Minutes from Dec. 5, 1995
Present: Marie Koehler, Gordy Heininger, Regina Laroche-Thune,Carol Cude, Lynne Croes. Absent: Gail Schiff, Linda Wainio.Ex officio: Mike McGuire, Sherrie Le
The meeting was called to order at 7 :05 pm by Chair, MarieKoehler.
A motion to approve the agenda was moved, seconded and passed.
A motion to approve the minutes was moved. Discussion of the
mintues concerning the wording of whether we decided to have acommunityprogramondomesticviolence. We had not made a finalagreementonthistopic. The change was noted. The motion toapprovetheminutes, as amended, was seconded and passed.
OLD BUSINESS
A. Undate/reminder on school contacts for diversity and postercontest: We will call all schools in early January. The lettersandinformationhavebeensentout. Sherrie will make extra
copies of them for us if the school contacts are unable to locatethecopiessentbymail .
B. Review revised draft of letter to businesses: One revision wasmadeintheletter. They will be sent to businesses when the
annual report it ready.
C. Review draft letter to area HRC' s : All found the letter to beappropriate. It will be sent out right away.
D. Update on Premier Bank donation: Mike has reached approvalfromthebankforthedonation.
Addition to Old Business: New members - We've been informed bySherriethatwemustforwardtwonamesforcandidatesforeach
opening we have on the commission. The City Council willinterviewbothcandidatesandmakeachoice. The selected
candidate will be formally appointed at a council meeting. ThecandidateswerecommmendedwillbeinterviewedonDec. 7. Mike
suggested that we have a short report as to why we are making therecommendationsandsendthistothecouncil . The new candidatewillbeatournextmeeting.
NEW BUSINESS
A. Draft publicity for poster contest: We reviewed the draft andmadeafewchanges. This will be submitted to local papers andto "Maplewood in Motion. "
B. 1996 Officers: Nominations for chair, vice-chair and secretaryweremade. The results are: Chair: Gordy Heininger, Vice-Chair:Carol Cude, Secretary: Lynne Croes.
C. Annual Report Preparation: Discussion on what to include inthe1995Annualreport; possibilites included a picture of the
members, new quotes, new information such as last year ' s whichincludedacceptabletermsforpeoplewithdisabilities, award
winners for the contests, diveristy pledge, events we
participated in or sponsored, violence-related information. Lynne
will look for information to include. Marie will check on
getting permission to include a Children' s Diversity Pledge.
OTHER BUSINESS
Lynne reported on the information she had from contacting theFamilyViolenceNetwork. If we pursue a community event on thistopic, they want to participate in some way. They do have a
speakers bureau. Lynne will contact the Mayor to see if
Maplewood' s "Partnership" group would like to join us. Lynne will
also call the Mixed Blood Theater group to see if they will
perform the play they wrote for Allina Health Systems on familyviolenceandaskaboutthecost. We discussed sources offunding, which could include charitable gambling, the schools ( if
they are included) , and charging a small fee.
Sherrie received a call from a citizen who had a complaint aboutdiscriminationatalocalrestaurant. Gordy will contact this
person to gather information and make an appointment if they
want. Carol will assist.
REPORTS
Mike reported that one complaint against a former city employeehasbeendismissedbytheDept. of Human Rights. Another
complaint has been filed by a citizen against the police. A
meeting was held and all thought the issue was settled but aletterhasbeenreceivedbytheCityfromtheDept. of Human
Rights.
The police officers have started training in dealing with Hmongmembers. An attorney, who is Hmong, made the presentation.
There has been no response to the bias offense report from
November.

The Roseville Human RightsCommissionwouldcertainlybeinterestedinparticipating. Either myself, or RosevilleCommissionerMikeHermes, will plan on attending the planning meeting at Maplewood City Hall
on January 23.

1996 GOALS AND OBJECTIVES
Establish a partnership with local businesses, educational, religious
and/or fraternal organizations regarding human rights.
Sponsor and promote sensitivity awareness activities for the residents of
Maplewood which will address an area(s) of human rights.
Offer no fault grievance mediation services to residents of Maplewood.
Invite and encourage local schools to participate in the annual Diversity
Awareness Award and the Diversity Awareness Poster Contest
sponsored by the MHRC.
Develop a working relationship with one or more of the Human Relations
Commissions in the area.
Attend various workshops and educational/informational activities related
to diversity and human rights.
Collaborate with the Department of Human Rights on projects of mutual
concern.
Advise the Mayor, City Council and the City of Maplewood on human
relation issues.

Human rights task forces
to be formed in
Minnesota schools
The League of Minnesota Human
Rights Commissions is sponsoring
six regional meetings across Minne-
sota late this fall,to spur the forma-
tion of Human Rights Task Forces in
our state's secondary and elementary
schools.The metropolitan area work-
shop will be held on November 1,
Wednesday,from 3:30-5:30 p.m.,at
the Roseville Schools, 1910 West
County Road B,Roseville,in theEdu-
cational Development Center of the
Fairview Community Center.
The aim is to encourage all schools to
develop their own Task Forces so that
every school can be a force in foster-
ing a positive, mutually respectful
climate for intergroup relations, and
can help students to develop leader-
ship skills as they implement pro-
grams to counter prejudice, bigotry
and violence.
