The townhome lots have already been approved and platted but because it has been more than two years since the townhome buildings were originally approved, the applicant is required to go back to the city’s Community Design Review Board to have the design of the townhome buildings approved. Recommended Motion: Motion to approve the design plans date-stamped June 3, 2019 for 12 townhomes built within three buildings within Towns of New Century 3rd Addition, New Century Boulevard. Approval is subject to the applicant doing the following: 1. Repeat this review in two years if the city has not issued a building permit for this project. 2. All requirements of the fire marshal and building official must be met. 3. Before getting a building permit for the town homes, the property owner shall: a. Submit a site plan for staff approval showing that: i. Detailed locations of each until within the parcel. ii. The town homes are set back to comply with the city council's direction in the PUD approval. b. Submit a landscape plan for staff approval for the new buildings showing that: i. Landscaping is consistent with existing buildings as approved by the CDRB on May 23, 2000. ii. Deciduous, over-story trees must be 2 ½ inches in caliper, balled and burlapped. c. Revise the building elevations to include material colors that match the existing buildings. 4. Submit the grading, drainage, utility and erosion control plans to the city engineer for approval. 5. Obtain approval of the water main layout by the St. Paul Regional Water Board. The applicant also provide any utility easements that may be required. 6. Provide any fire hydrants on the plans as may be required by the Maplewood Fire Marshal. 7. All parking areas and drives must have continuous concrete curbing. 8. All landscaped areas shall be sodded, except for areas that would have landscape mulch. All damaged boulevards must be sodded. 9. All landscaped areas shall have an automatic in-ground irrigation system. 10. If any required work is not done, the city may allow temporary occupancy if: a. The city determines that the work is not essential to the public health, safety or welfare. b. The above-required letter of credit or cash escrow is held by the City of Maplewood for all required exterior improvements. The owner or contractor shall complete any unfinished exterior improvements by June 1 of the following year if occupancy of the building is in the fall or winter or within six weeks of occupancy of the building if occupancy is in the spring or summer. 11. All work shall follow the approved plans. The director of community development may approve minor changes. Fiscal Impact: Is There a Fiscal Impact? No Yes, the true or estimated cost is $0. The city deemed the applicant’s application complete on June 3, 2019. The initial 60-day review deadline for a decision is August 2, 2019. As stated in Minnesota State Statute 15.99, the city is allowed to take an additional 60 days if necessary to complete the review. Background Site Plan and Building Elevations The applicant is proposing to build 12 townhomes within three buildings on vacant lots within the Townhome Buildings within Towns of New Century 3rd Addition. The lots for these townhomes were approved in 2004. Most of the units from the 2004 approval have been built. The applicant’s three proposed buildings will be consistent in design with the existing townhome buildings. The applicant is intending to have the new building materials match the colors of the existing townhome buildings in New Century. Staff is recommending the applicant be required to submit revised building elevations that include the colors of the materials to ensure consistency between the buildings. Also, the applicant should be required to submit a landscaping plan to staff to ensure adequate landscaping is including with each new building. The landscape plan should be consistent with the plans that were approved for all townhomes in New Century in 2000. Background On July 12, 1999, the city council made several approvals for the New Century Planned Unit Development. These included changes to the comprehensive plan, a conditional use permit (CUP) for a planned unit development (PUD) for a 178-unit housing development and street right-of-way and easement vacations. On January 24, 2000, the city council approved the first final plat for the New Century development. This final plat created 80 lots for houses, 3 outlots for open space and one outlot for future phases of the development (including the townhomes). On May 23, 2000, the community design review board (CDRB) approved the project plans for the New Century Townhomes. This approval was for the site, building and landscape plans and was subject to eight conditions. On August 14, 2000, the city council approved the Towns of New Century final plat. This plat created the first 30 town house lots in the New Century PUD. On July 22, 2002, the city council approved the Towns of New Century Second Addition final plat. This plat created 22 lots for town houses in the New Century PUD. On June 8, 2004, the city council approved the Towns of New Century Third Addition final plat. This plat created 29 lots for town houses in the New Century PUD. The developer, however, never recorded the approved final plat with Ramsey County.
