Next meeting isApril12, 2018 Thursday, March 8, 2018 Heritage Preservation Commission Meeting Minutes E1 MEMORANDUM TO:Heritage Preservation Commission FROM:Virginia Gaynor, Natural Resources Coordinator/HPC Liaison DATE:April 12, 2018 RE:Gladstone Savanna Event Introduction One of the 2018 goals for the Heritage Preservation Commission (HPC) is to help with the August event celebrating Gladstone Savanna. Staff will provide an update on the project. Discussion Gladstone Savanna Neighborhood Preserve is a Maplewood Heritage Landmark. This park and preserve celebratehistoryand natural resources. With the installation of interpretive signage in summer2018, most of the improvements at the Savanna will be completed. A celebration is planned for Thursday, August 2, 6:00-7:30 p.m. City staff met with Bob Jensen from Maplewood Area Historical Society and Commissioner Fett from the HPC tobegin planning for the event. Below is the general description ofthe event.The goal is a fun family-friendly event for people to explore the site and get a sense of the site’s history and natural resources. A TRIP THROUGH TIME --CELEBRATE GLADSTONE SAVANNA What doesthe St. Paul and Duluth Railroad have in commonwith the Common Eastern bumblebee? Gladstone Savanna! Once the site of railroad repair shops, the savanna is now one of Maplewood’s most unique preserves. Your passport to the past is here. Join us for a fun-filled summer evening wherehistory and nature converge. Hikethe trails and let the story of the savanna unfold before you. Fun for families and all: Ribbon cutting and treats! Scavenger hunt along the paved trail loop! Channel your inner historian! Try your hand at sweepnetting for insects in the prairie! And more! The event will start with a ribbon cutting and then participants will do a self-guided scavenger hunt, stopping at stations along the trail to explore history, nature, and play.Therewill be three history stations, three nature stations, and our recreation staff will set up a station for play. City partners from Kid City will participate in the event. E1 HPC commissioners are encouraged to attendthat evening to help with general logistics (ex: serving treats, handing out scavenger hunt sheets) or to assist with the history stations. At the April HPC meeting, commissioners are encouraged to provide ideas for the history stations.Initial thoughts onthe history stations are: Station 1: Site history.Tables with maps and documents regarding site history. We’re exploring obtaining viewfinders to make the photos come alive for this. Station 2: Archeologyactivity.Ideally, therewill bea hands-on activity at this station, samples of artifactsthat were found on site, and photos from the on-site archeological investigations. Station 3: Photo Opportunity.We are hoping to borrowa piece of railroad equipmentand set up a station for people to takephotographs. th The planning teamwould like to scheduleThursday, August 9as a rain date for the event. If th we need to use this date, it would mean we would cancel the August 9HPC meeting. If the HPC does not want to do this, a rain date would likely be scheduled for the last week of August. Recommendation HPC shall provide input for the history stations. HPC shall consider whether the rain date should th be August 9, which would require cancellingthe August HPC meeting. F1 MEMORANDUM TO: Heritage Preservation Commission FROM: VirginiaGaynor, Natural Resources Coordinator/HPC Liaison DATE: April 12, 2018 SUBJECT:Gladstone Savanna Interpretive Signage Introduction Maplewood is developinginterpretive signage for Gladstone SavannaNeighborhood Preserve. At the April 2018 Heritage Preservation Commission meeting, commissioners will review and provide input on designs for four signs. Background Gladstone Savanna Neighborhood Preserve is a 24-acre park and preservemanaged by Maplewood’s Parks and Recreation Department. It was formerly the site of the Gladstone Shops of theSt. Paul and Duluth Railroad. The Master Plan for the site was approved by City Council in 2011andcelebrates the site’s industrial history andMaplewood natural resources. Park improvements includetrails, soil remediation, landscaping, sitting areas, playground, and prairie restoration. The Master Plan calls forinterpreting historic and natural resources at the preserve. In September 2016, the HPC approved the Gladstone Savanna Interpretive Sign Plan. The City subsequently hiredJeremy Nienow of Nienow Cultural Consultants LLCto develop text and prepare images for the interpretive trail. The HPC approved the text for the signs at the May 2017 HPC meeting. Discussion The City has hired graphic designer ChristineJohnson for the final phase of the sign project: graphic design, fabrication, and installationofeight interpretive signs andone playground element. Of the eight interpretive signs, four focus on history and four focus on natural resources. Six of thesigns will be 24” x 36”and mounted on two metal posts; two signs will be larger.Nienow’s report and text for the signs wereincluded in the May 2017 HPC packet and areavailable on- lineat:https://docs.maplewoodmn.gov/weblinkpublic/0/doc/314848/Page1.aspx. Preliminary designs for four of the signs are attachedfor review (Attachment 2): 1.GladstoneShops Historic Panel (south trail) 2.East Entrance Nature Panel 3.Well Historic Panel 4.Well Nature Panel F1 At the April HPC meeting, commissioners shall review designs for four signs and provide input. City staff has just received these images and will be requesting several changes. Please consider the following questions in your review: 1.Do you like the general design – background, border, font, layout? 2.Is anything inaccurate or misleading? 3.Do you have suggestions for changes in text, photos, or layout? Staff and the consultant have discussed concepts for the playground element and staff will present those at the April HPC meeting. The project schedule is as follows: April 12HPC reviews design for 4 signs May 10HPC reviews sign designs May 18Staff signs off on final designs and designersubmits them for fabrication June 30Signs installed Due to a tight production schedule, theMay meeting will be the final time for HPC to provide input on the signs.
