Owner, Merna Ornstein of Imaginality Designs, 6182 Olson Memorial Hwy, Golden Valley, addressed and answered questions of the board. Boardmember Ledvina moved to approve a comprehensive sign plan for the Maple Pond Homes at 1854 Beebe Road North with the following conditions: 1. Monument Sign: One monument sign not exceeding 45 square feet is allowed along Beebe Road. The sign shall observe a 10-foot minimum setback from the property line. 2. Wall Sign: One wall sign not exceeding 24 square feet is allowed. February 19, 2019 Community Design Review Board Meeting Minutes 1 3. Directional Signs: Directional signs not exceeding 14 square feet and 6 feet in height are allowed. 4. This amendment will increase the overall signage from two wall signs to six wall signs, to allow two new tenants to advertise their businesses. Recommended Action: Motion to approve an amendment to the comprehensive sign plan for the HealthEast Spine Center at Birch Run Station with the following conditions: 1. Install ene two 93-square foot wall signs on the north elevation. 2. Install eee two 93-square foot wall signs on the south elevation. 3. Install two 93-square foot wall signs on the east elevation. 4. Install one door sign on the east elevation to cover no more than 20 percent of the door surface. 5. Install a 150-square foot free standing monument sign along the Beam Avenue frontage. This sign would identify the HealthEast Spine Clinic at the top of this sign with space for additional tenants below. The city deemed the applicant's application complete on February 26, 2019. The initial 60-day review deadline for a decision is April 27, 2019. As stated in Minnesota State Statute 15.99, the city is allowed to take an additional 60 days if necessary to complete the review. Background On November 8, 1993, the city approved comprehensive sign plan for the Birch Run Station. The 720-square foot "W shaped pylon sign on Southlawn Drive was approved at this meeting. On June 26, 2012, the city approved a sign plan for the HealthEast Spine Center at the Birch Run Station. Discussion The applicant is requesting city approval to amend the comprehensive sign plan for the HealthEast Spine Center, to allow four additional wall signs on the building. The city approved a comprehensive sign plan for the HealthEast Spine Center at the Birch Run Station on June 26, 2012, allowing two 93-square foot wall signs on the north and south elevations, and a 150-square foot monument sign along Beam Avenue. The applicant is proposing four additional wall signs for two new tenants in the building —two 93-square foot wall signs on the east elevations, one 93-square foot wall sign on the north elevation, and another 93-square foot wall sign on the south elevation. In addition, one of the two new tenants is proposing a digital graphic on the door on the east elevation. Staff feels that four additional wall signs for new tenants is reasonable and would allow the new businesses to be identified. Architectural One of the two new tenants is Renew Anchored Dentures who are proposing two wall signs —two 93-square foot wall signs on the east and south elevations. The two signs proposed by this tenant will be designed with white channel letters to match the existing HealthEast Spine wall signs, and be face-lit. Renew Anchored Dentures is also proposing one door sign on the east elevation. The door sign will be a digitally printed vinyl graphic and cover no more than 20 percent of the door surface. Boardmember Lamers moved to approve the sign plans date-stamped June 11, 2012, for the HealthEast Spine Clinic and the sign plan changes at Birch Run Station as follows: (changes to the motion are in bold and underlined). HealthEast Spine Clinic The following signs are allowed: • A 93-square-foot wall sign on the north elevation. • A 93-square-foot wall sign on the south elevation. • A 150-square-foot free standing monument sign along the Beam Avenue frontage. This sign would identify the HealthEast Spine Clinic at the top of this sign with space for four additional tenants below. The spaces for the four additional tenant signs may be used for tenants of Birch Run Station or the new HealthEast building. • The proposed sign panels on the monument sign may identify tenants in the HealthEast Spine Clinic or tenants in the main shopping center building. They may not identify any of the existing outlot developments which have their own freestanding signs. • Staff may approve minor changes. The base for the M3 sign shall be raised to a corresponding height with the existing EX2 pylon sign along Beam Avenue. Birch Run Station Revised Sign Criteria The following signs are allowed (additions are underlined and deletions are crossed out): Attachment 3 • As allowed by the city council on November 8, 1993, the 70-foot-tall, 720- square-foot, W shaped pylon sign is allowed at the Southlawn Drive entrance to Birch Run Station. The applicant is proposing a sign plan amendment that will allow individual tenants at the St. Paul Business Center, both West and East locations, to use full color art rather than the generic blue and white graphics that the current sign plan allows. Recommended Action: Motion to approve an amendment to the comprehensive sign plan for St. Paul Business Center West and East with the following conditions: 1. All wall signs shall have cabinets that fit closely within the recessed canopy opening located above the tenant entry doors. 2. The ordinance requires that no outdoor light produce undue glare onto adjacent properties or public right-of-ways. If complaints or concerns are received by the city regarding internally illuminated cabinet wall signs, city staff may require that the signs be extinguished by 10 p.m. 5. The changeover from the old style of wall sign to the umipated LED lighted cabinet wall signs requires a sign permit. 6. Upon removal of signs, holes must be patched unless a new tenant sign will be installed immediately. 7. All freestanding signs shall comply with the city's sign and lighting ordinances. 8. Background On February 2, 1981, the city approved a Conditional Use Permit for a PUD for St. Paul Business Center West. On June 11, 1984, the city council approved a Conditional Use Permit for a PUD for St. Paul Business Center East. On May 14, 1985, the city approved a comprehensive sign plan for St. Paul Business Center. On March 5, 2002, city staff approved an amendment to the sign plan for the St. Paul Business Center. Discussion The city approved a comprehensive sign plan for the St. Paul Business Center in 1985, to allow 5 feet by 8 feet signs for single-unit signs, and 5 feet by 18 feet for double-unit signs. In 2002, staff approved an amendment to the sign plan increasing the wall sign size to 19 feet 3'/2 inches wide by 5 feet 11 inches high for single-unit tenants, and 8 feet wide by 5 feet 6 inches high for double-unit tenants. The revised sign plan also required that all the cabinet signs have a blue copy with a white background with an exception to "special" tenants as specified by the St. Paul Business Center East owner. The applicant is proposing to eliminate the language "all cabinet wall signs shall have white copy with a blue background" from the sign plan, in order to allow individual tenants to use full color art rather than the generic blue and white graphics, and to replace the fluorescent lighting with LED lamping. The applicant proposes to retrofit 45 wall walls signs—27 at the west location and 18 at the east location, and the freestanding sign and replace the fluorescent lighting with LED lamping to save energy. There are no proposed changes to sign sizes and quantity. Architectural One of the tenants at the St. Paul Business Center East is AdvancedTek and they are proposing to replace the current 63.5 inches high by 202 inches wide fluorescent lighted wall sign, with same sized cabinet sign with LED lamping as shown in the plans attached. The plans also show sample signs for other tenants with translucent grey backgrounds, full color with tenant graphics and logos. The new signs are attractively designed and will give the buildings a facelift. In addition, the change of lighting from florescent to LED will save energy. APPROVAL OF MINUTES No action taken IV, APPROVAL OF AGENDA Secretary Ekstrand said item 6 C "Suburban Auto Body" has withdrew their application. Board Member Peterson moved approval of the agenda as amended. Board Member Deans seconded Ayes--all V. UNFINISHED BUSINESS A. St Paul Business Center East--SiRn Plan t Don Bachmeier, 235 E. Roselawn Avenue, was present at the meeting. He said he had no objection to the staff recommendations. 1 Board Member Juker arrived at the meeting at 7:06 p.m. Board Member Juker asked if the signs would be lit. Mr. Bachmeier said they intend to "goose neck" with a nonfluorescent fixture. They can be adjusted to prevent any glaring. They try to do the work so the c5z, building looks good. Some tenants elect to have the lighting, others do not. They w would agree to the glare from the lighting of the signs being kept in control at all times. He indicated they would like to install site signs along the north and south property lines along the front and and then one r where the property curves along Sloan Place.. similar in style to the sign located west of Highway 35E. Chairman Moe said he felt the staff could review the design of the free— standing signs. Attachment 4 Secretary Ekstrand said the code permits two signs, the board can approve more as long as a comprehensive sign plan is being reviewed at this time. Mr. Bachmeier indicated he would accept three signs as 'a limitation, one would be for identification of a major tenant. He would not ask for additional signs for other tenants. Board Member Peterson moved the board approve the following sign criteria for wall-mounted signs at the St Paul Business Center East: 1. All signs shall be positioned six inches from the outside edge of the sign canopies and centered horizontally. 2. Signs shall not exceed five by eight feet for single-unit signs and five by eighteen feet for double-unit signs. 3. All corners shall have a one-foot diameter radius. 4. Upon removal of signs, holes must be patched unless a new tenant sign will be going up immediately. 5. Undue glare to be kept in control on all overhead sign lighting. 6. Site signs shall not exceed three signs and are subject to staff approval. Board Member Juker seconded Ayes--all. VI. DESIGN REVIEW A. Schwartz Double Dwelling--Beam Avenue William Schwartz was present at the meeting and presented some covenants he is placing on the property. He said he will have to fill somewhat to prevent ponding on the lot. He indicated he will be saving as many of the trees as he can. Board Member Juker asked if the filling of the lot will be inspected by the city. Secretary Ekstrand said it will be monitored by the engineering department. Chairman Moe asked if there was anyone present who wished to comment. Ray Rossbach, lives to the east of the site, said he has no concern with the building going in, is concerned with the water situation on the east cornerof the property, this is a problem that the city created by cutting off the natural drainage when the tennis courts were installed. A comprehensive sign plan was approved for the St.Paul Business Center East in 1985 (enclosed). Mr.Bachmeier,owner of the St.Paul Business Center,has proposed a complete wall sign changeover for the St.Paul Business Center. He has stated that all wall signs would be v internally illuminated cabinets and recessed.in the existing sign canopies. — The city's community design review board must approve amendments to.comprehensive c sign plans. In this instance,however,the proposed sign dimensions and number of.signs f are staying the same. To address this lr� concern,city staff initially considered adding a condition to the comprehensive sign plan that required all sign lights be extinguished by 10 p.m.,After inspection of the site and �} recognizing that the residential properties are a distance from the St.Paul Business 3 Center, staff is amenable to seeing how the sign lights affect neighbors before requiring the 10 p.m.turn-off time. Upon removal of signs,holes must be patched unless a new tenant sign will be . installed immediately. The original comprehensive sign plan also indicated that the site could not exceed three freestanding signs. Since that time,three freestanding signs have been installed. These signs can remain as is or be refaced without the need for a permit. However, once major alternations are made to a sign,the freestanding sign must comply with the city's sign ordinance.
