A. CALL TO ORDER
A meeting of the Commission was held in the City Hall Council Chambers and was called to order
at 7:05 PM by Chairperson Deeny.

C. APPROVAL OF AGENDA
Commissioner Soeun moved to approve the agenda as submitted.
Seconded by Garza. Ayes - All
The motion passed.
D. APPROVAL OF MINUTES
1. Approval of the November 2, 2015 HRC Minutes
Commissioner Garza moved to approve the November 2, 2015 HRC Minutes as submitted.
Seconded by Soeun. Ayes – All
The motion passed.
E. NEW BUSINESS
1. Human Rights in the News – Review/Update on Upcoming Forums/Reports on
Forums or Meetings Attended or Other Related HR Issues (This item is on the
agenda to give the Commissioners an opportunity to announce upcoming meetings
or give a report on meetings or forums that they have attended)
None.

F. UNFINISHED BUSINESS
1. Public input on Maplewood Police Department policy on immigration matters.
Chief Schnell gave a summary about the matter. Chief Schnell read the proposed policy.
Chief Schnell answered questions of the commission.
Chairperson Deeny opened for public comments. The following people spoke:
1. Pablo Tapia, co-founder for La Asamblea de Derechos Civiles de Minnesota
2. Agustin Huerta, Minneapolis resident
3. Antonia Alvarez, Saint Anthony resident
4. Maria Cisneros, Minneapolis resident
5. Yingya Vang, Saint Paul resident
6. Suchann Yang, Maplewood resident
7. Karen Islas, Saint Paul resident
8. Tim Kinley, Maplewood resident
9. Bob Zick, Inside Insight News Hour
10. Joann Ward, State Representative District 53A
11. Julio Martinez, Mexican Consulate in Minnesota
12. Anita Davis, Minneapolis resident
13. Anne LeDuc, North Saint Paul resident
Commissioner Garza moved to approve support of police department proposed policy regarding
authority in immigration matters.
Seconded by Soeun. Ayes – All
The motion passed.
2. Update on St. Paul Foundation Racial Equity Grant project.
Chief Schnell provided an update on status of progress with Wilder Foundation.
