INTRODUCTION
City staff is inviting you to attend the HRA meeting on Tuesday, March 14 at 7:00 at Maplewood
City Hall. The primary topic of this meeting will be a presentation by the Central Community
Housing Trust (CCHT). They are a nonprofit housing developer that is preparing a
redevelopment plan for the Saint Paul Tourist Cabins at 940 Frost Avenue.
Please see the attached memo for more information about CCHT and the Saint Paul Tourist
Cabins.

III. APPROVAL OF MINUTES
Approval of the HRA minutes for November 22, 2005.
Commissioner Pearson moved to approve the minutes.
Commissioner O'Brien seconded.

IV. APPROVAL OF AGENDA
Mr. Roberts requested some discussion on the In-Fill Study under 7. b.
Commissioner O'Brien moved to approve the agenda as amended.

Chairperson Fischer said she and Beth Ulrich recently signed the bond documents for Hill Murray.

VII. NEW BUSINESS
a. Gladstone Redevelopment Plan (HRA commissioners moved to the city council
chambers at 7:07 p.m. )
Melinda Coleman and Chuck Ahl gave a power point presentation regarding the Gladstone
Redevelopment Area and the planning process the city is currently in. There was then a question
and answer session with the CDRB, HRA and city staff. The HRA moved back to the Maplewood
Room to continue their meeting.
Mr. Roberts said if there are any questions or comments regarding the Gladstone
Redevelopment Area please direct them to city staff.
Ms. Coleman said in discussions with Mayor Longrie the mayor would like to see increased
discussions with the HRA. Some of the items the mayor would like to see more would be housing
rehab, scattered site housing and looking for funds to do that, an increased participation in the
Gladstone Redevelopment Area and the policy formation. If the city moves forward into the
redevelopment mode, the HRA will have more responsibilities in the very near future. The HRA
commissioners should also be prepared to meet more on a regular schedule.
b. In-Fill Study Discussion
Mr. Roberts said in the fall of 2005 Commissioner Trippler from the planning commission asked
various questions regarding in-fill and if the city should have some different ordinances on in-fill
sites. Mr. Roberts pulled out an old report from 1997 which identified 28 different properties that
staff thought would get developed. Mr. Roberts put together a new report which included several
articles regarding in-fill and what the definition of in-fill really is. An example of what staff thinks is
a good example of in-fill is the area off Minnehaha Avenue called the Cahannes Estates. The
Transfiguration school site was not an in-fill site identified by city staff but is a redevelopment
site. The project will remove the Transfiguration school and build senior housing on the site
known as Summerhill of Maplewood. This is an example of property re-use that the HRA as well
as the planning commission have to think about for the future.

It is unknown at this time when the next HRA meeting will be scheduled.

INTRODUCTION
The Central Community Housing Trust (CCHT), a nonprofit housing developer, is requesting
time to meet with the HRA. They want to introduce themselves and their program to the HRA
and to any other interested individuals.
They are preparing a redevelopment plan for the Saint Paul Tourist Cabins at 940 Frost
Avenue. As part of the new housing plan for the site, they may be requesting funding support
from Ramsey County to help provide housing for low and moderate-income families.
DISCUSSION
The Saint Paul Tourist Cabins is elearly a site that needs redevelopment. It is the expectation of
city staff that CCHT will be able to prepare a plan for housing on the site that has units for low
and moderate-income families while being sensitive to the existing site conditions (including the
slopes, trees and nearby wetlands).
RECOMMENDATION
Make a recommendation to the city council about the plans by Central Community Housing
Trust for the redevelopment of the Saint Paul Tourist Cabins at 940 Frost Avenue.

Central Community Housing Trust (CCHD is an award-winning nonprofit developer of
quality housing for the Twin Cities Metro Area, providing homes for more than 2,000'
people annually. Since 1986, CCHT has built and renovated 1,200 units of housing.
To create and sustain quality housing that strengthens lives and communities.
CCHT was founded in 1986 to replace 350 units of housing that were demolished to build
the Minneapolis Convention Center. CCHT's first development, Buri Manor, provided 38
units of single room occupancy apartments for minimum wage earners.

Working with expert property management companies that provide day-to-day management.

CCHT primarily serves individuals and families earning low incomes. Special populations
include homeless youth, homeless adults, and homeless adults seeking a sober community.
In 2004, CCHT residents:
. Consisted of 2,020 people, 21 % of whom were 19 years old or younger.
. Were 38% African-American, 31 % African immigrants, 18% Caucasian, 2%
Latino/Hispanic, 1% Asian/Pacific lslanders, 1% Native American, 1% Middle
Eastern, and 8% unknown/other.
. Earned an average household income of $15,356.

Partners
CCHT raises the money needed to buy and build properties from city, state, and federal
programs, as well as public and private loans.
CCHT's yearly organizational expenses are funded through corporate and foundation
grants, individual donations, developer fees, and government funding.
Property operating expenses are funded primarily by resident rents. Many very-low income
families and individuals receive government rental assistance.
CCHT's Board of Directors is comprised of 21 Directors and up to three additional Special
Neighborhood Directors. At least 25 percent of the Directors are residents of CCHT
properties and at least 60 percent are residents of CCHT's service areas. The remaining
Directors are professionals in the fields of housing, planning, finance, or bring other useful
experience. The Board of Directors is responsible for governance and monitoring of the
organization.
CCHT's 13-member Board of Advisors provides valuable connections to businesses and
other community sectors. It advises key leadership staff in areas critical to the success of the
organization.
CCHT has received numerous local and national awards for excellence in deSign, historic
preservation, and contributions to the community.
CCHT owns and manages 24 properties and 1,252 units of affordable housing, most located
in Central Minneapolis.
