B.ROLL CALL Marylee Abrams,ChairPresent Kathleen Juenemann, MemberPresent Nora Slawik, MemberPresent Bryan Smith, MemberPresent Tao Xiong, MemberPresent C.APPROVAL OF AGENDA Member Smith moved to approve the agendaas submitted. Seconded by MemberSlawikAyes – All The motion passed. D.APPROVAL OF MINUTES 1.Approval of December 14, 2015 Economic Development Authority Meeting Minutes MemberJuenemann moved to approve the December 14, 2015 Economic Development Authority Meeting Minutes as submitted. Seconded by Member SlawikAyes – EDA Chair Abrams, Members Juenemann and Slawik Abstain – Members Smith and Xiong The motion passed. City Manager Coleman answered additional questions of the council. Member Juenemann moved to approve the resolution settingthe maximum tax levy for payable 2017 at $89,270 for the Maplewood Area Economic Development Authority. Resolution16-09-1379 Resolution Providing Approval of a Proposed 2017 Tax Levy and Setting Budget Public Hearing Date WHEREAS, State law requiresthat the Maplewood Area Economic Development Authority approve a proposed tax levy for taxes payable in 2017 by September 30, 2016 and WHEREAS, the Maplewood Area Economic Development Authority has reviewed the Proposed 2017 Budget and has determined the maximum amount of the proposed tax levy payable in 2017. NOW THEREFORE BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA THAT: 1.The proposed tax levy for taxes payable in 2017 in the amount of $89,270is hereby approved. H.ADJOURMENT EDA ChairAbramsadjourned the meeting at 8:58p.m. September 12, 2016 2 Maplewood Area Economic Development AuthorityMeeting Minutes EDA Packet Page Number 2 of 5 G1 MAPLEWOOD AREA ECONOMIC DEVELOPMENT AUTHORITY STAFF REPORT Meeting Date September 10, 2018 REPORT TO:Melinda Coleman, City Manager Maplewood Area EDA Ellen Paulseth, Finance Director REPORT FROM: PRESENTER: Ellen Paulseth, Finance Director AGENDA ITEM: Recommend Approval of Budget and Preliminary Tax Levy Payable 2019 Action Requested: Motion Discussion Public Hearing Form of Action: Resolution Ordinance Contract/Agreement Proclamation Policy Issue: The by-laws of the Maplewood Area require that the EDA recommend a budget to the City Council. The City Council will give consideration to the budget request when establishing the preliminary tax levy for taxes payable in 2019. Recommended Action: Motion to approve the resolution recommending the 2019 budget and preliminary tax levy. Fiscal Impact: Is There a Fiscal Impact? No Yes, the true or estimated cost is $100,000 Financing source(s): Adopted Budget Budget Modification New Revenue Source Use of Reserves Other: Tax Levy Strategic Plan Relevance: Financial Sustainability Integrated Communication Targeted Redevelopment Operational Effectiveness Community Inclusiveness Infrastructure & Asset Mgmt. It is the role and responsibility of the EDA to carry out economic and industrial development and redevelopment within the Maplewood area pursuant to bylaws as adopted by the EDA. Background The preliminary 2019 budget for the Maplewood Area EDA requires a tax levy of $100,000 for taxes th payable in 2019. This is the 7 year that a levy is being adopted to provide funding for EDA activities. The levy can be decreased but cannot be increased before final adoption in December of 2018. The 2019-2023 Capital Improvement Plan includes plan for redevelopment and housing programs. A tax levy is required to carry out these activities. NOW THEREFORE BE IT RESOLVED BY THE MAPLEWOOD AREA ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLEWOOD, MINNESOTA THAT: The proposed budget and tax levy for taxes payable in 2019 in the amount of $100,000 is hereby approved.
