Fiscal Disparities – The City’s fiscal disparities distribution amount has increased 32.7% since 2013, or an average of 5.61% per year over the 7-year period. This action will allow the city to streamline our hiring process by reducing the time from advertisement to the date of hire. In doing so, the city will be able to position itself to recruit top talent. Background Last week Scott Nadeau, Terrie Rameaux, and Mike Funkmet with the three Police Civil Service Commission Members for the purpose of discussing recruiting challenges regarding the timeliness of the hiring process. In many cases, it can take as much as an additional 4-8 weeks to hire a licensed police officercompared to hiring other city positions. This poses a real risk of losing top candidates who are being offered jobs in other jurisdictions. Candidates are not wanting to wait for our process to play out. They all agreed this process was not in the city’s best interest and does not position us well for recruiting the best talent. As such, they support dissolving the Police Civil Service Commission. We assured them that involving the public would remain in the hiring process. In fact, we’ve inserted language in the draft changes to the City’ Personnel Policy to memorialize this. Packet Page Number 78 of 80 J2 While Civil Service was once an important way to screen potential employees and ensure fair treatment; professional hiring practices, statutory hiring requirements, and laborcontracts have effectively replaced this once important step in the hiring and disciplinary process. According to state law, this action will require all 5 members of the City Council to vote for the ordinance. We also would recommend recognizing Lisa Liddell, Debra Birkholz, and Jim Meehan for their years of service at a later meeting that works for them Attachments 1.City Ordinance Packet Page Number 79 of 80 J2, Attachment 1 ORDINANCE NO. ________ AN ORDINANCE REPEALING CHAPTER 2, ARTICLE IV, DIVISION 3 OF THE CITY CODE REGARDING THE POLICE CIVIL SERVICE COMMISSION THE CITY COUNCIL OF THE CITY OF MAPLEWOOD, MINNESOTA ORDAINS AS FOLLOWS: SECTION I.Chapter 2, Article IV, Division 3 of the city code is amended by repealing Sec. 2- 216 in full and renumbering the remaining sectionsas follows: (deleted text crossed out, additions underlined) DIVISION 3. –POLICE CIVIL SERVICE COMMISSION Reserved.
