THIS PAGE IS INTENTIONALLY LEFT BLANK E1 CITY COUNCIL WORKSHOP STAFF REPORT Meeting Date May 28, 2019 Melinda Coleman, City Manager REPORT TO: REPORT FROM: Michael Martin, Assistant Community Development Director Jeff Thomson, Community Development Director PRESENTER:Jeff Thomson, Community Development Director AGENDA ITEM: TIF Management Plan and Development Projects Discussion Action Requested: Motion Discussion Public Hearing Form of Action: Resolution Ordinance Contract/Agreement Proclamation Policy Issue: At the May 28 City Council Workshop, Jason Aarsvold, from Ehlers, the city’s financial consultant, will lead a discussion on Tax Increment Financing (TIF). This discussion will include an overview of the use of TIF and the status of the city’s existing TIF districts. Staff will also update council on two projects that will be looking to use TIF towards redevelopment projects. Recommended Action: No formal action is required or requested. Fiscal Impact: Is There a Fiscal Impact? No Yes, the true or estimated cost is $0.00 Financing source(s): Adopted Budget Budget Modification New Revenue Source Use of Reserves Other: N/A Strategic Plan Relevance: Financial Sustainability Integrated Communication Targeted Redevelopment Operational Effectiveness Community Inclusiveness Infrastructure & Asset Mgmt. TIF is an economic development tool for cities to preserve and grow their local economies. Background Maplewood currently has nine active TIF districts, capturing 2.7 percent of the city’s tax base. Ehler’s is developing a TIF management plan for Maplewood, which will be a tool staff and council can use to assess the performance of existing districts and what resources are available when considering future financial requests.
