A. CALL TO ORDER
A meeting of the Commission was held in the City Hall Council Chambers and was called to order at 7:02 p.m. by Chairperson Danielson. B. ROLL CALL

Commissioner Brandt moved to approve the agenda as submitted.
Seconded by Commissioner Denny Ayes - All

D. APPROVAL OF MINUTES
1. Approval of the December 9, 2014 HRC Minutes
Commissioner Brandt moved to approve the December 9, 2014 HRC Minutes as
submitted.
Seconded by Commissioner Garza Ayes – All
The motion passed.
E. NEW BUSINESS 1. Community Listening Session: Police Accountability and Public Safety Chair Danielson gave an introduction to the Community Listening Session and thanked
everyone for attending. He then asked the panel to introduce themselves and give a short bio of their background.

Shawn Moore, Assistant Director of Service Learning and Civic Engagement, Bethel University; Chief Paul Schnell, Maplewood Police Department; and Jason Sole, Author,
assistant professor School of Law Enforcement and Criminal Justice, Metropolitan State
University introduced themselves and give a short bio of their background.
Martha Varela, Youth Development Professional, Community Advocate was delayed so Commissioner Garza gave background information about her.
Chair Danielson requested each panelist to give a five minute opening about their thoughts on police accountability and public safety.
Martha Varela arrived and introduced herself and gave a short bio of her background.
The panel engaged in conversation about the topic and the passion that brought them to
the Community Listening Session and answered questions submitted by the audience.
Chair Danielson requested each panelist take a couple of minutes and give closing
statements and a possible solution.
2. Human Rights in the News – Review/Update on Upcoming Forums/Reports on Forums or Meetings Attended or Other Related HR Issues (No Report)
Commissioner Deeny reported the following two items that will be before the Legislature for consideration this year:
Minnesota Olmstead Plan providing services in the most integrated setting for individuals with disabilities and there is going to be significant discussion about
the rights of people with disabilities to live and work in the least restrictive environment.
Restore the Vote - Minnesota is making a push for felons living in the community to have their voting rights restored.
Commissioner Belladonna-Carrera referred people to the Immigration Law Center of Minnesota located in St. Paul to obtain information on the Executive Orders on
Immigration from President Obama.
F. UNFINISHED BUSINESS
1. Discussion on Student Video Essay Contest (No Report)
Commissioner Deeny suggested public view the video on the Department of Human Rights website to get an idea of what the Commission is trying to replicate for their
