It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. CALL TO ORDER A meeting of the Heritage Preservation Commission was held in the City Hall Council Chambers and called to order by Chair Boulay at 7:02 p.m. B. August 9, 2018, HPC Meeting Minutes Vice Chair Currie made a motion to approve the minutes from the August 9, 2018, HPC Meeting. Seconded by Commissioner Fett Ayes – All The motion passed. E. Gold Line BRT and Section 106 Review Process Natural Resources Coordinator, Ginny Gaynor, gave an update to the commission Thursday, October 11, 2018 Heritage Preservation Commission Meeting Minutes D1 MINUTES MAPLEWOOD HERITAGE PRESERVATION COMMISSION 7:00p.m., Thursday, October 11, 2018 Council Chambers, City Hall regarding the Gold Line BRT project and the commission’s input that will be passed on to the project team. G. VISITOR PRESENTATIONS H. COMMISSION PRESENTATIONS 1. Preserve MN Conference Commissioner Gilbertson updated the commission on his attendance at the Preserve MN Conference. 2. Rush Line BRT Stations Commissioner Axtman updated the commission on the status of the Rush Line BRT Stations since attending his most recent committee meeting. 3. Updates on History Videos Natural Resources Coordinator, Ginny Gaynor, gave an update to the commission on the following projects: i. Wakefield Stories- Update, Video Clip, Next Steps ii. Poor Farm Video I. STAFF PRESENTATIONS J. ADJOURNMENT Commissioner Fett made a motion to adjourn the meeting. Seconded by Commissioner Axtman Ayes – All The motion passed. Next meeting is November 8, 2018 Thursday, October 11, 2018 Heritage Preservation Commission Meeting Minutes E1 HERITAGE PRESERVATION COMMISSIONSTAFF REPORT Meeting Date November 8, 2018 REPORT TO: Heritage Preservation Commission REPORT FROM: Virginia Gaynor, Natural Resources Coordinator/HPC Liaison PRESENTER: Virginia Gaynor, Natural ResourcesCoordinator/HPC Liaison AGENDA ITEM: 2018 Maplewood Heritage Award Action Requested: MotionDiscussion Public Hearing Form of Action: Resolution Ordinance Contract/Agreement Proclamation Policy Issue: Each year the Heritage Preservation Commission (HPC) makes a recommendation to City Council for the Heritage Preservation Award, which recognizes individual or group contributions to preservation of Maplewood history. Recommended Action: Review the process and nomination form for the Heritage Preservation Award and determine whether there are any changes for the 2018 award. Fiscal Impact: Is There a Fiscal Impact? This award celebrates the contributions of a Maplewood resident. Background The Maplewood Heritage Award recognizes an individual who has significantly contributed to preservation of Maplewood history or historic sites through research, preservation, or education and outreach. The guidelines and process for nominations were revised for the 2017 award and is outlined in Attachment 1. The draft Nomination Form is included as Attachment 2. The process was changed to allow for nominations from outside the commission. For the 2017 award, one nomination was received from outside the commission, and that duplicated a commission nomination. E1 The Commission shall review the process and determine if they would like any changes in the process for the 2018 award. Attachments 1.Heritage Preservation Award 2.Nomination Form E1, Attachment 1 Maplewood Heritage Award Purpose The Maplewood Heritage Award recognizes an individual who has significantly contributed to preservation of Maplewood history or historic sites through research, preservation, or education and outreach. Eligibility Any person or group that has contributed significantly to preservation of Maplewood history or historic sites. Not eligible are: elected City officials, current HPC members, current City staff members. Plaque The recipient shall receive an engraved plaque. If an organization or a group receives the award, one plaque will be awarded, but each key member of the team will receive a resolution. Resolution A resolution shall be prepared acknowledging the contributions of the recipient. This is printed on quality paper, signed by the Mayor, and bears the City’s seal. Number of Awards This award is typically given to just one person or one entity each year. There should be good justification for giving more than one award, such as two people making significant contributions on different projects in the award year. If two or more people work together on a project and are being awarded for the project, it would be considered a group project – just one plaque would be prepared and resolutions for each person would be prepared. Process 1.December HPC meeting – HPC assigns member(s) to prepare at least one nomination 2.December and January – seek nominations from the public. Staff posts a call for nominations in January City Newsletter, on City website, and sends to Maplewood Area Historical Society. 3.January 30 – nominations due to City staff 4.February HPC meeting – HPC makes recommendation 5.March Council meeting – Presentation of Award E1, Attachment 2 Maplewood Heritage Award – Nomination Form The Maplewood Heritage Award recognizes an individual who has significantly contributed to preservation of Maplewood history or historic sites through research, preservation, or education and outreach. Nomination Forms Due: January 30, 2019 Submit to: Ginny Gaynor, Virginia.gaynor@maplewoodmn.gov , Maplewood Parks and Recreation, 1902 Country Road B East, Maplewood, MN 55109. Electronic submissions preferred. Eligibility: Any person who has contributed to preservation of Maplewood history or historic sites is eligible, whether they are a Maplewood resident or not. Not eligible are: elected City officials, current Heritage Preservation Commission members, current City staff members. Strategic Plan Relevance: Financial Sustainability Integrated Communication Targeted Redevelopment Operational Effectiveness Community Inclusiveness Infrastructure & Asset Mgmt. The HPC’s annual goals engage the community in historic preservation. Background Below is a list of the 2018 HPC goals and status of each. 1. Complete work on 2040 Comprehensive Plan Chapter on Historic Resources. Completed. The HPC’s work on this is done. The 2040 Comprehensive Plan is under review by Met Council and other communities. 2. Make recommendation for the 2017 Maplewood Heritage Award. Completed. The 2017 award was presented to Steven Carlson. 3. Submit grant and begin additional survey work on historic sites and structures. F1 Not done. The next grant deadline is January 11, 2019. Staff should plan on writing the grant in December and submitting it in January. 4.Review designs for interpretive signs at Gladstone Savanna. Completed. Signs were reviewed, fabricated and installed. 5.Participate in history component of the city’s celebration of Gladstone Savanna. Completed. Several HPC members assisted with the City’s Gladstone Savanna event, a fun and educational celebration. 6.Complete text and review sign for Lookout Park. Not done. Preliminary text was written by Pete Boulay in 2017. Staff felt we did not have enough photos to go to the design phase. Attached is information that was prepared. We have several photos of Lake Phalen and the neighborhood. These could be used if text regarding the neighborhood was prepared as captions. The HPC shall review this project and determine how to proceed. 7.Prepare application and designate one historic site. HPC prepared application form for the Poor Farm Cemetery. Staff submitted it to the county for their staff to review. Staff hopes to have an update from the county for the November meeting. 8.Work with Communications Department to create history videos: a.Gladstone Shops. Completed. b.Poor Farm Cemetery. Not begun. c.Changes on a site through aerial maps. In progress. HPC selected Wakefield Park for this video. d.Gladstone Walking Tour. Communications decided not to do to this one since the three other videos cover the Gladstone area. 9.Research and document Wakefield Park history. Completed. Commissioners gathered the information available from Maplewood Area Historical Society and talked to some residents about their experiences in the Gladstone area. Attachments 1.Sign Text for Lookout Park F1, Attachment 1 Text for Lookout Park Sign This tiny triangular park was platted in 1884 by Emmanuel Good and his business partner, John Schurmeier in the middle of a 23-acre housing development named Lakeside Park Addition. The two were partners in a woolens business and Schurmeier also owned a wagon manufacturing firm near downtown St Paul. In 1897, Schurmeier was a director of Second National Bank and described as one of the biggest taxpayers in St Paul. An 1888 advertisement describes how the park received its name: “A fine observatory, 55 feet high, is also built in Lookout Park in this Addition, the highest story of which is 275 feet higher than \[the Merchants Hotel at Third and Jackson Streets in St Paul\]. From this observatory the city \[St Paul\], North St Paul, New Canada \[township\], State fair grounds, Minneapolis and the whole surrounding country can be splendidly viewed.” This wooden tower probably was dismantled about 1908. Time and the growth of trees and homes have limited the vista this park once had. One can envision the wooden lookout tower and the view of the surrounding farms. This small park remains as a remnant of the enthusiasm boosters had for the Gladstone area and is Maplewood's oldest park.
