gave the presentation on the Design Review of the Wakefield Community Building at 1725
Prosperity Road North and answered questions of the board.

Boardmember Ledvinamoved to approvethe plans date-stamped January 31, 2018, for the
Wakefield Park Community Building. Approval is subject to the applicant complying with the
following conditions:
1.This approval is good for two years. After two years, the design-review process shall be
repeated if the developer has not begun construction.
2.All requirements of the fire marshal and building official must be met.
3.The applicants shall comply with all requirements of the Maplewood Engineering Report from
Jon Jarosch, dated February 13, 2018.
4.The applicants shall comply with all requirements of the Maplewood Engineering Report from
Shann Finwall, dated February 12, 2018.
5.If a trash dumpster is to be kept outside, build an enclosure for any outside trash containers
for this facility (ordinance requirement). The enclosures must be 100 percent opaque, match
the color of the building and have a closeable gate that extends to the ground.
6.All work shall follow the approved plans. The director of environmental and economic
development may approve minor changes.

6.NEW BUSINESS
a.Rice –Larpenteur Gateway Area Vision Plan Review
i.Economic Development Coordinator, Michael Martin gave the report on the Rice
Larpenteur Gateway Area Vision Plan and answered questions of the board.
The next step will be in April 2018 when the City Council will review and adopt the comprehensive
plan for the Rice-Larpenteur Vision Plan Addendum and Land Use Change From Commercial to
Mixed Use.
No action was needed.
b.Election of Officers (No Report)
i.Economic Development Coordinator, Michael Martin discussed the Election of Officers.

Water Services Lime Sludge Storage Tank, 1900 Rice Street
Introduction
St.Paul Regional Water Services (SPRWS) is proposing to build a 341,000 gallon
storage/holding tank for lime sludge at their main campus at 1900 Rice Street.Lime sludge is a
by-product waste from their potable water treatment process. The tank is 42 feet in diameter
and 33 feet high. The tank is needed to replace an old steel tank that has corroded over the
years from holding lime sludge. The new tank will not change the existing use of the site. To
construct the new tank, SPRWS requires an amendment to their conditional use permit for a
public use and design review.
Request
Construction of the lime sludge storage tank will require aconditional use permit for a public use
and design reviewfor the exterior improvements.
Background
December 15, 1988: The city council approved a CUP for SPRWS to construct a clear-water
pond west of Sylvan Street and north of Larpenteur Avenue.
June 10, 1996: The city council approved a CUP and design plans for the expansion of the
solids dewatering facility.
August 11, 1997: The city council approved a CUP and design plans for the construction of two
building additions and a new building at the water treatment plant.
December 10, 2001: The city council approved a CUP and design plans for the expansion and
renovation of the water treatment plant.
June 23, 2003: The city council approved a CUP and design plans for the construction of three
new buildings on the water services campus.
Discussion
Conditional Use Permit Revision
Maplewood City Code allows for public uses with a CUP in any zoning district. St. Paul
Regional Water Services is a public use whose mission is to provide reliable, quality water and
services at a reasonable costto the City of St. Paul and neighboring communities.
The byproduct of the water treatment process is a sludge material. The sludge is stored in a
tank to settle. From there it is filtered and pressed to capture the lime. The lime is hauled to
farm fields as part of an agricultural process. The remaining watery sludge is brought to the
Sandy Lake sludge field located in Maplewood. The Sandy Lake site is permitted by the
Minnesota Pollution Control Agency.
There is an existing lime sludge holding tank on the SPRWS facility at 1900 Rice Street. A
second tank is required to keep up with the capacity of the water treatment byproduct.
Construction of the second lime sludge storage tank will require a CUPfor the expansion of a
public use.
Design Review
Tank Design
The lime sludge storage tank will be 42 feet in diameter and 33 feet in height. It will be
constructed in the middle of the SPRWS’ site, just to the east of the existing tank. This location
is approximately 350 feet from the residential properties to theeast. The location is hidden from
the street and adjacent properties by the existing grades and trees. The exterior materials of
the tank will consist of glass-fused steel panels that arepainted cobaltblue to match the existing
tank.
Tree Removal and Landscaping
The attached environmental review describes the tree removal and replacement requirements.
In summary, there are 19 significant trees being removed and 19 trees being replaced on the
site.
Department Comments
Jason Brash, Building Official:
1.Provide three sets of signed stamped rolled plans and a digital PDF with permit
application.
2.All commercial building contractors doing work in Maplewood must be licensed by the
City of Maplewood. Also, all plumbing, heating, gas, excavating, sewer, masonry, etc
contractors must be licensed by the City of Maplewood. For specific licensing questions
please call 651-249-2300.
3.Build per 2012 IBC, 2012 IMC, 2012 IFGC, 2014 NEC, 2012 Minnesota State Plumbing
Code, 2015 Minnesota State Fire Code, MN 2015 Accessibility code, and 2015
Minnesota Building Code.
4.Special inspections required as per 2012 IBC Chapter 17. Complete supporting special
inspection schedule document and submit with application.
5.Submit plans to the Metropolitan Council for SAC determination(651-602-1113).
Confirm all plans with John DuCharme, Engineering Technician, Maplewood
Engineering Department (651-249-2411).metrocouncil.org
6.Plumbing plans shall be submitted to the State of Minnesota for approval prior to the
issuance of a plumbing permit(651-284-5063). Approval shall be submitted to
Maplewood.
7.Separate permits are required for building, plumbing, mechanical, electrical, health, fire
alarm, and sprinklers.
Jon Jarosch, Assistant City Engineer: Project will require a grading permit from the Maplewood
Engineering Department.

Recommendations
A.Approve the design plans date-stamped February 16, 2018, for the lime sludge storage

4.The applicant shall comply with the conditions noted in the environmental report
by Shann Finwall dated April 9, 2018.
5.The applicant shall provide an irrevocable letter of credit or cash escrow in the
amount of 150 percent of the cost of installing the landscaping before getting a
building permit.

3.The applicant shall obtain a grading permit for the project.
4.The applicant shall obtain a building permit for the project.
5.The applicant shall comply with the conditions noted in the environmental report
by Shann Finwall dated April 9, 2018.
6.The applicant shall provide an irrevocable letter of credit or cash escrow in the
amount of 150 percent of the cost of installing the landscaping before getting a
building permit.

Project Background
St.Paul Regional Water Services (SPRWS) is proposing to build a 341,000 gallon
storage/holding tank for lime sludge at their main campus at 1900 Rice Street.There
are significant trees on the property. The applicant must comply with the City’s tree
preservation ordinance.
Trees
1.Tree Preservation Ordinance:
a.Significant Trees: Maplewood’s tree preservation ordinance describes a
significant tree as a healthy tree as follows - hardwood tree with a
minimum of 6 inches in diameter, an evergreen tree with a minimum of 8
inches in diameter, and a softwood tree with a minimum of 12 inches in
diameter.
b. Specimen Trees: A specimen tree isdefined as a healthy tree of any
species which is 28 inches in diameter or greater.
c. Tree Removal Calculation:If less than 20 percent of the total significant
or specimen tree diameter inches on the property is removed, the
applicant shall replace one tree per significant and specimen tree
removed. Tree replacement shall be a minimum of two caliper inches in
size.
2.Tree Impacts:There are 21 trees removed with the construction of the lime
sludge storage tank, 19 of which are considered significant trees.Because less
than 20 percent of the significant trees located on the entire St. Paul Regional
Water Services’ site are being removed, the applicant is required to replace one
2-caliper inch tree for each significant tree removed. The applicant’s planting
plan includes19 new treeswhich meets the City’s tree replacement
requirements.

3.Tree Preservation Recommendations:
a.Submit a revised landscape plan that shows the location, species, and
size of replacement trees.
b.Submit a tree protection plan which showshow the existing significant
trees will be protected during construction.
b.Submit a cash escrow or letter of credit to cover 150%of the landscaping
andtree replacement requirements.

CONDITIONAL USE PERMIT RESOLUTION
WHEREAS, St. Paul Regional Water Services has applied for aconditional use permit to
construct a lime sludge holding tank on their facility at 1900 Rice Street;
WHEREAS, Section 44-1092 (1) of the Conditional Use Permit ordinance states that a
conditionaluse permit may be granted for all public uses in any zoning district;
WHEREAS, this permit applies to the property located at1900 Rice Street
(182922310042);
WHEREAS, the history of this conditional use permit is as follows:
1. On April 17, 2018, the planning commission held a public hearing. The city staff
publisheda notice in the paper and sent notices to the surrounding property owners. The
planningcommission gave everyone at the hearing a chance to speak and present written
statements. The planning commission also considered the reports and recommendation of
city staff. The planning commission recommended that the city council approve this
permit.
2. On___________, 2018, the city council considered reports and
recommendations of the citystaff and planning commission.
NOW, THEREFORE, BE IT RESOLVED that the city council _________ the above-
describedconditional use permit, because:
1. The use would be located, designed, maintained, constructed and operated to be in
conformity with the City's Comprehensive Plan and Code of Ordinances.
2. The use would not change the existing or planned character of the surrounding area.
3. The use would not depreciate property values.
4. The use would not involve any activity, process, materials, equipment or methods of
operation that would be dangerous, hazardous, detrimental, disturbing or cause a
nuisance to any person or property, because of excessive noise, glare, smoke, dust,
odor, fumes, water or air pollution, drainage, water run-off, vibration, general
unsightliness, electrical interference or other nuisances.
5. The use would generate only minimal vehicular traffic on local streets and would not
create traffic congestion or unsafe access on existing or proposed streets.
6. The use would be served by adequate public facilities and services, including streets,
police and fire protection, drainage structures, water and sewer systems, schools and
parks.
7. The use would not create excessive additional costs for public facilities or services.
8. The use would maximize the preservation of and incorporate the site's natural and
scenic features into the development design.
9. The use would cause minimal adverse environmental effects.
Approval is subject to the following conditions:
1.All construction shall follow the site plan date-stamped February 16, 2018, approved by
the city. Staff may approve minor changes.

Introduction
Project Description
Kevin Shay of Landform Professionals Services, on behalf of McDonald’s, is proposing
improvements to the McDonald’s building and parking lot located at 2730 Minnehaha Avenue.
The property is located on a 0.95-acre site, currently zoned as business commercial(BC)and
used as a restaurant.
Request
The applicant is requesting city approval of design review for improvements to the existing
building, parking lot and menu boards.
Background
September 2, 1980: The city approved plans for McDonald’s Corporation to construct an all
brick exterior building to be used as a restaurant at 2730 Minnehaha Avenue.
September 13, 2007: The city approved plans for McDonald’s to close the easterly driveway and
widen the westerly driveway to accommodate both entranceand exit lanes.
Discussion
Design Review
Site Layout
The location of the existing building and parking lot will not change. All existing setbacks and
access to the property will be maintained. There will beno impacts on site layout, circulation
and impervious surface on the site.
Architectural
The building façade will be updated utilizing a combination of materials including brick,
aluminum paneling and large windows. The existing menu boards and order canopies will also
be updated.The new order boards would have a digital display but would not rotate, flash or
have any dynamic elements. All signs, including menu boards, have to meet the city’s ordinance
requirements.
The parking area will be updated to bring the site into compliance with ADA standards. This will
reduce the fifty-two (52) parking stallsto fifty-one (51) after ADA improvements. The building
has 1,250 square feet of patron space, therefore a minimum of twenty-five (25)parking stalls
arerequired at this site and have been provided on the plans.
Landscaping
There will be no changes to the existing landscaping. Any landscaping disturbed during
construction will be replaced.
Lighting
There will be no changes to existing site lighting. However there will be new light fixtures on the
building. Before any building permits are issued by the city, the applicant shallbe required to
submit a photometric plan for staff approval ensuring ordinance compliance.

Project Description
Alan CatchpoolofCEI Engineering Associates, Inc., on behalf of Panera Bread,is proposing
theredevelopmentof the propertylocated at 2965 White Bear Avenue. The project is located on
a1.1-acre site which is currently the location of a branch of Bremer Bank. The Bremer Bank
building would be torn down and a new building would be built to house the Panera Bread
restaurant.
Request
The applicant is requesting cityapproval ofdesign reviewfor the new building and site
improvements.
Background
March 27,1979:Thedesign plans for the existing bankbuilding were approved by the city.
April 24, 1991: The city approved plans for exterior remodeling of the existing building.
Discussion
Design Review
Architectural
The proposedbuilding will be built with a combination offace brick, EIFSandwood and metal
panels.Insulatedglass windows will be present throughout all fourelevations. Fabric awnings
will be installed in select areason the building. The building is attractively designed and will be
consistent with the surrounding new commercial buildings in this part of the city.
Site Layout
Access to the site is already established by the existing building and will remain consistent with
the new building. Both access points are on Maplewood Mall Drive, which is a private road
owned by Maplewood Mall. Even though the property at 2965 White Bear Avenue is owned by
the same company as the Maplewood Mall and the access road, the city should require a cross
access easement be created and submitted prior to any issuance of building permits. Drive
through traffic will be routed along the west and south sides of the building. On the west side of
the building there will be two lanes –one for the drive through and the other being a one-way
bypass lane.
Parking lots are required to be setback at least 15 feet from street right-of-ways. The existing
bank site has nonconforming setbacks on the White Bear Avenue and Maplewood Mall Drive
sides of the property. This proposed project is able to utilize those nonconforming setbacks for
the modifications proposed to the parking lot. Prior to any building permits being issuedthe
applicant shall submit for staff’s approval a drawing showing the existing nonconforming setback
of the parking lot and that the new parking lot will notbe encroaching any closer. In addition,
the engineering department is requiring a sidewalk connectionbe made between the sidewalk
along White Bear Avenue and the building.
Parking
For restaurants, the city’s parking ordinance requires one parking space for every 50 square
feet of area available for patron use –meaning 47spaces are required. The applicant is
proposing to provide 51total parking spaces –exceeding the required amount.
Landscaping
There are 16 trees on the site, three of which are defined as significant trees equaling 69
diameter inches of significant trees on the property. The applicant is removing two significant
trees equaling 33 diameter inches. The City’s tree replacement calculation requires the
applicant to replace 13.77 caliper inches of trees, or 7 trees that are 2 caliper inches in size.
The applicant’s landscape plan includes 13 new trees, for a total of 32 caliper inches of
replacement trees, exceeding the City’s tree replacement requirements.
In addition to the trees, 79 shrubs will be planted near the building and within a parking island.
In terms of theplacement and variety of plantings on site, the proposed landscape plan is
attractively designed and will enhance theoverall look of this site.
Lighting
The applicant’s lighting plan does not meet ordinance requirements.A revised plan will need to
be submitted prior to any permits being issued.

describes a significant tree as a healthy tree of the following size: hardwood tree
with a minimum of 6 inches in diameter, an evergreen tree with a minimum of 8
inches in diameter, and a softwood tree with a minimum of 12 inches in diameter.
The ordinance requires any significant tree removed to be replaced based on a
tree mitigation calculation. The calculation takes into account the size of a tree
and bases replacement on that size.

Stephen Linn of Linn Companiesis proposing site and building improvements at2146 White
Bear Avenue. The project will be located on two parcels of property comprising a 0.83-acre site.
This site currently contains a vacant multi-tenant commercial building. This site and building
improvements are to accommodate a future coffee shop tenant.
Request
The applicant is requesting cityapproval ofdesign reviewfor the proposedsite andbuilding
improvements.
Background
This building started out as a Thom McAn Shoe Store in the 1960s and has continued to be
used for retail and commercial purposes. Prior to its most recent use as a day care, it was
occupied with a Hostess Bakery Outlet Store.
May 27, 2014:The city approved site and building improvementsfor the Baby Zone.
Discussion
Design Review
Architectural
Only minor changes are proposed to the building to accommodate a drive through window. The
entire building was renovated and upgraded less than four years ago. The new improvements
will match what was done in 2014. A drive through window will be added to the north side of the
building.
Site Layout
To accommodatethedrive through being added to this site, the applicant is utilizing the vacant
property he owns to the south of the existing site. The applicant intends to combine the two
parcels into a single parcel. The vacant 0.23 parcel will contain a drive lane to access the drive
through and two rows of parking. All new proposed drive lanes and parking spaces meet city
ordinance design requirements. The access point from White Bear Avenue is proposed to be
shifted further south to match up with the new drive lane. Ramsey County will review and
approve anychanges to the access points on White Bear Avenue.
Parking
The applicant will be dividing this building up into two spaces available for lease. The space on
the north side of the building will contain the coffee shop and the south space will be for general
commercial or retail. For restaurantsand coffee shops, the city’s parking ordinance requires one
parking space for every 50 square feet of area available for patron use –meaning 26spaces
are required. For general commercial use, the city’s parking ordinance requires one parking
space for every 200 square feet of area –meaning 15 spaces. For this site, ordinance requires
a total of 41 parking spaces. The applicant’s proposed site plan shows41 spaces being
provided –meeting city requirements.
Landscaping
There are seven significant trees equaling 206 diameter inches of trees on the property. Four of
the trees are considered specimen trees (trees with a diameter greater than 28 inches). The
applicant is removing all seven significant trees, equaling 206 diameter inches of trees removed
from the site. The City’s tree replacement calculation requires the applicant to replace 247.2
caliper inches of trees, or 124 trees which are 2 caliper inches. The applicant’s planting plan
includes eight new trees, for a total of 20 caliper inches. The applicant will either need to plant
more trees or pay into the city’s tree fund to satisfy the city’s tree preservation ordinance.
In addition to the trees, the applicant is proposing to plant numerous new shrubs and perennials

Theapplicant is proposing toremodel the existingbuilding and site at 2146White Bear Avenue
to accommodate a proposed coffee shop.In order to accommodate the new use,a drive-thru
lane and additional parking are proposed. The applicant is requesting a review of the current
design.
As theamount of new impervious surfaceon this site is greaterthan5,000 square feet, the
applicantisrequiredto meet the City’sstormwater managementrequirements.The applicant is
proposing to meet these requirements via theuse of an underground infiltration system.
This review does not constitute a final review of the plans, as the applicant will need to submit
stormwater calculations and construction documents for final review.Thefollowing are
engineeringreview comments on the design and act as conditions prior to issuing permits.
Traffic and Site Circulation
1)Staff is recommending that the entrance onto White Bear Avenue be restricted to right-in
and right-out movements only due to the need to cross two lanes of traffic, as well as a
turn lane, to provide full access at this entrance. Likewise, the proposed entrance
location will be in closer proximity to the Burke Avenue connection on the west side of
White Bear Avenue, further complicating the matter. The applicant shall verify this
requirement with Ramsey County, as they have jurisdiction over access management at
this location.
2)If the access onto White Bear Avenue is restricted to a right-in/right out configuration, the
applicant shall review site circulation to ensure access to southbound White Bear
Avenue can be accommodated via County Road B. This requirement is necessary so as
to not negatively impact surrounding property owners with motoriststurning around in
their driveways or parking lots.
3)Theapplicant shall provide turning movement information detailing how delivery vehicles
will access the site.

Drainage and Stormwater Management
4)The applicant shall provide a stormwatermanagement report and calculations detailing
how the proposed project meets the City’s stormwater management requirements prior
to the issuance of any permits.
5)The applicant shall provide geotechnical information (soil boring reports) detailing
infiltration rates utilized in the stormwater management report and calculations.
6)The City has spent significant time ensuring proper drainage around the north side of the
Community Center/YMCA. The applicant shall ensure that the proposed project does not
negatively impact the drainage in this area.
7)The proposed underground infiltration system is in relatively close proximity to the
proposed retaining wall along the south and east sides of the site. Additionally, the 100-
year high-water-level of this system, as noted on the plans, is above the bottom
elevation of said retaining wall. The applicant shall provide details ensuring infiltrated
waters do not impact the retaining walls structurally, or flow through the retaining walls,
negating the purpose of an infiltration system.
8)Sumped manholes or other permanent sediment trapping devices shall be installed to
capture sediment prior to connection to the public storm sewer system.
Grading and Erosion Control
9)All slopesshall be 3H:1V or flatter.
10)Inlet protection devices shall be installed on allexistingand proposedonsite storm
seweruntil all exposed soils onsite are stabilized.
11)Adjacent streetsand parking areasshall be swept as needed to keep the pavement
clear of sediment and construction debris.
12)All new pedestrian facilities shall be ADA compliant.
13)The total grading volume (cut/fill) shall be noted on the plans.
Sanitary Sewer and Water Service
14)The applicant shall be responsible for paying any SAC, WAC, andPAC charges related
to the improvements proposed with this project.
15)The applicant shall meet all requirements of Saint Paul Regional Water Services.

16)A right-of-way permit shall be obtained from Ramsey County for any work done within

Project Background
The owner of 2146 White Bear Avenue is proposing to remodel the building and site by
adding a drive-through for a coffee shop and expandingthe parking lot. There are
significant trees on the property. The applicant must comply with the City’s tree
preservation ordinance.
Trees
1.Tree Preservation Ordinance:
a.Significant Trees: Maplewood’s tree preservation ordinance describes a
significant tree as a healthy tree as follows -hardwood tree with a
minimum of 6 inches in diameter, an evergreen tree with a minimum of 8
inches in diameter, and a softwood tree with a minimum of 12 inches in
diameter.
b.Specimen Trees: Aspecimen tree is defined as a healthy tree of any
species which is 28 inches in diameter or greater.
c.Tree Replacement Calculation: The ordinance requires any significant
tree removed to be replaced based on a tree replacement calculation.
The calculation takes into account the overall caliper inches of trees on
the site, versus the caliper inches of trees removed. The calculation
allows credits to the final tree replacement amount for preserving
specimen trees (defined as a healthy tree that is 28inches in diameter or
greater).The credit is in place to encourage developers to preserve
specimen trees by developing around the trees, rather than just removing
them.
d.Tree Mitigation: The City’s tree standards require that as many
replacement trees be planted on the site as possible. If the replacement
requirement is still not met, the applicant must pay into the City’s tree
fund at a rate of $60 per caliper inch of replacement tree that cannot be
plantedon the site.

2.Tree Impacts:There are sevensignificant trees equaling 206diameter inchesof
trees on the property.Four of the trees are considered specimen trees (trees
with a diameter greater than 28 inches). The applicant is removing all seven
significant trees, equaling 206diameter inchesof trees removed from the site.
The City’s tree replacement calculation requires the applicant to replace 247.2
caliper inches of trees, or 124trees which are 2 caliper inches in size(247.2/2 =
123.6 rounded up is 124 – 2” trees).The applicant’s planting plan includes eight
new trees, for a total of 20 caliper inches. This is 227.2caliper inchesless than
the City’s tree replacement requirements (247.2 – 20 = 227.2). This equals 114
– 2” trees that are not proposed to be planted on the site from the required tree
replacement.
3. Tree Preservation Recommendations:
a.Submit a tree protection plan which shows:
1)Preservation of the 36-inch oak tree located near the eastern
property line within the City’s Community Center property. This
tree was not shown to be removed in the tree plan but will likely
need to be removed or will later die due to the impacts of the
retaining wall construction.
2)Preservation of the 30 inch oak tree located on the eastern
property line. Thistree was shown to be removed in the tree plan
but is shared tree, located on the shared property line with the
City’s Community Center property.
b.Submit a revised landscape plan which shows additional replacement
trees. There is not enough room on the site to plant the additional 114
treesrequired by the City’s tree replacement calculation, but there is
room to add a row of replacement trees along White Bear Avenue and a
row of along County Road B.
c)Submit a tree fund payment which will be dependent on the final number
of replacement trees that are unable to be planted on the site. Currently
the tree fund payment for the 227.2caliper inches of trees remaining to
be planted on the site is $13,632(227.2x$60).
d) Submit a cash escrowor letter of credit to cover 150% of the landscaping
andtree replacement requirements.
