5. DESIGN REVIEW
a. Battle Creek Regional Park, 2301 Upper Afton Road
i. Economic Development Coordinator, Michael Martin gave the report for Battle Creek
Regional Park, 2301 Upper Afton Road and answered questions of the board.
ii. Landscape Architect, Ramsey County Park and Recreation Department, Brett Blumer,
2015 Van Dyke Street North, Maplewood, addressed and answered questions of the
board.
The following Maplewood residents addressed the board regarding the Battle Creek Regional
Park Project:

1. Kathy Schlangen, 130 Crestview Drive North, Maplewood. She is concerned about the safety
of children with the creek because a child died in the creek years ago. The location of the
playground and the creek concerns her. The foliage is dense and she is concerned about
safety of the children.
2. Theresa Gunderson, 131 Crestview Drive North, Maplewood. There have been two boys that
have died in that creek, which is 100 feet from where the playground is going to be built. She
urges the commission to find a different location for this playground. She is also concerned
about loitering in the park, indecent exposure, garbage, speeding in the park, pollution and
other things. The Battle Creek waterpark has already been a problem because of noise and
other issues. If Ramsey County can't handle all of these issues it will only put pressure added
pressure and problems onto the City of Maplewood police and staff.
3. Brad White, 137 Crestview Drive North, Maplewood. He loves the design of the playground
but feels it's a bad location and he would like the location of the playground reassessed.
4. Jim Gunderson, 131 Crestview Drive North, Maplewood. He doesn't like the location of the
proposed playground. With a bigger park comes more problems. Ramsey County has
proven they don't know how to run a park and the residents who live there don't appreciate
the problems.
Boardmember Lamers moved to approve the design plans date-stamped June 13, 2018 to
redevelop the playground and make improvements to the Battle Creek Regional Park located at
2301 Upper Afton Road. Approval is subject to the applicant complying with the following
conditions:
1. Approval of design plans is good for two years. If the applicant has not begun construction
within two years, this design review shall be repeated. Staff may approve minor changes to
these plans.
2. Submit a grading and erosion control permit to the City.

Boardmember Shankar abstained from voting because of his concern of the water feature.

b. Trails Edge Apartments, 2988 Country View Drive
i. Economic Development Coordinator, Michael Martin gave the report on the Trails Edge
Apartments, 2988 Country View Drive and answered questions of the board.
ii. Developer, on behalf of CV2-INH, Jim Kellison, 3025 Harbor Lane, Suite 220, Plymouth,
addressed and answered questions of the board.
Boardmember Ledvina recommended adding condition 15 for the applicant shall provide samples
of the building materials for staff to review prior to the city council meeting of July 9, 2018.

Boardmember Ledvina moved to approve the design plans for the new 152-unit multi-family
building stamped June 8, 2018, for the development project located at 2988 Country View Drive.
Approval is subject to the applicant doing the following: (changes to the motions are
underlined and in bold)
1. Repeat this review in two years if the city has not issued a building permit for this project.
2. All requirements of the fire marshal and building official must be met.
3. The applicant shall obtain all required permits from the Ramsey-Washington Metro
Watershed District.
4. All driveways and parking lots shall have continuous concrete curbing.
5. All requirements of the city engineer shall be met regarding grading, drainage, erosion
control, utilities and the dedication of any easements found to be needed. All conditions of
the Maplewood engineering report dated June 11, 2018, must be complied with.
6. Meet all requirements contained within Shann Finwall's environmental report, dated June 11,
2018.
7. Prior to issuance of a grading permit, the applicant shall be in full compliance with the city's
tree preservation ordinance.
8. The applicant shall be required to submit a revised landscaping plan detailing landscaping
elements along the west and north sides of the proposed dog run fence.
9. The applicant shall have the proposed tree species plantings approved by the city's naturalist.
10. Any identification or monument signs for the project must meet the requirements of the city's
sign ordinance. Identification of monument signs shall be designed to be consistent with the
project's building materials and colors.
11. Prior to the issuance of a building permit, the applicant shall provide the city with cash escrow
or an irrevocable letter of credit for the exterior landscaping and site improvements. Staff
shall determine the dollar amount of the escrow.
12. The applicant shall complete the following before occupying the building:
a. Replace any property irons removed because of this construction.
b. Provide continuous concrete curb and gutter around the parking lot and driveways.
c. Install all required landscaping and an in-ground irrigation system for all landscaped
areas.
d. Install all required outdoor lighting.
e. Install all required sidewalks.
13. If any required work is not done, the city may allow temporary occupancy if:

a. The city determines that the work is not essential to the public health, safety or welfare.
b. The above-required letter of credit or cash escrow is held by the City of Maplewood for all
required exterior improvements. The owner or contractor shall complete any unfinished
exterior improvements by June 1 of the following year if the occupancy of the building is in
the fall or winter or within six weeks of occupancy of the building if occupancy is in the
spring or summer.
14. All work shall follow the approved plans. The director of environmental and economic
development may approve minor changes.
15. The applicant shall provide samples of the building materials for staff to review prior to
the city council meeting of July 9, 2018.

Policy Issue:
James Howarth of Snow Kreilich Architects, on behalf of 3M, is seeking approval for exterior fagade
improvements to the B222 and B224 buildings on the 3M Campus. The project area encompasses
a dining area for 3M employees and also includes a complete interior remodel but this review
focuses on the exterior improvements. In order to proceed with this project the applicant needs to
receive design review approval.
Recommended Motion:
Motion to approve the design plans date-stamped June 4, 2018 for the exterior fagade
improvements to buildings B222 and B224 located within the 3M Campus. Approval is subject to
the applicant doing the following:
1. Repeat this review in two years if the city has not issued a building permit for this project.
2. All requirements of the fire marshal and building official must be met.
3. The city engineer requires that a grading and erosion control permit is applied for and issued
for any land disturbance or site grading associated with the project.
4. Any identification or monument signs for the project must meet the requirements of the 3M
Campus' comprehensive sign plan.
5. The applicant is required to meet the city's tree preservation ordinance. Before a building
permit is issued, the applicant must submit for staff approval a landscape plan that details
trees to be removed and location of replacement trees.
6. Prior to the issuance of a building permit, the applicant shall provide the city with cash
escrow or an irrevocable letter of credit for the exterior landscaping and site improvements.
Staff shall determine the dollar amount of the escrow.
7. The applicant shall complete the following before occupying the building:

The city deemed the applicant's application complete on June 4, 2018. The initial 60-day review
deadline for a decision is August 3, 2018. As stated in Minnesota State Statute 15.99, the city is
allowed to take an additional 60 days if necessary to complete the review.
Background
Architectural
The applicant is proposing to replace the exterior building facades for the buildings B222 and B224
on the 3M Campus. The project will target a two-story area of these buildings with the primary
materials consisting of a new parapet, metal and concrete cladding aluminum panels and glazed
glass. The fagade improvements are attractively designed and will be a nice improvement to the 3M
Campus.
No site plan or internal building use changes are proposed as part of the project.

James Nutt of BWBR, on behalf of 3M, is seeking approval to build a two-story 18,600 square-foot
addition to the existing B208 building on the 3M Campus. In order to proceed with this project the
applicant needs to receive design review approval.

Motion to approve the design plans date-stamped July 11, 2018 for the 18,600 square-foot building
addition to B208 located within the 3M Campus. Approval is subject to the applicant doing the
following:

Background
Architectural
The proposed project is an addition to the south end of the existing 3M Campus' B208. The addition
will house a two story pilot lab consisting of equipment bays with a mezzanine, chemical storage,
loading dock and support spaces. The exterior materials are primarily metal panel, curtain wall, and
precast. All glass at the pedestrian level will receive 3M film to allow light in but keep a visual
security required for the pilot lab process.
Site Layout
Exterior work includes reconfiguring the existing parking lot and creation of a turnaround for 218
and 219. The scope of work also includes a new loading dock and road work, relocation of utilities,
storm water, reconfiguring the pedestrian path and landscaping. The building utilizes mechanical
deflagration systems and underground secondary containment system.
Parking
The building addition will cause the elimination of parking spaces but this project is directly north of
the parking ramp— B229 —that is currently under construction. The next phase of the ramp project
includes a new surface lot as well.
Landscaping
This project will add several landscaping elements to this section of the campus. Nineteen new
trees will be planted near the building addition and reworked turnaround area east of the addition.
The proposed trees will meet the city's tree preservation ordinance. Numerous shrubs, grasses and
perennials are to be planted around the B208 addition and B218 to the east.

Engineering Plan Review
PROJECT: 3M Building 208
PROJECT NO: 18-22

PLAN SET: Concept Engineering Plans
3M is proposing to reconstruct the existing Building 208 within the 3M campus. This includes the
removal of an existing building and the construction of a new building and associated site
amenities. The applicant is requesting review of the current design.
This review does not constitute a final review of the plans, as the applicant will need to submit
construction documents and calculations for final review. The following are engineering review
comments on the design and act as conditions prior to issuing permits.
Drainage and Stormwater Management
1) If this project is disturbing more than 1 acre, or creating more than 10,000 square feet of
new impervious, the project shall be submitted to the Ramsey-Washington Metro
Watershed District (RWMWD) for review. All conditions of RWMWD shall be met.
2) The amount of disturbance on this site appears to be greater than '/2 acre. As such, the
applicant is required to meet the City's stormwater quality, rate control, and other
stormwater management requirements.
3) Ajoint storm water maintenance agreement shall be prepared and signed by the owner
for the proposed infiltration basins. The Owner shall submit a signed copy of the joint
storm-water maintenance agreement with the RWMWD to the City.
4) A stormwater management plan and calculations shall be submitted detailing how the
proposed development meets the City's stormwater management and volume reduction
standards.
Grading and Erosion Control
5) All slopes shall be 3H:1V or flatter.
6) Inlet protection devices shall be installed on all existing and proposed onsite storm
sewer until all exposed soils onsite are stabilized. This includes storm sewer on adjacent
streets that could potentially receive construction related sediment or debris.

John Olfelt of 3M, is seeking approval for a comprehensive sign plan for the 3M Campus.
Comprehensive sign plans are required for long-term exemptions to temporary window and banner
sign requests. In addition, comprehensive sign plans are required for large campuses consisting of
buildings and land of ten or more acres. 3M certainty qualifies as a large campus but currently does
not have an approved comprehensive sign plan.
Recommended Motion:
Motion to approve the comprehensive sign plan for the 3M Campus (2501 Hudson Road East) with
the following conditions:
1. Any future requests made by 3M for long-term exemptions to temporary window and
banner signs that exceed six months shall be approved by the Community Design
Review Board. City staff may approve exemptions up to six months.
2. 3M's July 17, 2018 request for a long-term exemption to the city's temporary window and
banner sign ordinance for B220 is approved for up to 12 months. 3M must notify city
staff when the sign is up on B220 for the purpose of time tracking.
3. Any future wall or freestanding signs on any buildings located on the 3M Campus are
required to meet city ordinance requirements. For purposes of sign reviews, private 3M
streets shall be treated as public streets to determine sign allowances.
4. Any exceptions to the city's sign ordinance must be approved by the Community Design
Review Board. If requested sign exceptions are part of a construction project, those
details shall be included with the plans submitted to the city for review and can be
approved via the city's design review process.

The city deemed the applicant's application complete on July 10, 2018. The initial 60-day review
deadline for a decision is September 8, 2018. As stated in Minnesota State Statute 15.99, the city is
allowed to take an additional 60 days if necessary to complete the review.

Architectural
The applicant is requesting approval of a long-term exemption to the city's temporary window and
banner sign ordinance. Ordinance allows staff to approve exemptions up to three months. Anything
longer than three months must be approved by the Community Design Review Board via a
comprehensive sign plan. Staff is recommending that the comprehensive sign plan for 3M allow
staff to approve future requests consisting up to six months.
The applicant is requesting an exemption to place a temporary sign on B220 —the campus' main
tower building. The applicant has stated this temporary sign would be in place for 6-12 months.
The sign would be applied directly to the fagade (excluding window mullions/frames). The applicant
has stated this sign "is part of a 3M marketing campaign that celebrates the curiosity that is innate
in all people."Staff sees no issues with this request. See images of proposed signage below.

A comprehensive sign plan for the City Hall Campus will help the City meet its integrated
communication goals by ensuring standardized messaging for all new signs on the Campus.
Background
Energize Maplewood! Energy Action Plan Incentive
From 2015 to 2017 Maplewood participated in Xcel Energy's Partners in Energy program. Through
the program Maplewood adopted the Energize Maplewood! Energy Action Plan. The plan identified
energy actions the City could take to assist local businesses with direct energy programs and
coaching, and city-wide education and outreach campaigns to motivate local residents to reduce
their energy impact.
Xcel Energy supported the City of Maplewood in achieving the goals of the Energize Maplewood!
Energy Action Plan in several ways. Tracking information for program participation for businesses
and residents, development and delivery of Energy Challenge, and recognizing milestones in the
development and implementation of the energy action plan through support of signage that
recognizes the efforts to save energy and support the City's sustainability goals.
Attachment 1 is an overview of the Energize Maplewood! program. The overview reflects that
Maplewood achieved the energy milestones identified in the energy action plan. As such, Xcel
Energy is covering the cost of City Hall Campus sustainability signs on the condition that they
include the Partners in Energy logo and a sustainability message. The solar educational sign
located on the fence in front of the freestanding solar panels was the first sign funded by Xcel
Energy (Attachment 2). The remaining funds will be used to design and manufacture four
wayfinding signs.
City Hall Campus
City Hall Campus is located on approximately 38 acres of land on the southeast corner of County
Road B East and White Bear Avenue. Buildings on the Campus include:

Comprehensive Sign Plan
Maplewood City Code requires a comprehensive sign plan for large campuses consisting of
buildings and land of ten or more acres. The intent of a comprehensive sign plan is to create an
improved relationship between the various parts of a development and to encourage and promote
the removal of nonconforming signs.
No comprehensive sign plan has been approved for the City Hall Campus and there is currently no
budget to change existing building and freestanding signs. The review and approval of the
wayfinding signs by the Community Design Review Board will serve as a catalyst for such a plan.
All future Campus signs will be reviewed by the Community Design Review Board to ensure they
meet the general design of the wayfinding signs including color, font, and shape.
Wayfinding Sign Design
To receive the Partners in Energy sign incentive, Xcel Energy is requiring that their logo be placed
on the wayfinding sign, as well as an energy-related sustainability message. Maplewood has
participated in the GreenStep Cities program since 2010. The program helps the City achieve its
sustainability goals. Xcel Energy supports GreenStep Cities by encouraging participation in their
energy programs as a sustainability best practice. For this reason Xcel Energy has approved the
use of the GreenStep Cities logo as the sustainability messaging on the wayfinding signs. The
GreenStep Cities program also approves of Maplewood's use of the logo on our signs.
Attachment 4 identifies the three logos used on the wayfinding sign: Xcel Energy - Partners in
Energy, GreenStep Cities, and City of Maplewood.
Attachment 5 is the proposed wayfinding sign elevation which includes design elements and colors
from the City Hall building and the City's logo. The wayfinding signs will be:
• 2 feet, 8 inches wide by 4 feet, 8 inches high
• Mounted on poles 1 foot, 2 inches from the ground, for an overall height of 6 feet
• Double sided
• Constructed of 3mm dibond with a laminated vinyl graphic face
• Nonilluminated
Department and building locations will be identified on the signs with a graphic over the face for
easy change out. The Partners in Energy and GreenStep Cities logo will be included on the bottom
of the sign.
Attachment 6 shows the location of the four proposed wayfinding signs on City Hall Campus. The
wayfinding sign design and locations were approved by a team of Maplewood employees. The sign
locations will be flagged by the sign company prior to the Community Design Review Board
meeting.
