It is hoped that by following these simple rules, everyone’s opinions can be heard and understood in a reasonable manner. We appreciate the fact thatwhen appearing at Commission meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other Commissionmembers or citizens -unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of Commissionmembers, staff or others in public. Be respectful of each other’s timekeeping remarks brief, to the point and non-repetitive. The chairperson shall be responsible for calling and presiding over all meetings and shall be entitled to an equal vote with other members of the commission. If the chairperson is unable to attend a meeting, the vice-chairperson shall conductthe meeting. RECOMMENDATION The Commission should nominate and elect a chairperson and vice-chairperson to serve through April 2017. E3 MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor, Natural Resources Coordinator/HPC Staff Liaison DATE: June 9, 2016 SUBJECT:Approval of Resolution of Appreciation for Robert Creager Introduction Commissioner Robert Creager has been a member of the Heritage Preservation Commission for 11 years and 10months, serving from July 2004 through April 2016. Background Commissioner Creager’s term ended April 30, 2016. He has moved out of Maplewood and thus is not eligible to be reappointedto the commission. Recommendation Approve the attachedResolution of Appreciationfor Heritage Preservation Commissioner Creager. Discussion Thememo on commissions from the May 23, 2016 City Council Workshop is available at www.maplewoodmn.gov/DocumentCenter/View/930. Issues discussed included meeting time, number of commissioners, and the possibility of combining some commissions. The council workshop memo indicates thatstaff thinks seven membersis the appropriate number for the Heritage Preservation Commission (HPC).If commissioners do not agree with this, they should discuss this. The other key issue related to the HPCwas meeting time. A consistent theme found among staff and some members of commissions was a desire to move the commission meeting start time to 6 p.m. The Community Design Review Board has met at this time for several years. There is thought it might create more recruitment opportunities if the meetings started and ended earlier in the evening. It would also bea more efficient use of staff time and the city resources. Staff reviewed commission start times at other cities and there is not a consistent pattern but several cities do start meetings in both the 5 and 6 p.m. hours, while some business- related commissionseven meet in the morning. Commissions are encouraged to consider meeting at 6:00 p.m., rather than at 7:00 p.m. Each commission will make its own decision.The HPC should discuss the following questions: 1.If HPC met at 6:00 p.m., would you be able to make it on time? 2.Whattime would you prefer to start? Why? Recommendation Commissioners shall discuss and determine whether to change meeting time to 6:00 p.m. Attachments None F1 MEMORANDUM TO:Heritage Preservation Commission FROM:Ginny Gaynor, Natural Resources Coordinator/HPC Liaison DATE:June 9,2016 SUBJECT:Century Homes Program Introduction The Heritage Preservation Commission (HPC) will continue discussion ofthe Century Homes Program. Discussion In the late 1990’s the HPCand the Maplewood Area Historical Society (MAHS) worked together to honor homes that were 100 years old or more. They developed a list of 57 homes that met this criterion.Century Homeplaques were awardedto 28qualified homeowners that wanted to participate.Commissioners and society members developed a notebook of Century Homes that included a photo, building date, and descriptiveinformation for each house. One of the HPC’s 2016 goals is to continuethe Century Homes Program. Commissioner Cardinal obtained a list of homes in Maplewood that are at least 100 years old. At March and April 2016 HPC meetings, commissioners developed criteria and procedures for the program. At the April 14, 2016 meeting, Commissioners decided to award Century Homes at Maplewood’s 60th Anniversary celebration in February 2017. The HPC further decided that we should not send letters to homeownersuntil Fall 2016.Based on that the following schedule is proposed: SeptemberHPC reviews draft letter Article about the program in city newsletter, launch webpage OctoberSend letters to eligible homeowners NovemberReplies due DecemberOrder certificates and/or plaques January 2017Send invitationsto participants to attend ceremony February2017Presentation of certificates and/or plaques Commissioner Gaspar has gathered Google Earth photos of most of the homes on the list. At the May HPC meeting, he will update the commission on those photos. Recommendation Discuss photos andschedule forthe Century Homes Program. F2 MEMORANDUM TO:Heritage Preservation Commission FROM:Ginny Gaynor, Natural Resources Coordinator/HPC Liaison DATE:June 9, 2016 SUBJECT:2016 Goals At the June 9, 2016 Heritage Preservation Commission meeting, commissioners will review the status of the2016 goals. GoalLead or Committee 1.Continue 60 stories project.Gilbertson,Rudberg, Boulay 2.Plan Trivia Contest and any Gilbertson, Rudberg, Boulay associated 60th anniversary activities. (MCC reserved for Friday, 2/24/17, pm.) 3.Make recommendation for 2016 Whole commission Maplewood Heritage Award. 4.Designate Gladstone Savanna as Gaspar a local historic site. 5.Review Century Homes and Cardinal –listof homes Businesses and outline procedures Gaspar – photos for this program.Whole commission - procedures 6.Write grant and RFP to conduct Cardinal, Rudberg survey of non-residential properties. 7.Create sign for Lookout Park.Boulay 8.Submit grant for interpretive Staff signage at Gladstone Savanna.
