and has full knowledge of the facts hereinafter stated; that for more than one year prior to the publica-

State of Minnesota, on Thursday of each week ; that during all said time said newspaper has been Print-
ed in the English language from its known office of publication within the Village from which it pur-
ports to be issued as above stated and in newspaper format and in column and sheet form equivalent
in space to at least 450 running inches of single column, two inches wide; has been issued once
each week from a known office established in said place of publication and employing skilled workmen
and equipped with the necessary material for preparing and printing the same, and the presswork on that
part of the newspaper devoted to local news of interest to the community which it purports to serve has
been done in its known office of publication ; that during all said time in its makeup not less than twenty-
five per cent of its news columns have been devoted to local news of interest to the community it pur-
ports to serve; that during all said time it has not wholly duplicated any other publication, and has not
been entirely made up of patents, plate matter and advertisements ; has been circulated in and near its
said place of publication to the extent of at least two hundred and forty (240) copies regularly delivered
to paying subscribers and has entry as second class matter in its local post office; and that a copy of each
issue has been filed with the State Historical Society, St. Paul; and that there has been on file in the
office of the County Auditor of Ramsey County, Minnesota, the affidavit of a person having knowledge
of the facts, showing the name and location of said newspaper and the existence of the conditions
:onstituting its qualifications as a legal newspaper.

City Council and approved by the Mayor.

No. 11061, entitled:
"An ordinance granting permission
and authority to the Village of Maple-
wood to connect the public sewer
system of said Village of Maplewood
to the public sewer system of the
City of Saint Paul and thereafter
maintain and operate the same as an
outlet for said public sewer system of
said village for public sewage convey-
ance and disposal purposes, and pro-
viding applicable terms and condi-'
tions."

This is an emergency ordinance ren—
dered necessary for the preservation'
of the public peace, health, and safety.
The Council of the City of Saint Paul
Does Ordain:
SECTION 1
That Ordinance No. 11061, approved
July 26, 1957, as amended, be and the
same hereby is further amended in
the following particulars, to -wit: That
the first paragraph of Section 3 of said
3rdinance shall be and hereby is
amended so that the same shall read
is follows:
"That said Village of Maplewood
:hall not permit any connections to be
nade to its said public sewer system

upon the express condition applicablal
to such temporary sewer connection,
that the same shall be discontinued and
removed upon the construction by or
for the City of Saint Paul of a public
sanitary sewer abutting the subject
parcel of real estate, and that there-
upon the then owner of the subject
parcel of real estate shall cause they
same to be connected by proper sani-
tarsewer connection with such public
sanitary sewer hereafter constructed
by or for the City of Saint Paul abut-
ting the same."
SECTION 2
That this amendatory ordinance
shall be deemed dependent for its
operative effect upon the acceptance
of the same and the concurrence there-
in by said Village of Maplewood, evi-
denced by an ordinance passed by its
Village Council or governing body,
and the filing of a certified copy of
the same with the City Clerk not later
than 60 days next after the official
publication of this amendatory ordi-
nance.
SECTION 3
This ordinance is hereby declared to
be an emergency ordinance rendered
necessary for the preservation of the
