understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commissionmembers or citizens -unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commissionmembers, staff or
others in public.
Be respectful of each other’s timekeeping remarks brief, to the point and non-repetitive.

SUBJECT:Gladstone Savanna – Phase III
Introduction
Maplewood is beginning work on Phase III improvements at Gladstone Savanna Neighborhood
Preserve. Staff will update the Heritage Preservation Commission(HPC) on the projectand
solicit input.
Discussion
Gladstone Savanna NeighborhoodPreserve is a 24-acre park and preserve managed by
Maplewood’s Parks and Recreation Department. It was formerly the site of the Gladstone
Shops of the St. Paul and Duluth Railroad. The last of the historic shops buildings were
removed from the site in 1979, but some foundations from the facility exist underground.
The master plan for the site was approved by Council in 2011, after a public park planning
process, includingapproval by the Heritage Preservation Commission.A copy of the master
plan is attached (attachment 1).The site plan celebrates the site’s industrialhistory and
Maplewood natural resources.
Implementation of the master plan beganin 2012in conjunction with the Frost Avenue street
reconstruction project. Since then the city has conducted archeological investigations on the
site, done soil remediation, and installedstormwater basin, trails, entries, acorner sitting area,
sidewalks, and landscaping.
Phase III Improvements include: 1) Install playground, 2) Install additional trees and landscape
features, and 3) Develop and install interpretation for the preserve.
Play Ground.On June 27, 2016, City Council approved contracting with Flagship/Landscape
Structure for design and installation of theplayground. The master plan shows the approximate
location of the playground. The area where the playground will be located had no historic
structures so there will be no impacts to historic foundations. The playground theme will reflect
the railroad history of the site and possiblythe site’s natural history. Once concepts are drafted,
there will be a public meeting to present the comments and gather comments. The Parks and
Recreation Commission will review and make a recommendation on the playground.
Landscape Features.A designer has not yet been hired for the landscape features. The
materials and general design will be similar to the landscaped entriesinstalled in Phase II.
When landscape design concepts are completed, HPC will have an opportunity to review the
design to ensure itcelebrates the site history and doesnot negatively impact underground
historic foundations. We anticipate the design work will be completed this year and installation
would take place in fall 2016 and/or spring 2017.

Well Sitting Area. The master plan calls for a small gathering area at the location of the
former well on the site. The designer will be instructed that there shall be no impacts to
underground foundations or structures.
Rail feature. The master plan calls for a railfeature. At this point, it is not clear what this
feature will be. Staff will be conferring with State Historic Preservation Officeto determine
whether it is appropriate to use actual rails.
Building corners.The master plan shows some of the building corners being delineated.
The designer will be exploringideas for this.
Interpretive Signage.A historian will be hired to help develop interpretive signage for the site.
Once that person is contracted, the HPC will have an opportunity to provide input and to review
a sign plan and text for signage. We anticipate thedesignwork will be completedthis year, and
signs would be constructed in 2017.
The HPC is working on local designation for the Gladstone Savanna site. The designs will not
be allowed to impacthistoric underground structures on the site. Once completed, the
landscape designs will be submitted to the State Historic Preservation Office for review.
Recommendation
The HPC isencouraged to providepreliminaryideas for Gladstone Phase III features. No
action is required.

SUBJECT:Statewide Preservation Conference

The 36 Annual Statewide Preservation Conference this year is September 7-9 in Hastings, Minnesota.
Details are available at: www.mnhs.org/shpo/conference.Maplewood Heritage Preservation
Commission (HPC) members who have attended in the past have indicated they enjoyed the conference
and learned a lot.
There are Certified Local Government grants available to cover registration for the conference. This year
there is no limit on how many commissioners from each city the grant can cover. If you wish to take
advantage of grant:
1.You must attend both Thursday and Friday. (Friday afternoon is field trips.)
2.The grant will cover your registration fee. They cannot reimburse you for the $15 River
Cruise so that would be on your own.
3.This is a reimbursement grant so you pay when you register and you are reimbursed after
the conference.
4.You will need to register for the conference and pay the registration fee. The application
form is attached. Or you can register on-line. Be sure to keep your receipt.
5.The grant is due August 5, but staff will submit it in mid-July since funding is on a first-come
first-serve basis.
6.After the conference, city staff will provide documents for you to sign and staff will submit
the paperwork for reimbursement.
If you wish to attend the conference and take advantage of the grant, please information Ginny Gaynor
at the July 14, 2016 HPC meeting. Also, please inform staff if you would like to carpool from
Maplewood and if you are willing to drive others. We can request mileage reimbursement for two
vehicles.

SUBJECT:Member of Ramsey County Historical Society
Introduction
The Heritage Preservation Commission (HPC) shallappoint a commissioner to be a member of
the Ramsey County Historical Society.
Discussion
Maplewood ordinance states that:
“A member of the Maplewood Heritage Preservation Commission is required to be a
representative to the Ramsey County Historical Society. The city shall pay for the
membership of the commission or designee.” Section 2-304
Brenda Rudberg was the HPC’s representative to the Ramsey County Historical Society
(RCHS) until she moved from Maplewood. The Commission needs to appoint a new
representative.
The Ramsey County Historical Society does not have monthly membership meetings. The
responsibility of the HPC representative isto receive the RCHSpublications and information
and share that with the HPC. The city will reimbursethe representative for the $50 membership
fee.As a member of RCHS, you would be entitled to membership benefits as indicated on their
website (www.rchs.com):

Free general admission to the Gibbs Farm during our regular season.

Introduction
The Heritage Preservation Commission (HPC) is working on the Century Homes Program.
Discussion
TheCentury Homes Programidentifies and honors homes that are over 100 years old.The
HPC is reinvigorating this program.At the March and April 2016 HPC meetings, commissioners
developed criteriaand procedures for the program and decided to award Century Homes at
Maplewood’s 60th Anniversary celebration in February 2017.

Programs
MAHS hosts 9 open house events each year with guided tours, quality exhibits about the history of
Maplewood and the BHF, videos, interactives, hands-on activities, demonstrations and hay rides through
the adjacent prairie. We also host 3 weeks of curriculum-based summer day camp with educational and
entertaining activities for metro youth. And the Farm is surrounded by prairie which offers opportunities
for environmental interactions. Lastly, we offer topical presentations and guest lectures and publish
historical articles.
