It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. CALL TO ORDER A meeting of the Heritage Preservation Commission was held in the City Hall Council Chambers and called to order by Chair Boulay at 7:00 p.m. B. November 8, 2018, HPC Meeting Minutes Commissioner Axtman made a motion to approve the minutes from the November 8, 2018, HPC Meeting. Seconded by Vice Chair Currie Ayes – All The motion passed. E. Update on Gladstone Neighborhood Redevelopment Efforts Natural Resources Coordinator, Ginny Gaynor, updated the commission on the progress of redevelopment in the Gladstone Neighborhood. North End Study Discussion Natural Resources Coordinator, Ginny Gaynor, led a discussion regarding the vision for the North End of the City. F. UNFINISHED BUSINESS 1. 2018 Maplewood Heritage Award Nominations Natural Resources Coordinator, Ginny Gaynor, reviewed the schedule for the Nomination process for the award. Commissioners nominated three candidates for the award. G. VISITOR PRESENTATIONS 1. MAHS Steve Carlson, member of the Maplewood Area Historical Society, updated the commission on upcoming events as well as some changes that have taken place. H. COMMISSION PRESENTATIONS I. STAFF PRESENTATIONS 1. New Operations Director at MAHS Natural Resources Coordinator, Ginny Gaynor, spoke about the new Operations Director at MAHS. 2. Poor Farm Cemetery Designation Natural Resources Coordinator, Ginny Gaynor, updated the commission on the process of getting the Poor Farm Cemetery designated as a historic site. J. The Demolition Report informs the HPC and community of what buildings were demolished during the past year. Background The following properties received a permit to demolish a building in 2018. Photos of these structures are provided in Attachment 1. 1905 Radatz Avenue East, house 1590 Frost Avenue East, warming house at Wakefield Park 2567 Plaza Circle, manufactured home 3088 White Bear Avenue North, Bakers Square Restaurant (to rebuild for 3 tenants) 2965 White Bear Avenue North, Bremer Bank Building (to build new Panera Restaurant) In addition to the above structures, permits to demolish garages or pools were received from: 958 Connor Avenue East, garage (from fire) 372 Eldridge Avenue East, pool 1973 Barclay Street North, garage (to build new garage and addition) 1443 Sandhurst Avenue East, garage (to build new garage) Mr. Brash will attend the HPC meeting to address any questions about demolition. By maintaining a List of Potential Historic Structures and Sites, the HPC helps staff and officials understand Maplewood’s historic assets. Background The HPC’s List of Potential Historic Structures and Sites (Attachment 1) was last updated in May 2015. The HPC shall review and update the list. In addition to line item updates, the HPC may want to consider the following: 1. Add an explanation of what the list is. Suggested language: “Properties over 50 years may be considered historic. There are many of those in Maplewood. As a city, Maplewood is interested in identifying sites that have historic significance. To determine that, a structure or site must meet Department of Interior criteria for historic significance and for historic integrity. Only four or five of the properties on this list have undergone this type of review. The list, therefore, refers to “potential historic structures and sites” – sites that might be significant historically and would be good candidates for historic review.” 2. Add a separate category listing Sites on the National Register and Maplewood Heritage Landmarks. 3. Include an explanation of Maplewood Century Homes. Suggested language: “Maplewood’s Century Homes Program recognizes houses over 100 years old. The structure does not have to have historic significance or integrity. In 2016, there were 136 Century Homes in Maplewood. Owners receive a Certificate from the City if they request one.” Attachments 1. At the January meeting, commissioners will begin discussing goals for 2019. Recommended Action: Discuss potential 2019 goals. The HPC may approve goals or wait until February to approve goals. Setting annual goals provides an opportunity to HPC members to guide what history project the City undertakes. Background In 2018, the HPC accomplished several goals. The status of the 2018 goals is listed below: Completed: 1. Complete work on 2040 Comprehensive Plan Chapter on Historic Resources. 2. Make recommendation for the 2017 Maplewood Heritage Award. 3. Review designs for interpretive signs at Gladstone Savanna. 4. Participate in history component of City’s celebration of Gladstone Savanna. 5. Work with Communications Department to create history videos. The Gladstone Shops Video was completed, as well as a clip on Wakefield Park. 6. Research and document Wakefield Park history. On-Going: 1. Submit grant and begin additional survey work on historic sites and structures. 2. Complete text and review sign for Lookout Park. 3. Prepare application and designate one historic site. Application complete, is going through County. Staff recommends the three ongoing goals be carried over to 2019. In addition, staff recommends the HPC begins the process of designating an additional site. Several potential goals have been mentioned during the past year, including: 1. Videos. Maplewood’s Communications Department would like to include historical information in videos it hopes to do in 2019 on Wakefield Park and on the Gladstone Area. They may need the HPC’s help pulling together additional photos and information on this area. 2. Develop an auto tour or walking tour of significant historic sites in Maplewood. 3. Document history of important buildings in the Gladstone Area. 4. Century Homes. The HPC presented Century Homes Certificates in February 2017. The Commission indicated it would present certificates every two to five years. 5. Project with Maplewood Area Historical Society. The HPC may want to consider partnering with MAHS on an event or educational program. 6. Call for photos. The HPC may want to highlight a theme for the year and encourage residents to submit historic photos related to the theme. The HPC shall develop a list of goals for 2019, to be approved in January or in February. Attachments None
