coping willmatch the materials and color of the existing building.
The proposed metal panels would be a new material introduced to the building but would match the
color of the existing EIFS surface of the existing building.
Landscaping
The project will cause for the removal of four trees from the site. The number of trees being
removed is less than 20 percent of the number of trees on site meaning the applicant is required to
replace the trees on a one-to-one basis. Before any permits are issued, the applicant will be
required to submit a landscaping plan to the city showing where at least four new trees will be
planted. The applicant’s plans do show new shrubs being added to the remodeled front entrance
and on the west side of the building addition.

Demonstrate compliance with all the requirements of the 2012 Minnesota Energy Code Chapter
1323 Section C401.2. Mixing 2012 IECC provisions and ASHRAE Standard 90.1 to obtain
compliance is not an option. The following forms must be completed as submittals.

Special inspections required as per 2012 IBC Chapter 17. Complete supporting special inspection
schedule document and submit with plans.
Plumbing plans shall be submitted to the StatePlumbing Department for approval prior to the
issuance of a plumbing permit. St Paul water requires permits for water piping. Maplewood requires
permit for drain waste and vent.
Permits are required for building, plumbing, mechanical, electrical, health,fire alarm, and sprinklers.
Provide two sets of stamped and signed plans and one digital set.
